31. Ninewa: Initiative Mapping of Sustainable Returns & Stabilization Efforts

Abstract:
Stabilization initiatives in Iraq require specialized efforts in each of its diverse districts, which should be based on an in-depth understanding of their history and population compositions. Although coordination between stakeholders continues to improve, subject to various agendas and donor expectations, international and national organizations working on stabilization efforts are dealing with historically deep structural and social cohesion challenges (See Barriers to Stability and Return: A Meta-Analysis report). Following the liberation of Mosul from the Islamic State (IS) in 2017, Ninewa governorate and its districts have had the most severe living conditions for returnees. This is largely due to the significant housing and infrastructure destruction in many areas, combined with slow reconstruction and compensation processes. In Ninewa’s post-war context, concerns continue to rise with the prolonged mode of displacement, particularly in the areas of protection, infrastructure, demining, livelihood, housing-land-property, social wellbeing, basic services, social cohesion and reconciliation. Through an analysis of the current initiatives in Ninewa, this report highlights critical challenges relating to stabilization and the return of internally displaced persons (IDPs).

Abstract:
In its first year of implementation, did the Voter’s Choice Act (VCA) change turnout patterns in the counties – Madera, Napa, Nevada, Sacramento, and San Mateo – that adopted this new reform? How did this reform affect the turnout of groups of Californians – young voters, Latinos, and Asian Americans– who have often participated in elections at lower rates than others? We address these questions by gathering data on turnout rates, voter demographics, and electoral competition from 2002 through the primary and general elections of 2018, comparing trends in the adopting counties to the rest of the state.

33. Messaging Matters: How Information about Underrepresentation Affects the Political Participation of Racial and Ethnic Groups in California

Abstract:
Can racial and ethnic minorities be mobilized to participate in politics at greater rates? We theorize that mobilization messages providing information about a group’s underrepresentation in government may increase participation among racial/ethnic minorities. However, responsiveness to such messages should vary depending on individuals’ prior awareness of their group’s underrepresentation. Using a two-wave panel survey that randomly assigned different get out the vote messages, we find that messages highlighting a racial/ethnic group’s underrepresentation in government do not increase Latinos’, Blacks’, or Asians’ likelihood of voting. We also find that such messages can decrease other forms of political participation among Asians and Latinos who were previously unaware of their group’s underrepresentation. These findings indicate that information about underrepresentation can actually demobilize certain segments of the electorate. Thus, practical efforts to boost participation among underrepresented groups should either communicate information about underrepresentation in other ways or provide a different type of message altogether.

Abstract:
The field of International Relations (IR) has experienced different waves of ‘great debates’ that have often maintained certain theoretical and methodological frameworks and perspectives as core to the field whereas others are seen as peripheral and merely a critique of the former. As a result of this segregation of knowledge, IR has not become as open to dialogue and diversity as we are made to believe. To be sure, aspects of the extant literature speak of IR as being ‘not so international’, a ‘hegemonic discipline’, a ‘colonial household’, and an ‘American social science’, among other derogatory names. Informed by such characterizations that depict a field of study that is not sufficiently diverse, the paper investigates the relationship between pedagogical factors and dialogue in IR. In doing so, it provides preliminary results from a pilot study in February-April 2019 that sought to examine different graduate-level IR syllabi from leading universities in the global North and South (Africa in particular). In particular, the objective was to decipher what course design, including required readings and other pedagogical activities in the classroom, tells us about dialogue and the sort of diversity needed to push IR beyond its conventional canons.

35. Maritime Biodiversity from the French State’s Perspective

Abstract:
“Together, protecting marine biodiversity: know how to act” was the French governmental conference organized by three ministries in Paris on 12 March 2020. Ministry of Higher Education, Research and Innovation, Ministry of Agriculture and Alimentation, and Ministry for the Ecological and Inclusive Transition along with two research think tanks, Ifremer and OFB have organized the “day of biodiversity”. Participants were mostly researchers, governmental and local officials, business leaders, fishermen, representatives of associations and foundations, all from France. Thus, the language of the conference was French. The conference took place in the 13th century Collège of Bernardins, a former Cistercian college of the historic University of Paris. Experts and audience shared reflections and discussions on major research issues on ocean change, as well as the French position towards global maritime policy in order to find proposals for sustainable management and protection of the ocean.
