11. Is the Raw Coal Ban a Silver Bullet to Solving Air Pollution in Mongolia?: A Study of the Mongolian Government’s Air Pollution Reduction Policies and Recommendations in the Context of COVID-19

Abstract:
Since 2005, Ulaanbaatar, the capital city of Mongolia, has become infamous for being one of the most polluted cities in the world. In response to growing public concerns over air pollution, on May 15, 2019, the Government of Mongolia (GoM) implemented a ban on raw coal – a type of fuel that poor citizens in the city use to survive harsh winters in the world’s coldest capital – and introduced “refined coal briquettes” at a subsidized price close to the price of raw coal. Since the COVID-19 outbreak and the country-wide economic shutdown, lower-income families are struggling to afford food, let alone refined coal briquettes; as a result, they are resorting to burning cheap, dirty fuel, including trash to keep themselves warm. Despite GoM’s efforts to reduce air pollution, in October 2020, Ulaanbaatar’s air quality, again, ranked the worst in the world, ahead of Lahore, Pakistan; Delhi, India; Chengdu, China, and other cities infamous for hazardous levels of air quality. While reducing raw coal consumption is critical to improving air quality, the raw coal ban is not a panacea to solving Mongolia’s air pollution. Poverty is the true culprit behind Ulaanbaatar’s subpar air quality. If Mongolia is to sustainably reduce air pollution, the raw coal ban must be accompanied by social and economic policies that aim to lift people out of poverty.

12. How Is the Asian Economy Recovering from the COVID-19 Pandemic? Evidence from the Emissions of Air Pollutants

Abstract:
This study empirically examines how economic and social activities in Asia were affected by the COVID-19 pandemic by using the emissions amounts of various air pollutants to represent those activities. Review of the emissions data suggests that from 2019 to 2020, the amount of emitted air pollutants decreased in most subnational regions in Asia. Data also show how economic and social activities have restarted in some regions; regression analyses are used to uncover the regions that restarted early. Regional characteristics are identified by employing a remotely sensed land cover dataset (i.e. ESALC) and OpenStreetMap. Results reveal that for Association of Southeast Asian Nations (ASEAN) members, economic and social activities in cropland, industrial estates, accommodations, restaurants, education, and public services still have not returned to normal.

Abstract:
This framing paper aims to provide an overview of the current state of knowledge and the governance framework on air quality management in India. Air pollution is the second largest risk factor for public health in India, behind only child and maternal malnutrition. Although there has been an increase in the visibility of the issue in the media, public concern and government response, a coherent national policy strategy remains in its nascent stages. How could the ecosystem of actors engaging with air quality in India work towards a collective strategy that leads to sustained improvements throughout the country? This paper outlines the contours of such a strategy here, and has been written keeping a diverse audience in mind, along with pointed suggestions for domestic and global philanthropies working on air quality in India.

14. Why the United States Should Remain Engaged on Nuclear Power: Climate Change and Air Pollution

Abstract:
Nuclear energy has shown much promise and faced considerable challenges since its origins in the mid-20th century. While the United States drove the early charge for safe nuclear power around the globe, its leadership has waned in recent decades. US reactors now under construction—following no orders for such plants in the United States for several decades—have gone well over planned budgets and schedules. And while the United States was once the leading international supplier of reactors, other countries have since stepped forward to fill that role. Columbia University’s Center on Global Energy Policy, as part of its wider work on nuclear energy, is examining the impact of potential American disengagement from nuclear power’s development and where opportunities exist to step back in and shape its future. The program also will assess the US nuclear waste management program and efforts to collaborate with other countries on advanced reactor development, as well as options for improvement on both fronts. This effort will begin with a two-part commentary on some of the benefits the United States might derive from increasing its engagement on nuclear power. The first in the series, this piece, explores the important role nuclear energy can play in lowering greenhouse gas emissions to avoid the worst potential outcomes of climate change. The second piece will examine the geopolitical and national security implications of the United States and its traditional allies effectively ceding the international nuclear energy marketplace to the Chinese and Russians. The nuclear program’s ultimate goal is to inform readers—policy makers, industry leaders, academics, and others—with objective, research-based analysis. It will strive in the months and years ahead to contribute constructively to a necessary dialogue on the future of nuclear power.
