Considering a Soil Initiative for Africa JANUARY 31, 2020 By: David Nielson In Sub-Saharan Africa, 65 percent of arable land suffers from soil degradation. The most extensive data on soils in Africa is grounded in soil mapping done in the 1950s and 1960s—60 to 70 years ago—which suggests that the problem could be even worse than currently known. This destruction is stifling agricultural productivity and income growth while prohibiting the soil from carrying out its climate control functions such as carbon sequestration and water filtration. This paper diagnoses the challenges faced by governments, international organizations and research institutions in mitigating and reversing the decline of soil quality in Africa. It highlights the dearth of human capital and resources that undermines these efforts and employs the lessons learned towards outlining a framework that is based on global partnership, stronger farmer engagement and robust investment. The paper argues for a new soil initiative that is organized around workstreams that prioritize establishing soil information systems, understanding the economic costs and consequences of soil degradation, and enhancing human and institutional capacity towards soil science. This multipronged approach will reinvigorate the fight against soil degradation and destruction both globally and on the African continent.

Abstract:
On January 20-21, 2020, the EastWest Institute (EWI) held its first meeting in Berlin as part of its new Algeria-Morocco Business Dialogue, an initiative aiming to address the impediments to greater cross-border trade. By convening sector-specific meetings between local business people from both countries, the project aims to produce a concrete set of feasible recommendations to encourage greater bilateral trade. The inaugural January meeting brought together small to medium-sized business leaders from the agricultural sector to consider boosting greater trade on a micro level, as well as discuss the shortcomings and challenges of each countries’ agricultural and trade policy.

13. Heat and Hate: Climate Security and Farmer-Herder Conflicts in Africa

Abstract:
This paper investigates the impact of climate shocks on violence between herders and farmers by using geolocalized data on conflict events for all African countries over the 1997-2014 period. We find that a +1℃ increase in temperature leads to a +54% increase in conflict probability in mixed areas populated by both farmers and herders, compared to +17% increase in non-mixed areas. This result is robust to controlling for the interaction between temperature and ethnic polarization, alternative estimation techniques, disaggregation levels, and coding options of the climatic/conflict/ethnic variables. When quantifying at the continental level the impact on conflict of projected climate change in 2040, we find that, in absence of mixed population areas, global warming is predicted to increase total annual conflicts by about a quarter in whole Africa; when factoring in the magnifying effect of mixed settlements, total annual conflicts are predicted to rise by as much as a third. We also provide two pieces of evidence that resource competition is a major driver of farmer-herder violence. Firstly, conflicts are much more prevalent at the fringe between rangeland and farmland - a geographic buffer of mixed usage that is suitable for both cattle herding and farming but is particularly vulnerable to climate shocks. Secondly, information on groups' mobility reveals that temperature spikes in the ethnic homeland of a nomadic group tend to diffuse its fighting operations outside its homeland, with a magnified spatial spread in the case of conflicts over resources. Finally, we show that violence is substantially reduced in the presence of policies that empower local communities, foster participatory democracy, enforce property rights and regulate land dispute resolution.

15. Reuse and Recycling of Faecal Sludge-derived Biosolids in Agriculture

Abstract:
The rapid proliferation of toilets under the Swachh Bharat Mission has necessitated the safe collection, conveyance, and treatment of faecal sludge and septage. Accordingly, the National Policy on Faecal Sludge and Septage Management (FSSM), 2017, sets the imperative for streamlining the citywide sanitation service chain. In doing so, it promotes closing of the resources loop through recycling and reuse of treated wastewater and faecal sludge-derived biosolids. The 2017 amendment to the Environment (Protection) Rules, 1986, lays down clear standards and guidance for recycling of treated wastewater. However, a regulatory lacuna concerning biosolids -whose use as a fertilizer in agriculture has been shown to enhance crop yields and reduce the burden of synthetic fertilizers - deters local action in accessing opportunities for their recycling formally. This guidance note, reviewing international biosolids regulations, is intended as an aid for policymakers and regulators at the national and state level in developing a standard for biosolids utilization in agriculture which is easy to interpret and implement, promotes their scientific and safe reuse, and ensures the protection of the health of the users, the local communities, the consumers, and the environment at large.
