- The relationship between climate change and deadly conflict is complex and context-specific, but it is undeniable that climate change is a threat multiplier that is already increasing food insecurity, water scarcity and resource competition, while disrupting livelihoods and spurring migration. In turn, deadly conflict and political instability are contributing to climate change.[2] Darfur captured international headlines in 2004 when United States (US) Secretary of State Colin Powell declared that genocide was occurring in Sudan in his testimony to the US Senate.[3] The early-2000s conflict in Darfur between rebel groups on one side and government forces and allied militias on the other caused an estimated 300 000 deaths, and about 2.5 million people live in displacement camps across Darfur.[4] Most observers agree that the immediate cause was a regional rebellion, to which Khartoum responded by recruiting Arab militias, known as the Janjaweed, to wage a campaign of ethnic cleansing against African civilians.[5] They also argue that the three core drivers of violence in Darfur at present are disputes over land and resources, the complex network of militias and paramilitary forces, and the weakness of the rule of law and security institutions.[6] Eighteen years after the eruption of the conflict in Darfur, these conclusions regarding the main causes and triggers of the conflict remain valid. In 2021, despite the signed Juba Peace Agreement, the security situation in Darfur remained volatile, with significant inter-communal violence and fighting between government forces and rebels in the Jebel Marra area. The instability in the region continues to cause large-scale displacement, with more than 200 000 people displaced in Darfur since the beginning of 2021.

- Abstract:
- Peacebuilding is both a contested and evolving concept,with no universally accepted definition.[1] Despite being a broadly fluid term without clear guidelines or goals, most scholars agree that the fundamental task of peacebuilding is to improve human security.[2] The term first emerged through Johan Galtung’s peace work. He advocated for the establishment of a peacebuilding system to stimulate long-lasting peace by finding a solution to sources of violent conflicts and enhancing local capacities for conflict resolution and peace management.[3] A report by Boutros Boutros-Ghali entitled ‘An Agenda for Peace: Preventive Diplomacy, Peacemaking and Peace-Keeping’ refers to peacebuilding as ‘an action to identify and support structures which will tend to strengthen and solidify peace to avoid a relapse into conflict’.[4] A peacebuilding agenda is critical in the realisation of the Sustainable Development Goals (SDGs) which advocate for ‘peaceful and inclusive societies for sustainable development, access to justice for all and building effective, accountable and inclusive institutions at all levels’.[5] In the Kenyan context, peacebuilding activities and regulatory frameworks are recognised as vital processes and instruments that are necessary for the achievement of Vision 2030, which is the country’s new development blueprint that aims to transform Kenya into a new industrialising middle-income country providing a high quality of life to all its citizen by 2030. On the one hand, the peacebuilding, conflict management, and security strategy of the political pillar of Vision 2030 underscores the need for promoting peacebuilding and reconciliation, deepening policies and legal and institutional frameworks that promote order in society, as well as institutionalising dialogue between and among communities to promote harmony among racial, ethnic and other interest groups. On the other hand, the social pillar aims at establishing ‘a just and cohesive society that enjoys equitable social development in a clean and secure environment’.[6] Nyambura Githaiga observes that from a cursory glance, Kenya is not an immediate or apparent choice for a peacebuilding case study.[7] This can be attributed to the fact that peacebuilding studies primarily focus on nations that experienced highly destructive and horrific civil wars and require international intervention. However, Kenya has suffered intermittent and localised destructive conflicts, such as the 1992, 1997, and 2007-2008 election-based violence. Therefore, Kenya offers a peacebuilding case study which is not related to civil war, but part of a tactical response to repeated incidents of local destructive conflicts.[8]

- n the Central Sahelian nations of Mali, Niger, and Burkina Faso, a decade of violent instability has left 18 million individuals in need of humanitarian assistance. Climate change, underdevelopment, ethnic violence, corruption, and state decay have left civilians in need of peacebuilding, humanitarian, and development support. The deterioration of security conditions, however, has limited civilian access to essential services and impacted humanitarian response capabilities. Donors have promoted the “triple nexus” approach aimed at enhancing the coordination and effectiveness of humanitarian, development, and peacebuilding interventions. Yet, implementation in the Sahel has been hamstrung by a lack of common understanding among partners and a disconnect between the interests and operations of humanitarian and security actors. For the triple nexus approach to effectively improve conditions in the Sahel, humanitarian, development, and security partners must improve collaboration. Actors in the region should develop operational frameworks that ensure they enhance complementary objectives.

- Abstract:
- Jerusalem has been studied extensively by scholars across a range of disciplines in the social sciences and humanities. However, the arts, specifically public performance arts, have rarely been leveraged as a primary source to inquire into the city’s social structures. This research project examines how cultural institutions within the Old City of Jerusalem (focusing on the Tower of David Museum site) reflect and shape the relationship between citizenship and cultural performances. The article inquires how a cultural institute in a contested city can become an allied sphere, a source for joint creation, and even a venue for peacebuilding. The events and performances addressed in this article provide examples of both straightforward and indirect peace process approaches, revealing culture’s potential use and limits in a contested environment. The author suggests that a multicultural approach, yet not a neutral one, leads the museum to reveal its agenda, becoming “The City’s Museum” for joint cultural creation and initiative. This is the fifth in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

66. Does the Road to Peace Pass Through Prisons? The role of former and current inmates in advancing Israeli-Palestinian peace

- Prisoners and former prisoners constitute a significant and distinct group among the Palestinian public, both due to their numbers (hundreds of thousands of Palestinians have served time in Israeli jails since 1967) and their position in society. This position paper examines whether former and current Palestinian inmates can contribute to advancing Israeli-Palestinian peace, and how. The article discusses theoretical aspects that place them in a position to contribute to advancing peace, and provides examples from other countries where prisoners played an important role in advancing or attempting to advance peace. Based on the theoretical knowledge and examples, the article discusses the possible role of Palestinian prisoners in advancing peace. It describes the complexity and legal, moral and security-related issues involved, and points to positive developments, such as a process of moderation and adoption of support for peace undergone by some Palestinian inmates, who over time turned into prominent peace supporters. The article also points to measures that can be promoted in order to realize the potentially positive role of inmates in advancing peace, including dialogue with serving inmates, using the incentive of prisoner release to support moderate positions and to promote peace, and adopting policies of de-radicalization, dialogue and prevention, alongside punishment and deterrence measures, in order to turn some prisoners into actors contributing to peace. This is the fourth in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

- The Israeli-Palestinian peace process has been locked in a stalemate since the 2014 collapse of the US mediation initiative led by then-Secretary of State John Kerry. The relations between the parties have been all but severed and characterized by a series of crises and tensions that peaked over Israel’s 2020 West Bank annexation plan. While the Israeli-Arab normalization agreements removed the annexation idea from the agenda, this did not change the Israeli-Palestinian situation. Developments in recent months in the Israeli-Palestinian arena pose challenges and risks but also new opportunities and possibilities. Special attention should be paid to the impact of the May 2021 escalation, the deep crisis in the Palestinian Authority (PA), and the establishment of a new government in Israel. This paper maps the international discourse on advancing Israeli-Palestinian peace under the current conditions, and constitutes a follow-up to the paper we published in April 2021. It is based on a series of dialogues held by Mitvim Institute experts in August and September 2021 with European, American and Palestinian diplomats and experts, as well as UN officials, and also on a series of discussions among a team of Israeli experts formed by Mitvim.[1] The paper offers an analysis of the positions and perceptions of international actors regarding the effects of the latest developments on the Israeli-Palestinian arena, and their insights and conclusions about the feasible and desired measures that could be undertaken to advance Israeli-Palestinian peace.

- Abstract:
- This article focuses on energy as a tool for promoting peace between Israel and the Palestinians. It describes how the energy relations between Israel and the Palestinians reflect the existing relationship between the parties, and the potential they hold for promoting cooperation and peace. The energy sector and the energy relations between Israel and the Palestinians largely determine the level of energy services and electricity infrastructure in the West Bank. At present, this dependency does not benefit either party. The article points to a number of current initiatives aimed at strengthening Palestinian energy independence as well as energy security. At the same time, it highlights the inherent tensions in the management of the energy sector in the Israeli-Palestinian case, for example between energy independence and energy poverty in the West Bank and between responses to the climate crisis and the need for energy security. Finally, the article argues that the energy sector must be examined as an integral part of the political-diplomatic relationship between Israel and the Palestinians and that it must address the various tensions and promote energetic cooperation in the interest of peace.

- Abstract:
- In November 2017, the government of Malawi launched the country’s first National Peace Policy (NPP) to systematically promote sustainable peace and unity. Malawi already had infrastructures for peace (I4P) that had been developed separately by the state, non-state actors and other stakeholders for various purposes. However, there was no integrated and coherent national peacebuilding framework which was focused on proactive conflict prevention and the promotion of sustainable peace and unity. The outbreak of deadly violence between police and civilians in July 2011 was a major manifestation of shortcomings and failures of the uncoordinated and mainly reactive top-down and bottom-up peace infrastructures established by the state and non-state actors, respectively. In response to the violence, the United Nations’ (UN) preventive diplomacy and facilitation of national dialogue in Malawi helped de-escalate tensions and mitigate conflict risk. This culminated in the development and approval of the NPP. The NPP is a bedrock strategy of a coherent and credible National Peace Architecture (NPA) to serve as the national pillar for peacebuilding. The NPP is being implemented by complementary state and non-state actors working closely with the United Nations Development Programme (UNDP) in compliance with regional, continental and international instruments relating to the NPA. The case of Malawi presents an opportunity for building integrated local, national, regional, continental and international peace architectures.
