31. Ukrainian Organisations' Response to Russia's Full-Scale Invasion

Abstract:
Join the Harriman Institute for an event with Ukrainian activists discussing how their organisations have responded to the 2022 escalation of Russia’s war on Ukraine. We will be joined virtually by activists representing two organisations: Truth Hounds, and TAPS Ukraine. Both organisations were in operation prior to 2022, but their work was significantly impacted by the challenges associated with the full-scale invasion. Maryna Slobodyanuk will discuss the work of Truth Hounds, where she is the Head of the Analytical Department. Truth Hounds has been documenting war crimes and other serious human rights violations in Ukraine since 2014. Lyudmila Cherkez will share the work of TAPS Ukraine, where she is head of communication. TAPS Ukraine is based in Dnipro, 100km from the front lines, and has been supporting those affected by military loss since 2018. TAPS Ukraine was also involved in the creation of the Coordinating Headquarters of Dnipro Volunteers, one of the largest volunteer hubs established in Eastern Ukraine following 24 February 2022. This hybrid event is open to the public and you are welcome to join us online or in person. The event will be moderated by Emma Mateo.

Please join the Harriman Institute and the Barnard College Slavic Department for a moderated discussion and Q&A with the popular Russian singer, songwriter, and content-creator Liza Monetochka. Following the start of the Russian invasion of Ukraine, Liza publicly expressed her anti-war stance, left Russia, and gave a series of benefit concerts in Europe directing the revenue to Ukrainian humanitarian funds. In the conversation, we will talk about Russian music as a platform for social and political commentary and a vehicle for community building bringing together anti-war Russophone audiences outside of Russia. Liza will sing a few songs and answer questions about the experience of coming of age, relocation, writing music, and finding strength to do creative work in a moment of crisis. The event is specifically intended for younger students who are unable to attend Monetochka’s concert in NYC because of the 21+ age restriction. Teenagers and younger students (21-) will get priority seating and will be given priority to ask questions. The remaining seats will be offered to the general public.

33. NRGI Impact: Knitting the Fabric of Civil Society Activism in Tunisia (2013-2020)

Tunisia is the only country to have accomplished a peaceful transition from authoritarianism after the Arab Spring uprisings, but its democratic gains are not yet entrenched. Tunisians have experienced persistent political instability and voter turnout has been waning—particularly among young people. The governance of extractive industries has influenced, and in turn been impacted, by both the prevailing political context and global dynamics. After the 2013 revolution, there was scant civil society capacity and limited focus on extractives, accompanied by low levels of trust of international partners. Tunisia’s oil and gas reserves are small compared to other resource-rich countries in the region. In addition, political instability and an uncompetitive fiscal regime led to a decline in foreign investment in the sector. As production and prices fell, oil and gas revenues dropped. In terms of mining, the country went from being the world’s fourth largest phosphate producer in 2010 to 20th in 2017. In 2020, amid the coronavirus pandemic, Tunisia resorted to importing phosphate. The production decline is due largely to recurring protests, particularly in the Gafsa phosphate mining basin, which led to regular mining stoppages. Local populations are frustrated because phosphate mining brings limited benefits, whether in terms of revenue, social spending by companies or employment opportunities. Similar dynamics prevail in the oilproducing region of Tataouine and other resource-producing areas. Political and institutional volatility has negatively impacted reform plans. The portfolio of the ministry in charge of extractive industries was modified or restructured five times and saw eight leadership changes between 2011 and 2016, including following corruption scandals. The ministry was restructured many time subsquently. These changes have contributed to faltering momentum and delayed reform. The pandemic has further exacerbated some of these challenges.

Abstract:
Media outlets and polling companies have started publishing reports that claim the young people’s vote will be a game-changer in the upcoming elections. It is Generation Z, the so-called millennials, who are going to make a political statement with their vote in the Turkish elections. They constitute a sizeable portion of the eligible voters (20%) and around half of them will be casting their votes for the first time (RIS Report, 2022). Whether we are talking about Generation X, Y or Z, young people do not constitute a monolithic bloc in Turkey. The country is polarised along different ethnic, religious and ideological fault lines, and so is its youth. This is reflected in their activism, as well as their everyday lives. Turkish youth became an object of scrutiny for researchers during and after the Gezi protests and their repertoires of action and political participation were analysed by researchers both in and outside Turkey. However, new systematic studies are needed if the results the polling companies are receiving with regard to young people’s preferences and lifestyle choices in a changing Turkey are to be explained. Evidence shows that wooing youth support features on the parties’ political agendas. Strategies include investing in youth branches, organising events and festivals, as well as creating opportunities for young people, to keep them loyal to the party agendas. Do young people only express their frustration with the system through demonstrations on the streets or social media posts? No: young people are also leaving the country in protest. My recent research reveals that a sizeable group of young people tend to plan for futures outside Turkey, and that they would take any opportunity that presented itself abroad in order to leave the country permanently or temporarily.

Abstract:
On September 2–3, 2021, a workshop was held at ELIAMEP at which participants discussed their prospective contributions to a collective volume with the working title “Legal Mobilisation for Minority Rights in Central and South-eastern Europe (CSEE)”. The contributions tracked rights-claiming by three large groups of minorities in areas historically ruled by the multicultural Austro-Hungarian monarchy and the Ottoman empire: Hungarian minorities living around their kin-state, Roma across CSEE, and Muslims in the Balkans, including Turks, Muslims, Albanians, and Bosniaks. The edited volume will be the first systemic study of minority-rights activism in its political and geographic context, with a focus on how ethnic minorities use law in practice. Rather than focusing on high-visibility international litigation, which is dominant in the extant scholarship, the volume tracks legal action from the national and local level up, assessing the impact of legal mobilization in terms of social change, not simply legal success.

The secure defense of NATO members does not depend on the Kyiv frontline; the southern flank is the most unguarded. This paper deals with the Mediterranean, a closed sea without borders which globalized before globalization, examining some strategic alternatives for Western allies. The Mediterranean is a point of contact, a diaphragm, and a battlefield. In addition, the central Mediterranean is a relevant area where Russia and China have their foot in the door because of the disengagement of France and Italy and the lack of attention of NATO. It is precisely on this weaker frontier that NATO must relaunch its commitment and presence. Defending marine spaces determines the continent’s safety. So, losing the Mediterranean can be disastrous. And finally, it examines Italian policy in the Mediterranean to date and the reasons why Italy can and must correct the strabismus of the USA, which is completely looking at the Indo-Pacific, and of imagines a peripheral Europe without politics.

38. Protesting Against Crime and Insecurity: High-Risk Activism in Mexico's Drug War

When do protests against crime and insecurity take place, regardless of the risks that such mobilization may entail? This paper argues that while violence provides an initial motivation for participating in protests, social networks play a fundamental role in incentivizing citizen mobilization against insecurity. Socialization within networks helps generate solidarity and empathy among participants, while at the same time transforming emotions associated with living in a violent context into potential for action. Also, through networks, individuals share information about opportunities for collective action and change their perceptions about the effectiveness and risks of such activism. These distinct mechanisms are valuable for the activation of protest against crime across levels of violence. Supporting evidence is derived from an original dataset on protest events in reaction to violence in Mexico between 2006 and 2012. Additionally, I rely on qualitative in-depth interviews and participant observation to illustrate the role of networks in protest against crime across several Mexican states. This paper contributes to the growing literature on criminal violence and political participation.

Abstract:
During the first decades of the last century, activists with ties to various parts of Asia embraced and then discarded different ideologies and found varying ways to connect with one another, sometimes in exile. What linked them were some shared grievances, such as a dislike of the way their community was being bullied or controlled by people in a distant capital and of the limits on their freedom to speak out on issues that concerned them and organize to bring about change. We have been seeing something similar in some ways but different in others take place now, as activists in and exiles from Hong Kong, Thailand and Burma take part in what is sometimes called "Milk Tea Alliance" struggles. There are obvious contrasts: importance of online connections now is novel; the Chinese state was a weak force a century ago, but is a strong one today; Vietnamese activists were a more central part of the earlier story than the current one; ties between South Asian and East Asian exiles were more notable a century ago; and there is no contemporary counterpart to the Comintern on the scene connecting radicals. And yet, this talk will argue, there are important echoes of the earlier period to be heard today, as well as much to learn about how different struggles in East and Southeast Asia influenced one another at other points in time, such as the 1980s. This talk will focus on Chinese activists of the early 1900s and Hong Kong ones now but place both groups in comparative and transnational perspectives, will move between the two eras with an eye toward reoccurrences, ruptures, and reversals.
