91. Recovery and reform in the EU’s most vulnerable regions

Abstract:
Europe’s most vulnerable regions, characterised by persistent low growth and poverty, face a systemic lack of specific EU support. These regions display particularly high levels of vulnerability to the social, economic and territorial impacts of COVID-19, which will affect their recovery trajectories. They risk being left further behind in the EU’s complex pathway towards ‘a green and digital recovery’. The Union’s lack of focus and action for investing in these most vulnerable regions must be addressed. First and foremost, EU institutions and member states should recognise that some territories will struggle much more than others in their recovery trajectories. Ignoring their plight would have potentially far-reaching consequences. The EU’s ‘convergence machine’ could be damaged irreparably, with long-term – and potentially political – consequences. Alison Hunter and Marta Pilati continue their extensive research on the Union’s low-growth, poor regions, calling for the founding of a specific EU initiative to support them as well as further targeting by the existing policy architecture. In particular, they recommend: creating an EU policy space for regions experiencing long-term low growth and poverty, to promote the value and visibility of place-based support; aligning Cohesion Policy and the Recovery and Resilience Facility for improved policy coherence and greater investment impact; and tailoring support for growth-enhancing reforms in the EU’s most vulnerable regions. The EU’s green and digital recovery strategy fails to account for the specific needs of its poor and low-growth regions. Existing disparities and fragmentation challenges across the Union could widen or even become entrenched, casting new doubts on the EU’s ability and commitment to strengthen its convergence agenda and execute a just transition. The fallout could lead to a rise in territorial and political tensions while leaving many vulnerable places behind. Hunter and Pilati outline an agenda for a new EU initiative that champions reform support for these vulnerable territories and improves their prospects for a digital and green recovery.

This brief is based on a roundtable hosted by CGD as part of the Governing Data for Development project, which explores how governments can use data to support innovation, development, and inclusive growth while protecting citizens and communities against harm. The views expressed here are those of the participants and do not necessarily represent the views of CGD staff. For other briefs in the series, as well as more on the project, visit cgdev.org/governing-data. Cross-border data flows are governed through a patchwork of complex, overlapping arrangements and trade agreements. The absence of a more systematic approach to data governance at the global level may make it harder for low- and middle-income countries to participate in the global digital economy and develop their own frameworks for governing the use of data in a responsible manner. It also leaves them with limited leverage in negotiations with both Big Tech companies and wealthier jurisdictions. This meeting is the third in a series of private roundtables convened by the Center for Global Development aimed at exploring the relationship between data governance and economic development. The first event examined whether current approaches to data protection and privacy are a good fit for resource-constrained countries. The second explored whether evolving digital trade rules support or hinder economic development. This third roundtable explored the role and limitations of multilaterals in promoting better data governance. This document summarizes key takeaways from the meeting, including the remarks of four keynote speakers and themes raised in a discussion among 30 experts, who are listed in the appendix. The roundtable was moderated by Pam Dixon, founder and executive director of the World Privacy Forum, and co-chair of the working group for CGD’s Governing Data for Development project.

94. Identifying Binding Constraints on Digital Payment Services in Ethiopia: An Application of a Decision Tree Framework

Abstract:
While several comparable countries in sub-Saharan Africa have seen a significant increase in financial inclusion, mainly driven by digital financial services, Ethiopia still performs poorly. Even digital payment and transfer services, which lower-income and less literate segments of the population could benefit from, are rarely used. Given the low development level of Ethiopia, numerous supply and demand factors could explain this disappointing outcome. We use a decision tree framework to isolate and analyze potential constraints to find which are binding—that is, which constraints limit the expansion of digital payment services in Ethiopia. Our analysis indicates that supply-side problems are pervasive, and we find that competition problems in the essential digital infrastructure market and in the financial sector are responsible for the inadequate provision of digital payment services in Ethiopia. However, the root cause of inadequate competition, and therefore of low financial inclusion through digital payment services, is institutional deficiencies. The two key institutional deficiencies are the lack of capacity of regulatory and supervisory institutions, and the unwillingness of the central government to enable and promote competition. The dominance of public enterprises, Ethio Telecom and the Commercial Bank of Ethiopia, has kept the prices of digital payment services high, particularly for low-income populations, as fees charged for undertaking low-value transactions are very high and the cost of digital infrastructure (mobile phones and plans) is also substantial. Unless these institutional binding constraints are removed, digital payment services in Ethiopia, and digital financial services more generally, will hit a very short ceiling that limits their enormous potential to improve livelihoods in the country.

95. A Rights-Based Approach to Governing Online Freelance Labour: Towards Decent Work in Digital Labour Platforms

Abstract:
The emergence of cross-border, web-based digital labour platforms has been among the major transformations in the world of work over the past decade. Through these platforms, tasks are performed online and remotely by freelance workers. Digital labour platforms facilitate the real-time hiring of freelance workers for a plethora of tasks, such as IT programming, language teaching, virtual assistance, marketing, graphic designing, project management, and even research and development. The global trend is that jobs are outsourced on these platforms by businesses located in the global North and performed by freelance workers residing in the global South. This NTS Insight offers a preliminary study on the emergence of web-based, cross-border digital labour and its impact on labour rights and social protection, with a special focus on online freelance workers from Southeast Asia. It reviews the efforts of ASEAN and national governments in the region to promote social protection of these workers and address challenges to rights-based governance for digital labour platforms. This Insight offers possible areas for action by Southeast Asian countries to promote rights and social protection for their workers who are engaged in web-based digital freelance labour.

Abstract:
The only legitimate way for the political parties to get power in democratic countries is to achieve victory in the elections. In order to get more votes than the rival parties and thus win the election, political parties must offer political products that will meet the needs of the voters. In terms of determining the right political products, political parties need to be in constant communication and interaction with the voters to understand the needs of the voters. With the developing technology, new communication channels have emerged. Digital marketing channels, which are widely used mainly in marketing, attracted the attention of political parties over time and started to be used to communicate with their voters. Digital marketing channels, used extensively, present a significant opportunity for political parties to reach current and potential voters. In this study, digital marketing channels used by all political parties represented in the Turkish Grand National Assembly will be examined by the content analysis method. Thus, the usage rates of digital marketing in the political field will be comparatively revealed.

97. Listening to Users and Other Ideas for Building Trust in Digital Trade

Abstract:
This paper argues that if trade policy makers truly want to achieve data free flow with trust, they must address user concerns beyond privacy. Survey data reveals that users are also anxious about online harassment, malware, censorship and disinformation. The paper focuses on three such problems, specifically, internet shutdowns, censorship and ransomware (a form of malware), each of which can distort trade and make users feel less secure online. Finally, the author concludes that trade policy makers will need to rethink how they involve the broad public in digital trade policy making if they want digital trade agreements to facilitate trust.

98. Accounting for the Digital Economy: Time for a Fresh Approach

Abstract:
Accounting standards that are used for tangible assets are not suitable for today’s digital economy, which is fuelled by intangible assets. These standards need to reflect the shift in focus from tangible to intangible assets in order for the digital economy to thrive. Intangible assets such as design branding and software are not recognized by current accounting standards unless they are purchased from a third party. Without a shift in mindset that recognizes intangible assets and reflects the new economic reality, challenges will arise in making loans and investments and in taxing value creation. The accounting profession cannot act alone in making the shift and will need support from policy makers and regulators, investors, creditors and directors to make the necessary changes.

Abstract:
After more than 20 years of unsuccessful negotiations, WTO member countries may be able to agree on global digital trade rules if they look to the new Digital Economy Partnership Agreement (DEPA) among Chile, New Zealand and Singapore as a model. As the first “digital only” trade agreement, the DEPA offers a modular approach that allows members to pick and choose which modules work best for them today while enabling them to adopt more legal commitments on digital trade in the future. As cross-border trade becomes increasingly digital, especially during the COVID-19 pandemic, ensuring the free movement of goods and services is essential to the global economy.

100. Digital RMB: A Possible Way to Reassert Data Control in the Digital Economy

Abstract:
As the first digital currency piloted by a major economy, China’s digital renminbi (RMB) has drawn worldwide attention. Many observers, however, have exaggerated the digital currency’s influence on RMB internationalization; others have focused on its potential replacement of the current third-party payment system, or the possibility that the digital RMB could be exploited to strengthen China’s authoritarian regime by way of monitoring everyday transactions conducted by Chinese citizens. However, these observations have missed the main point of the digital RMB as a key fintech innovation in the age of the digital economy. It could be an important tool in assisting China’s central bank to reassert control over big data in the financial system and to bring the rapidly growing power of Chinese fintech giants under control. Its issuance also acts as a pre-emptive measure that positions the People’s Bank of China to compete with other central bank digital currencies and cryptocurrencies.
