Abstract:
Muqtada Al-Sadir, the Shiite Cleric Grandmaster, is playing to win; whatever the expense. In the build-up to the game, the Sunnis got their act together and seized the opportunity to become the main winners of the first round. However, the Kurds entered the fight on one leg, lost sight of the bigger picture and intensified their internal power rivalry. This has already proven costly for the Kurdistan Region of Iraq (KRI), and if they keep on as they started, the second round will be even dearer. Fortunately, it is not too late to minimise their losses or even end up winning future rounds. To do this, they need to take into account the complex power dynamics within not just the Shiite component of Iraq (Shiite House), but also the Shiite ‘Universe’ inside and outside Iraq.

Abstract:
Primary care providers (PCPs) serve as most people’s first point of contact with the health care system. These clinicians build relationships with their patients over time and help coordinate care delivered by other health care providers.1 Evidence shows that a strong foundation of primary care yields better health outcomes overall, greater equity in health care access and outcomes, and lower per capita health costs.2 But in the United States, decades of underinvestment and a low provider supply, among other problems, have limited access to effective primary care.3 This brief highlights gaps in the U.S. primary care system by comparing its performance to systems in 10 other high-income countries.

Abstract:
In the 117th Congress, the United States Senate is evenly divided, 50-50, between the two major political parties, and the margin for control of the US House is small. One nonpartisan—and overdue—policy issue that Congress and the executive branch could focus on is the US nuclear waste management program. The US is currently paying billions to utilities to house spent nuclear fuel (SNF) at operating and shutdown facilities, and high-level waste (HLW) remains at former nuclear weapons complex sites around the country. Add to this the potential for greater future reliance on nuclear power in a decarbonizing economy, and the need to finally get a handle on managing radioactive waste is clear. An earlier report from the Center on Global Energy Policy on the US nuclear waste management program examined larger structural changes that the federal government could pursue to help the program make progress, such as fixing the funding mechanism and updating regulatory standards.[1] This commentary discusses the US program as it stands in the 117th Congress and proposes a series of comparatively smaller actions that could be considered and perhaps pursued on a bipartisan basis in the next few years.

Abstract:
The vigorous debate on global land grabbing within Critical Agrarian Studies contrasts with the incipient analyses from International Political Economy (IPE). This divergence has overshadowed the multi-scalar nature of the power relations that shape land governance, and consequently its effects on land grabbing. For this reason, this paper provides a critical theoretical model of land governance based on Robert Cox’s historical structures approach to understand the causes of land grabbing in Latin American countries. It is argued that this model renders visible the articulation of local and global processes driving land grabbing because it foregrounds the power relations at multiple scales that shape decisions on land access, use and control, as well as the conflicts inherent to them. This demonstrates that, on the one hand, land governance structures in Latin America play a hegemonic role since they express and develop the global agricultural model that promotes land grabbing. On the other hand, social resistance highlights that land governance simultaneously possesses a potential for change. As a result, knowledge about land grabbing is enhanced through a dialogue between the two fields of study.

Increasing the Success and Sustainability of Democracy and Governance Interventions in Post-conflict Countries: Analyzing Literature Findings and Partner Perspectives, focuses on the perspectives of partners on the receiving end of CEPPS assistance, examines specific approaches that CEPPS took to support democratization and stabilization in post-conflict environments and analyzes the success and sustainability of these interventions. Its recommendations can be used by donors and implementers to design and implement more effective programs.

Abstract:
Hamstrung by decades of repression, mistrust and a lack of governance experience, Muslim Brotherhood-linked parties were ultimately unable to navigate the post-2011 tensions between the need to deliver on the popular demands of the Arab uprisings and maintain ideological coherence. Similarly, they struggled to retain their revolutionary credentials and at the same time compromise with ruling elites in order to govern. While this was always a tall order, the consequence has been that decline and crisis followed the organisation’s initial ascent between 2011 and 2013. The Muslim Brotherhood gradually lost its ideological influence over parties it had inspired following the 2013 military takeover against Mohamed Morsi in Egypt. From this year onwards, growing repression, marginalisation and factionalism accelerated the movement’s decline. The arrest and exile of leading Muslim Brotherhood individuals created a leadership void and opened up space for internal strife. Today, the Muslim Brotherhood is a shadow of its former self and in crisis. In parallel to the decline of the Muslim Brotherhood, the legitimacy and relevance of jihadism, political Salafism and Iran’s model of religious rule also appear to have weakened, respectively due to the ‘defeat’ of Islamic State, Saudi modernisation and the poor to mediocre governance provided by Tehran’s partners. This raises the question what major religiously inspired sources of political renewal and mobilisation remain across the Middle East and North Africa that are capable of offering credible prospects for better governance.
