Abstract:
Throughout history, the Brazilian Armed Forces have looked inwards towards their own territory and peoples. They are centred around the construction of an ‘internal enemy’ to justify its tactics, strategies, and accumulation of forces. The art for this dossier highlights emblematic ‘internal enemies’ constructed throughout history. These portraits, placed alongside other historical artifacts, rekindle a collective memory. They are, in fact, portraits of ourselves – the people, the poor, and the dispossessed – in the act of resistance.

Abstract:
After nearly 20 years of civil war, in 2001, a peace agreement began to be negotiated between the central government of Sudan and the southern region. On January 9, 2005, the Comprehensive Peace Agreement (CPA) was ratified ending the Second Sudanese Civil War (1983-2005) (Oliveira and Silva 2011) and stipulating a referendum to determine the status of the Southern Sudan region. According to the UN, 98.83% of South Sudanese voters were in favor of independence in January 2011 (Salman 2011; UNMISS 2022). On July 8, 2011, the United Nations Security Council (UNSC) adopted the resolution 1996 (UNSC 2011), creating the UNMISS. The objective was to consolidate peace and security and help create the necessary conditions for the development of the Republic of South Sudan, a country that was born with the worst social indicators in the world (Oliveira and Silva 2011). The mission aimed to help South Sudan to develop and build its democratic institutions to support the political-administrative structure of a new country.

Military forces are sometimes called out to confront unarmed civilian protesters, a contingency for which they may or may not be prepared. Studies of civil-military relations have focused on relations between civilian and military elites, with interactions between armed forces and civilian protesters given little or no attention. The objective here is to improve understanding of militaryprotester dynamics. Key relevant features of nonviolent action are outlined, including methods, campaign stages and theoretical assumptions, with a particular focus on interactions with troops. The implications for military-protester dynamics are spelled out with illustrations from several protest campaigns. When troops use force against non-resistant protesters, this sometimes creates more support for the protest movement, a process called political jiu-jitsu. An important method used by some protesters is fraternisation, namely trying to win over troops to their side. Commanders and troops, through their actions, can encourage or discourage protesters’ use of nonviolent methods. Learning about military-protester dynamics is important for both strategists and practitioners.

Abstract:
America’s retreat from Afghanistan culminated in the country falling back into control of the Taliban, the very group that provided safe- haven for al-Qaeda prior to the September 11, 2001 attacks. America suffered immeasurable pain and costs from this jihadist attack on US soil, made possible by intelligence failures, evolved for the “Global War on Terror.” Twenty years later, Washington still has not learned from pre-9/11 mistakes. Prior to America’s complete withdrawal from Afghanistan, US intelligence was unable to convince the White House of the Afghan government’s fragility and the Taliban’s intentions. Radical Islamists in Afghanistan capitalized on policymaking which did not recognize the emerging Islamist threat towards America. Al-Qaeda’s September 11 tactical victory begat a series of foreign policy blunders in Afghanistan as strategies missteps again, celebrating another victory over America when the Taliban flag rose over the Afghan presidential palace on September 11, 2021.

Abstract:
Egypt’s defense industry is the oldest and largest in the Arab world. However, most of its military factories have converted into manufacturing consumer goods to the civilian market for profit. Meanwhile, they continue to produce traditional weapon systems that mostly do not respond to urgent needs to combat terrorism in asymmetric warfare. In addition, Egypt is largely dependent on U.S. firms for procurement and co-production. After a political crisis in 2013, the Ministry of Military Production (MoMP) has attempted to revive defense production through new co-production initiatives with international arms firms. The country also attempts to reduce its dependence on the U.S. by seeking procurement from other states such as France, Russia, and Germany. Such efforts remain noticeably limited, because the Egyptian military still focuses on its civilian business enterprises.

Abstract:
The study explores the evolution of military intelligence and its place within the broader framework of parliamentary oversight, identifies the key characteristics of military intelligence, and examines how these challenge efforts to institutionalize effective oversight over the activities of military intelligence agencies. Through a comparative analysis of existing practices in NATO member states with regard to oversight of military intelligence, the study demonstrates that oversight practices vary from state to state, and in general demands further attention. The study is aimed at those responsible for the oversight of military intelligence, including parliamentarians and staffers, members of independent oversight bodies, researchers, and civil society as well as individuals interested in security studies.

30. China Maritime Report No. 12: Sansha City in China's South China Sea Strategy: Building a System of Administrative Control

Abstract:
China established Sansha City in 2012 to administer the bulk of its territorial and maritime claims in the South China Sea. Sansha is headquartered on Woody Island. The city’s jurisdiction includes the Paracel Islands, Zhongsha Islands, and Spratly Islands and most of the waters within China’s “ninedash line.” Sansha is responsible for exercising administrative control, implementing military-civil fusion, and carrying out the day-to-day work of rights defense, stability maintenance, environmental protection, and resource development. Since 2012, each level of the Chinese party-state system has worked to develop Sansha, improving the city’s physical infrastructure and transportation, communications, corporate ecosystem, party-state institutions, and rights defense system. In effect, the city’s development has produced a system of normalized administrative control. This system ultimately allows China to govern contested areas of the South China Sea as if they were Chinese territory.
