1. Power and potential: The economics of Egyptian construction and ICT

Abstract:
Young Egyptians’ dissatisfaction with their employment prospects was a key driver of protests in 2011 and 2013. Since then, the country’s political authorities have worked hard to create job opportunities for young Egyptians by boosting growth in the construction sector (infrastructure and public works), among other things. Since the sector also generates substantial revenues for the country’s power elite, this has been a win-win strategy in the short-term. But overreliance on the construction sector has also created too many informal and unstable jobs that are a poor match for Egypt’s many well-educated graduates. Cairo’s growth strategy has not addressed some of the country’s long-standing economic problems, such as informality and a low overall employment rate. Giving the country’s promising ICT sector a boost similar to that of the construction sector to address such deficiencies and anticipate a looming debt crisis requires a paradigm shift with two elements. First, a deal between Egypt’s political authorities and the power elite that buys time in exchange for future rents. Second, facilitation of private sector dynamism through regulatory encouragement and public seed funding for new business activity.

Abstract:
Twin earthquakes of 7.4 and 7.8 magnitude devastated southeastern Turkey and northern Syria on February 6. Over 22,000 people are known to have died, and tens of thousands more remain wounded and displaced. Lax construction standards in a rapidly urbanizing region contributed to the high death toll, raising questions about Recep Tayyip Erdoğan’s Justice and Development Party’s aggressive approach to construction and development. Opposition figures have made pointed accusations that state aid has been doled out on a partisan basis, raising the stakes of scheduled general elections on May 14.

3. Construction productivity and global inequality

Abstract:
Two well established stylized facts of economic development are a strong correlation between investment and income, and large differences in investment rates across countries. Construction is the largest component of investment. This paper examines the implications of heterogeneity in construction productivity on cross-country income disparity. We estimate the 10:1 spread in construction productivity among 145 countries in 2005 as a factor of 61.7-fold. Based on a general equilibrium model with input–output linkages, we find that the 10:1 spread in income per capita declines by 45 per cent when the construction productivity gap is eliminated. Sectoral characterization of the aggregate effect of a change in construction productivity shows heterogeneous sectoral contributions to income convergence. Electrical equipment, metals, and transport equipment play stronger roles in transforming the effect of a change in construction productivity to the aggregate level in China compared with other countries.

4. Analysing the German construction industry’s supply chains

Abstract:
The supply chain disruptions triggered by the coronavirus pandemic, the blockade of the Suez Canal, and Russia’s invasion of Ukraine were historically unique for Germany’s construction sector. Our research showed how these supply chain disruptions affected construction companies in various ways and identified strategies to help overcome them. The dominant effects were higher purchase prices, longer waiting times, and increased resources devoted towards planning. These longer waiting times meant greater difficulties in processing existing orders and a consequent need to forego new orders, which in turn led to a loss of turnover. Our research also found its supply chain was more globally intertwined than previously understood: the sector generates 40% of gross value added via imported services. Thirteen of the 57 imported intermediate inputs were found to be highly vulnerable. Other industry-specific characteristics include a high level of manufacturing complexity, which leads to a large number of required products. Meanwhile warehousing is often difficult, meaning supply chain interruptions have a direct impact on production capacity. Our recommendations to the Federal Institute for Research on Building, Urban Affairs, and Spatial Development were that companies should: Control their supply chains as completely as possible with digital technologies —from procurement and logistics to delivery to the construction site; Use digitalisation to detect disruptions at an earlier stage and react to them; Secure greater supply of raw materials through domestic production; Replace fossil energy sources with renewable energies; Select their suppliers in a diversified manner as far as possible; and Promote innovation for new future technologies.

5. Building Resilience Blocks: How to Improve the Quality of Work for the Egyptian Construction Precariat?

Abstract:
The past two years have revealed the difficult living conditions of millions around the world experiencing compounded insecurities, especially of work and income. Within this context, this paper explores how the notion of precarity applies to informal construction workers in Egypt. It argues that their working conditions fail to satisfy the decent work indicators recommended by the International Labour Organization (ILO) and relevant literature. The paper also assesses the Egyptian government’s intervention during the COVID-19 pandemic regarding informal irregular workers. The government pushed forward infrastructure projects in order to cushion the impact of the pandemic on unemployment. It also distributed cash transfers to irregular informal workers for six months. The paper explains why these measures were not enough. Based on focus group discussions, an in-depth interview and an extensive study of ILO literature, the paper puts forward a set of recommendations with the aim of improving the quality of work under which the majority of workers in the construction sector in Egypt live.

6. Barriers to Effective Whistleblowing in Botswana: Lessons from the Construction Industry

Adopting Botswana’s construction industry as a case study, this Policy Brief examines key barriers to effective whistleblowing in Botswana. Data were drawn from 117 construction firms and interviews with regulators of this sector. Despite the enactment of the Whistleblowing Act 2016, the study finds the following key barriers to effective whistleblowing: (i) fear of retaliation or punishment, (ii) fear of job loss, (iii) absence of organisational whistleblowing policies, (iv) lack of incentive to report, (v) lack of education on whistleblowing, and (vi) insufficient action and follow-up on disclosures by authorities. From a policy perspective, there is a need to strengthen the existing legal protection offered to whistleblowers, their families and associates to ensure they are not subject to harm, retaliation or victimisation. There is also a need to increase levels of education and awareness on whistleblowing in general, and the Whistleblowing Act 2016 in particular.

7. How Duterte Strong-Armed Chinese Dam-Builders But Weakened Philippine Institutions

Chinese construction contracts and development finance have increased massively in recent years. According to many experts, these projects are largely transplants designed to offshore and export Chinese technology, labor, and policy designs to host countries. However, these views have little regard for important nuances of place, time, and politics, ignoring the degree to which host countries—such as local elites, members of civil society, and norms—shape project design, implementation, and results on the ground. Under the regime of President Rodrigo Duterte, political elites in the Philippines have pressed Chinese firms to adapt to some of their demands for political expediency on key infrastructure projects. This pattern is evident from the Kaliwa Dam and the Chico River Pump Irrigation Project—both of which have made substantial progress during Duterte’s rule. In particular, Manila has bypassed local social and environmental regulations and has paved the way for Chinese dam builders to break ground on projects quickly so as to strengthen the Duterte government’s political standing. Around the world, Chinese firms have been highly attentive to the will of local political elites, limiting or sometimes completely avoiding relationships with opposition elites and ties to civil society members. Philippine politics is turbulent. Projects supported by the Duterte regime today might not have the same traction under his successor. So while these Chinese concessions have earned favor with Duterte and his allies, such tactics may prove unsustainable over the long term and could easily spur future resentment against China among local communities marginalized by this decisionmaking. In sum, it is Filipinos, not Chinese actors, who mostly have set the agenda on these major infrastructure projects, except on a few specific contractual terms.

Abstract:
Future of Construction gives forecasts for global construction to 2030 as well as perspectives on climate related challenges for the construction industry. Global construction output in 2020 was US$10.7 trillion (in 2017 prices and exchange rates) and we expect this to grow by 42% or US$4.5 trillion between 2020 and 2030 to reach US$15.2 trillion. The Global Construction industry is set to be a global engine for economic growth and recovery from COVID. Shorter term, global construction output is expected to reach US$13.3 trillion by 2025 – adding US$2.6 trillion to output in the five years from 2020. Asia Pacific will account for US$2.5 trillion of growth in construction output between 2020 and 2030, up by over 50% to become a US$7.4 trillion market by 2030. Construction output in North America will grow by 32%, or US$580 billion from 2020 to 2030, to US$2.4 trillion in 2030. Western Europe is forecast to grow by 23% between 2020 and 2030 and is expected to push up construction output to US$2.5 trillion in 2030. Average annual growth in construction of 3.6% per annum over the decade to 2030 will be higher than manufacturing or services.

9. Whistleblowing in Botswana’s Construction Industry: A Public and Private Sector Perspective

Abstract:
The construction industry (CI) is considered one of the most corrupt both internationally and regionally. Therefore, this study examined the views and attitudes of professionals in Botswana’s CI towards the role whistleblowing (or protected disclosure) can play in curbing corruption in the sector. A convergent mixed methods approach was adopted. Semi-structured interviews were conducted with key stakeholders from the construction industry. Furthermore, a self-administered survey was utilised to collect quantitative data from 117 construction firms. Data revealed that there was little awareness of whistleblowing legislation. Fear of retaliation or punishment and job loss, and a lack of education on whistleblowing were identified as some of the most substantial barriers to effective whistleblowing in the industry. From a public policy perspective, it is recommended that an emphasis be placed on improving levels of education and awareness on whistleblowing in the construction sector. In addition, there should be consideration to amend the Whistleblowing Act 2016 to include construction industry regulators, the Public Procurement and Asset Disposal Board, and private media amongst the list of institutions authorised to receive reports of impropriety in order to extend the scope of legal protection to whistleblowers in the sector. Recommendations for further research are provided.
