Abstract:
The Russian Federation is one of the few jurisdictions where recipients and gamete donors have a wide scope of choice between anonymous, identifiable, and known donations. This paper examines how the Russian law regulates this sphere and how it is applied in practice basing on data collected in the largest reproductive cells bank in Russia. It demonstrates that the Russian Federation should be regarded as a country in which there is no single dominant approach to the matter of donor anonymity. The assessment of this ‘freedom of choice’ is not unambiguous. It gives recipients and donors the right to decide which option is the most suitable for their needs and motivations, simultaneously not resolving which values take precedence over others. The donor-conceived persons’ right to disclose donor’s identifying data sometimes may conflict with the donor’s right to protect their privacy and usually, jurisdictions decide which one has the priority.

32. Dissecting Aid Fragmentation: Development Goals and Levels of Analysis

Abstract:
Aid fragmentation is widely denounced, though recent studies suggest potential benefits. To reconcile these mixed findings, we make a case for studying differences across aid sectors and levels of analysis. Our cross-national time-series analysis of data from 141 countries suggests aid fragmentation promotes child survival and improves governance. However, just looking across countries has the potential to blur important within-country differences. We analyse subnational variation in Sierra Leone and Nigeria and find that the presence of more donors is associated with worse health outcomes, but better governance outcomes. This suggests that having more donors within a locality can be beneficial when they are working to improve the systems through which policies are implemented, but harmful when they target policy outcomes directly. A survey of Nigerian civil servants highlights potential mechanisms. Fragmentation in health aid may undermine civil servants’ morale, whereas diversity in governance aid can promote meritocratic behaviour.

Abstract:
As the interwoven threats and opportunities of cybersecurity and digital development grow more complex, and geopolitical tensions rise, both donors and recipients should look towards a more holistic understanding of capacity building in the Western Balkans, while embracing an approach which enables meaningful international engagement on the peace and security of cyberspace. Continued interest and investment in cybersecurity capacity building in the region clearly indicates that the Western Balkans remain strategically important for a number of international actors. Systematic coordination-by-design methodologies and best practices among donors that utilise whole-of-society and multi-stakeholder approaches can improve the legitimacy, ownership and sustainability of outcomes in the context of persistent challenges to human capacity, political will, and resource scarcity. Furthermore, to better define the roles of different capacity building actors, help identify opportunities for strategic partnerships, and clarify donor-recipient relationships, donors should seek to strengthen the links between policy objectives and strategies for capacity building interventions. This discussion paper explores how cyber capacity building actors and initiatives in the Western Balkans could be better coordinated, while considering the barriers to reaching cyber maturity in the region. Firstly, the paper offers a brief overview of projects, donors, and implementing organisations active in the Western Balkans, based on desk research and a series of interviews with relevant stakeholders. Secondly, the paper explores best practices on coordination through the framework implemented by Operational Guidance for the EU’s International Cooperation on Cyber Capacity Building. Based on the above findings, practical insights and recommendations are proposed, with an eye towards enhancing future cybersecurity capacity building investment

Abstract:
Sickening and killing people worldwide, the COVID-19 pandemic is disrupting national and international economies and creating enormous human suffering. Current and future geopolitical implications are substantial, requiring long term attention by national security policymakers in the United States and elsewhere.245 Central among these foreign policy concerns is the capacity of states across the globe to deliver health care (and other services) to their populations and the role of health and human security in promoting national security.246 Prior to the pandemic, interest in Global Health Diplomacy (GHD) as a foreign policy tool was growing, reflecting the recognition of border crossing health concerns and the effectiveness of health-focused development aid. Health assistance provided through GHD enables improvements in the quality of life, expansion of infrastructure, and strong donor-recipient ties, each of which can contribute to recipient state capacity. Emerging impacts of the COVID-19 pandemic increase the importance of international health assistance.247 The value of health assistance in generating grassroots aid recognition, thereby capturing “hearts and minds,” is a potent means of building international recognition of both a state’s humanitarian mission and building a positive reputation in recipient state public opinion. In the American context, the four years of the Trump administration were marked by a decline in American bilateral and multilateral engagement in terms of GHD, specifically its stated intention to withdraw from the World Health Organization (WHO).248 Importantly, this coincided with a period of rising efforts in this area by China and Russia. These changes highlight the importance of understanding how changes in GHD participation emerge and enable stronger linkages between GHD studies and global rivalries (more common in the field of International Relations).249 We set out to explore how transitioning patterns of GHD engagement inform the positioning priorities of the United States, Russia, China, and multinational organizations such as the European Union. How have the acute health, economic, and in some cases political crises of the global COVID-19 pandemic altered donor engagement in GHD? What are the effects of changes in the perceptions of their engagement in recipient states? We incorporate data from three strategically important post-Soviet countries—Estonia, Ukraine, and the Republic of Georgia—to illustrate how major players in GHD are viewed on the ground. Situated on a long arc from the Baltic Sea to the Black Sea and beyond to the Caucasus, these states neighbor Russia proper. Proximity to Russia itself implies a core national security problem: Moscow has actively undermined the territorial integrity of Georgia and Ukraine, seizing parts of both via kinetic warfare while causing massive infrastructure damage (including healthcare infrastructure), thousands of deaths, and the internal displacement of millions.250 Estonia has been the target of cyberattacks emanating from Russia, and all three countries must cope with relentless disinformation campaigns intended to destabilize their governments and societies. These three cases provide insights into how citizens in recipient states view GHD engagement in a time of crisis.

Abstract:
Brazil became one of the world’s largest food donors after the WFP went through a reform process. The reform allowed non-traditional donors to donate food provided that other partners paid for logistical costs. We analyzed the reform process through documental analysis and interviews to understand Brazil’s role in this. The results show that both actors had complementary interests. However, whilst Brazil had ambitions of prominence in this area, it adopted a rule-taker position. The WFP’s Secretariat was the main driving force in the process and, to some extent, co-opted Brazil.

Abstract:
Korea has put much effort into providing aid for fragile states in efficient and effective ways. As a part of such efforts, Korea established the Fragile States Assistance Strategy in 2017. However, there is still room for improvement in terms of the effectiveness of Korea’s Official Development Assistance (ODA) implementation under fragile and conflict-affected situations. Accordingly, the study aims to suggest policy suggestions for Korea’s development cooperation in fragile states by comparing and analyzing the current status, policies, and characteristics of aid to fragile states in major donor countries, including Germany, Australia, Denmark, and Japan. In addition, we review Korea’s case and draw following policy implications to tackle the remaining challenges. First, it is requisite for Korea to consolidate the whole-of-government approach and reciprocal coordination mechanisms to support for fragile states for overcoming fundamental causes of fragilites. Second, Korea should choose proper types of aid and sectoral aid allocation suitable for overcoming vulnerabilities and development challenges efficiently and effectively in fragile and conflict-affected states. Lastly, the Korean government should conduct a fragility analysis and manage projects systematically.

Neither has materialized, and the groups working to advance social, political, and economic change in Myanmar continue to face significant challenges.
