101. How Can South Korea Teach, Lead, and Help in Asia’s Quest for Smart Cities?

Abstract:
As of 2021, virtually every country in Asia has announced some plan for standing up their own smart cities, with national- and/or city-level governments launching either pilot projects or official strategies to coordinate activities and investment across different stakeholder groups. In this context, South Korea could (and does) play a positive role in how countries across the region might be able to realize these plans. This includes through not only providing direct financial, technical, and development support, but also sharing its own lessons learned and practices in promoting sustainable, secure, and inclusive smart cities. Even so, both South Korean and Asian interests could benefit from greater attention to expanding South Korea-Asia engagements and cooperative mechanisms on digital development issues, as a means of better supporting and bolstering ongoing regional priorities.

102. Korea’s Strategy on Trade Agreements with Developing Countries in Africa and the Pacific Regions

Abstract:
As the US-China trade conflict intensifies, high dependence on US and China has been pointed out as a potential risk to the Korean economy. This calls for trade policies including diversification of trading partners and the establishment of a new model for trade agreements suitable to such diversified partners. Meanwhile, the necessity for such policies grows as protectionism spreads globally and trade order changes after the Covid-19 pandemic. Africa and the Pacific (AP) regions, the main areas of interest in this report, have been excluded from Korea’s FTA network despite their high growth potential and strategic significance. Most countries in the AP regions are geographically distant from Korea and mostly underdeveloped, so we have approached the region only in terms of development cooperation. Currently, trade agreements and systems for trade and investment with AP countries are insufficient, and the size of economic cooperation with these countries remains small. However, Africa has high market potential, owing to various factors such as its high population growth, middle-class growth, and transition to digital economy, while the Pacific island countries have abundant fisheries and marine resources, and wield voting power in international organizations. In this regard, it is necessary to build the foundation for cooperation with AP countries in the mid-to-long term. Against this backdrop, this study seeks mid- to long-term strategies to promote trade cooperation with AP countries. First we consider introducing and expanding nonreciprocal arrangements for developing countries in the AP regions, as currently provided to United Nations-defined least developed countries. Then we consider introducing a reciprocal trade agreement, for example, an FTA. As a result, we found that it is necessary to introduce an FTA model suitable for developing countries in the AP regions instead of introducing further nonreciprocal agreements. Based on the results of the study, this paper proposes strategic directions for trade cooperation with the AP regions, and furthermore, provides policy suggestions that should be included in the agreement with those countries.

Abstract:
The growth of digital platform markets in ASEAN and India is prominent. With COVID-19, demands for economic and social activities centered on digital platforms are expected to rise further; especially five sectors (e-commerce, sharing economy, education, healthcare and fintech) are fast growing seectors. Korean is a potential partner of ASEAN countries and India. Korea's Digital New Deal policy now stresses tasks such as sharing and utilizing data, convergence of 5G and artificial intelligence across whole industries, spreading digital education, digital healthcare, etc., which are closely related to the economic and social needs of ASEAN countries and India. In order to promote regulatory harmonization and cooperation with ASEAN and India, it is necessary for Korea to promote digital economy and trade agreements.

Abstract:
“It’s May 3, 2021. Don’t forget to upgrade the embedded software in your shoes before you go for a run!” This may sound like a commercial for the 1986 Puma Smart Sneaker[1], the first running shoe with embedded sensors and software in its heel. It could also be an opening line from an old sci-fi movie describing a distant point in the future. Sci-fi movies have a great track record of predicting the future, from video calls[2] to self-driving cars[3]. The former is a dominant part of our daily professional routine these days. The latter is no longer science fiction[4]. So, what if the growing interplay between goods and services is not about the future but a good description of the present? Nowadays we live in a world of connected objects that rely on sophisticated embedded software. Recently, the Volkswagen’s CEO[5] admitted that the only way for VW to remain a successful car manufacturer is to become a successful software company. And while he may be the latest CEO to recognise the business irrelevance of such a goods-services distinction, he certainly is not the only one. Apple understood it well before many other companies when designing mobile phones and their underlying software ecosystem without having any production facilities. Now Apple wants to produce cars[6]. And so do several Chinese telecom giants, like ZTE[7] or Huawei[8]. And the list is longer: Amazon, Tencent, Google, Baidu. All these corporate announcements are another way of saying that mode 5 services[9] are going to be one of the most important ingredients of global competitiveness in many sectors. Car companies are right to get interested in software. Future autonomous and electric vehicles are primarily software-driven products compared to traditional cars. Already in 2010, the General Motors’ Volt car[10] was dubbed as one of the most sophisticated IT products, with over 10 million lines of software code and its own IP address. So, in the future, car manufacturers might need to do software in order to produce cars successfully. Surely, along complex global supply chains with many suppliers scattered around the world. These headline announcements from global manufacturing companies entering the software market and vice-versa, confirm a simple truth: in order to stay competitive, companies can no longer see themselves just as a manufacturing firm, or a services firm. And this simple truth goes beyond the automotive sector. Underpinning this radical shift is a series of digital disruptive technologies, affecting everything from product standards, industrial design, intellectual property, and investment decisions. Such technological developments are game changers for many traditional manufacturing sectors.

105. Subsidising Balkanisation: What China’s 3G Subsidies Teach us about 5G Open RAN

Open RAN is increasingly becoming the answer to how to diversify 5G networks and beyond, especially in the light of a potential exclusion of China’s participation in western networks. In recent times, the US and Japan have jointly pledged $4.5 billion to support its development. Much – or perhaps entirety – of this support is predesignated for the O-RAN Alliance, a closed-door and private industry consortium. State interventionism is back – in a sector hereto characterised by open western markets and free competition. The public support currently pledged to the O-RAN consortium bear many resemblances to the Chinese government’s attempt to support TD-SCDMA, a unique standard for the Chinese market that was designed to support local vendors. Its use was a pre-condition for public subsidies for R&D or public procurement. As recent as 2020, the US Trade Representative reported on China’s standard-setting practices and subsidies as one of the world’s worst trade barriers. Those who advocate similar support in the West are either indifferent or nescient about how EU and US trade negotiators worked to address subsidies and opaque standard-setting. It is an open question whether the US and Japan will offer a level-playing field to European vendors – or non-O-RAN members who may develop their own Open RAN variants. Nowadays, Chinese scholars and senior officials openly talk of “TD-style innovation” as a disaster for the nation that delayed China’s rollout of 4G and plunged the economy into a performance and innovation lag. A key lesson for policymakers today is how vendors that cannot survive without subsidies will not optimise the organisation for innovation but public grant-seeking. This is an eerie warning for the 5G debate in some western capitals.

106. Taxing Digital Services – Compensating for the Loss of Competitiveness

Several countries around the world have implemented a tax on digital services, commonly called Digital Services Tax (DST). This policy brief takes a closer look at why some European countries have imposed DSTs but not others. Surely, there are economic explanations behind the fact that Austria, France, Italy, Spain, and the UK have introduced DSTs – but not other countries in Europe. The five tax-imposing countries (here called DST5) have been losing trade competitiveness in digital services over the last 15 years. On the many trade competitiveness indicators we compute, the DST5 score lower values and show lower growth rates compared to other non-DST countries in Europe. Moreover, the differences between the DST5 and non-DST countries are stark, suggesting that digital services markets for the latter group of countries are a lot more dynamic and globalized. The difference between DST5 and other European countries in digital services competitiveness is striking. This is not to say that there should not be special taxes on digital services – that is a different issue – but it is important that the discussion about the DST starts from a better understanding of how such a tax relates to underlying patterns of digital service performance.

107. The Economic Impact of an Online Retail Sales Tax in the UK

Amazon have commissioned Oxford Economics to produce an independent quantitative assessment of the economic implications of the introduction of an online sales tax in the UK. On 27 July 2020, HM Treasury (HMT) announced a call for evidence around the issue of a business rates review. Contained within this document was a consideration of alternative tax bases that could raise revenue for the Exchequer to compensate for any shortfall that might be created by business rates reform. One of the options proposed was an online sales tax (OST). In this context, Amazon have commissioned Oxford Economics to produce an independent quantitative assessment of the economic implications of the introduction of such a tax in the UK. We find that that the introduction of an OST would raise around £1.6 billion in government revenue. The burden of the tax would be split between consumers, online sales platforms, and upstream businesses. Our analysis shows that a majority of the tax’s burden will most likely be borne by consumers who could lose around £1.3 billion in welfare terms. The net inefficiencies due to the OST are estimated to be around £200 million (i.e., 13% of the revenue). The government’s fiscal options will need to be assessed against a range of economic as well as procedural criteria. In our assessment of the OST against the Treasury Select Committee’s principles of taxation, we found that the OST is distortive and also could potentially restrict SMEs from competing in the retail market. Further, the disproportionate impact on households in the lowest income decile and on economically weaker regions of the UK as well as the restrictive effect on the elderly and the disabled raise questions about the fairness of the OST.

In the last few years participants of the banking sector in North Macedonia are facing big competition as a result of the increased innovations between these participants. The only way for banks to stay relevant with their operations is to create a sustainable competitive advantage. For an organization to hold out in a competitive environment, it needs to develop competitive strategies. One of the aspects of creating a competitive advantage in the banking sector is creating digital services. These services have a high impact on the banking sector and enable banks to have a competitive advantage in different manners. In addition to a theoretical approach to creating a competitive advantage in the banking sector, we conducted empirical research on how banks in North Macedonia create competitive advantage by offering digital services. This paper aims to describe the end-users attitude on digital banking services as well as the bank’s strategies on creating a competitive advantage by offering digital banking services.

110. China’s Digital Silk Road: integration into national IT infrastructure and wider implications for Western defence industries

Abstract:
The geopolitical dispute between the United States and China is taking place on the fault line of global telecommunications infrastructure and digital technologies. As this competition grows, so too does the likelihood of a potential bifurcation in the global information and security technological ecosystems, split between US-allied liberal democracies on the one side and countries dependent on Chinese-based information and communications technology (ICT) on the other. The impact of this competition reaches beyond telecommunications companies and those involved in their supply chains. Indeed, second and third order of magnitude implications exist for the security and defence sectors. While this competition unfolds, the Chinese Government’s Digital Silk Road (DSR) continues apace and leverages the strengths of Chinese public- and private-sector giants to further integrate Chinese technologies and standards into the digital ecosystems of the least-developed, emerging and developed economies alike. The existing literature on the security and defence implications of the integration of Chinese ICT into national digital ecosystems is primarily concerned with the potential threats posed to intelligence and defence cooperation. However, the implication of China’s global digital investments for US and other Western defence industries is an understudied subject that deserves greater attention. To provide greater clarity to Western defence industries on these issues, this project has sought to answer four forward-looking questions. Firstly, what risks does the possibility of a bifurcated global digital ecosystem pose for the national and industrial security of key Asian, European and Middle Eastern states and economies? Secondly, to what extent does the integration of Chinese information technology and digital infrastructure create challenges for alliance intelligence and defence cooperation? Thirdly, what level of integration should be considered significant and how might security-cooperation efforts (e.g. Western arms exports) be affected? Lastly, can security risks to companies doing business abroad be mitigated when the integration of Chinese digital technology into national digital ecosystems is already high? This report has aimed to address this gap in current analysis by outlining the potential risks posed by China’s global digital and technological investments to defence industries. It follows with an analysis of the extent of Chinese DSR activity in five case-study countries across Asia, the Middle East and Europe that are of high security and defence importance to the US: Indonesia, the Republic of Korea (ROK), Israel, the United Arab Emirates (UAE) and Poland. In doing so, the report aims to provide greater insight into government decision-making and lessons learned for Western defence industries.
