Abstract:
Drone strikes targeted Moscow last week. Though much remains unknown about it, the episode appears to be part of a series of unclaimed coercive attacks that US officials attributed to Ukrainian government personnel, including the killing of the daughter of a Russian nationalist, the sabotage of the North Stream pipelines, and drone attacks on the Kremlin. With unclaimed coercion, perpetrators impose costs on adversaries to signal their resolve to prevail in disputes while denying involvement or simply not making any claim about responsibility. Unclaimed coercion is not unique to the war in Ukraine. Russia launched cyber attacks in 2007 to extract concessions from Estonia, though Moscow denied responsibility, and in 2010 Seoul claimed North Korea torpedoed a South Korean warship, Pyongyang’s denial notwithstanding. Unclaimed coercion may have strategic benefits. Without unmistakable evidence about the identity of the perpetrator, the absence of a claim of responsibility creates plausible deniability, which, some argue, allows coercers to send intelligible, credible messages to targets while containing escalation risks. It may also reduce the costs of being seen as a norm violator. For instance, Austin Carson observed that, though both Saudi Arabia and the United States viewed the 2019 attacks on Saudi oil facilities as part of an Iranian coercive campaign, the absence both of conclusive evidence and a claim of responsibility prevented Riyadh and Washington from carrying out a tough military response, which would have looked “illegitimate while jeopardizing allies’ support.”

12. Investigating China’s economic coercion: The reach and role of Chinese corporate entities

China’s economic statecraft has expanded in line with Beijing’s vision for an international environment that is more conducive to its interests. Chinese President Xi Jinping and the Chinese Communist Party (CCP) are willing to use every means at their disposal to achieve this goal, bringing the full force of the party-state to bear in support of Xi’s objectives abroad and against perceived enemies of the Chinese government. Economic statecraft—the use of economic means to pursue foreign policy goals—has been a consistent feature of Xi’s dealings with CCP competitors and adversaries. Intensifying US-China strategic competition and Beijing’s increasingly overt attempts to assert its preferences only further emphasize the importance of confronting China’s use of economic coercion and influence and understanding the reach of Chinese companies. The deliberate use of economic ties to achieve geopolitical objectives is underpinned by corporate entities that facilitate trade, investment, and financial flows.1 Beijing’s preference for plausible deniability and nontransparency in theory makes corporate entities an attractive mechanism through which to signal its displeasure and to achieve strategic goals. Understanding the reach and role of such entities is, therefore, key to identifying where Beijing might be best positioned to advance its economic statecraft. To that end, this report explores avenues through which researchers can investigate these issues, considers industries that could be vulnerable to future coercion and influence, and offers policy recommendations to counter China’s economic statecraft.

Abstract:
Chinese economic coercion against Europe is on a deeply worrying trajectory. Having moved from threats in 2020 to punishment of European companies in 2021, China is now interfering with the EU market as part of a diplomatic dispute with Lithuania. If Beijing pressures European companies to stop trading with Lithuania, businesses could face pressure to stop dealing with Taiwan, Slovenia, or other places when tensions rise. The threat of Russian energy coercion is real, too. The EU needs to develop an Anti-Coercion Instrument that acts as a powerful economic deterrent, but this alone will not sufficiently protect Europe against economic coercion. The EU also requires a comprehensive resilience architecture, including a strong agenda for improving economic strength and trade links, a Resilience Office, and a reformed Blocking Statute that can counter secondary sanctions with Chinese characteristics. A Resilience Office could provide strategic coordination of the EU’s response and evaluate the costs of economic coercion, while the Blocking Statute could allow for targeted countermeasures against companies based in third countries.

15. Reviving the Prospects for Coercive Diplomacy in Ukraine

Abstract:
The United States and its allies in the West have been unable to use the threat of military force to coerce Russia into stopping its war in Ukraine. In part, this is because the West is more concerned about escalation than Russia. Further analysis using Alexander L. George’s framework of coercive diplomacy, however, suggests the problem is more complex and deep-rooted: Few of the historical conditions or factors that favor coercive diplomacy are present in Ukraine. This analysis reveals three things the United States and its allies should do to revive the prospects of ending the war in Ukraine through coercive diplomacy. First, they should take smaller, more achievable steps which are less likely to inspire Russia to double-down. Second, they should exploit Russia’s deteriorating position through a mixture of carrots and sticks. Finally, the West should seek to minimize the intensity of its wider confrontation with Russia and focus on strategic stability as an end in itself. This will be challenging because of the gravity of Russian atrocities in Ukraine. But it may help end the war through coercive diplomacy, and avoid a serious miscalculation with Russia.

Abstract:
Australians have grown in confidence about the country’s ability to withstand economic coercion from China since the imposition of punitive trade measures in 2020. Beijing suspended high-level political exchanges and imposed a range of informal sanctions and trade blockages against Australia in the wake of a series of escalating disputes, culminating in Canberra’s call for an independent inquiry into the origins of Covid-19 in April that year. Two years on, it is prudent to plan on the basis that it is still early days in China’s use of trade measure against Australia. Canberra and Beijing resumed ministerial-level dialogue after the election of the Albanese Labor government in May 2022. But given the long-term structural divide between the United States and China, and Australia’s position as a strong US ally, Australian governments of all persuasions should assume that China’s trade policies against Australia will remain largely in place. Beijing may tactically retreat now and again to fill shortfalls or if it wants for political reasons to present itself as a conciliatory partner. But a solution to the fundamental bilateral political tensions driving trade disruptions is not on the horizon. The sectors in which bilateral trade with China have continued to prosper are not those in which Australian producers are dependent on China but rather where the two countries are interdependent. Australia cannot find alternative markets to match China for commodities such as iron ore, liquefied natural gas, and wool. Nor can China wean itself off a substantial reliance on Australia as a supplier. For this reason, the core elements of bilateral trade will remain reasonably resilient for some years. However, absent a huge change in the structure of the Australian economy and its export profile, the longer-term picture for exports to China looks worse. As China’s economy grows and its structure changes and becomes less resource intensive, Australia will likely get a decreasing share of a growing pie. Over time, the cost of trade bans and other punitive measures will likely mount as Chinese investment in Australia diminishes and the cost of diversifying from the region’s largest economy grows. Australia has maintained its reputation as a reliable supplier of commodities throughout the downturn in bilateral relations with China. It is imperative that it continue to do so — both to benefit the Australian economy and to maintain leverage of its own. Control over critical commodities carries considerable strategic value, as the role of gas and oil in the Ukraine war has shown.

17. Realising the EU Hybrid Toolbox: opportunities and pitfalls

In recent years European and other nations have been increasingly targeted by different manipulation or coercion tactics that remain under the threshold of violence, and are commonly referred to as hybrid threats.For the debate on defining hybrid threats, see Dick Zandee, Sico van der Meer and Adája Stoetman, Countering hybrid threats: steps for improving EU-NATO cooperation, Clingendael Report, October 2021, p. 2-5; Georgios Giannopoulos, Hanna Smith and Marianthi Theocharidou, The landscape of Hybrid Threats: A conceptual model, Publications Office of the European Union, February 2021. For instance, in 2016 the elections in the United States were manipulated by a foreign state actor through targeted propaganda and the leaking of hacked material that compromised one of the presidential candidates. In the same year the British referendum on remaining in the European Union was also targeted by sophisticated propaganda efforts.United States Senate, Putin’s Asymmetric Assault on Democracy in Russia and Europe: Implications for U.S. National Security, Committee on Foreign Relations, 115th Congress, 2018, p. 116-118. The need to counter these threats and deal with them comprehensively has therefore been acknowledged in the EU Strategic Compass. It provides for the development of a toolbox to put at the disposal of member states a wide range of measures to respond to hybrid campaigns, should they choose to invoke the assistance of the EU. This EU Hybrid Toolbox (EUHT) intends to gather all civilian and military instruments that can be employed to counter hybrid campaigns. Operationalisation was intended by the end of 2022 but this no longer seems attainable. However, the conflict in Ukraine has demonstrated the importance of having a coordinated reaction capability to counter hybrid campaigns and is likely to provide the momentum to bring the development of the EUHT to fruition. This policy brief examines the most recent progress on operationalising the EUHT. First, the rationale for the EUHT is explained. Next, the state of play in the operationalization process is analysed. The subsequent section focusses on the difficulties stemming from differences of opinion between the member states, followed by an assessment of the issues surrounding decision-making. After suggestions for increasing the effectiveness of the EUHT are given, the policy brief ends with conclusions and a listing of opportunities and pitfalls.The methodology used for this policy brief consists of a combination of literature scanning and a limited number of interviews. 18. Coercing Fluently: The Grammar of Coercion in the Twenty-first Century

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Considering these competitive interactions allows one to identify “rules of thumb” that can orient and guide actors as they compete. This analysis emphasizes coercion does not depend simply on imposing costs; rather, it depends on placing adversaries in positions in which they must act and their most rational option is the one most beneficial to one’s own cause. To achieve this result, actors must carefully calibrate their demands to ensure their adversary’s cost of concession is as low as possible. To prevent challenges in the first place, actors should convince the adversary acting on a threat is one’s most rational response. If convincing the adversary is not possible, then one must find ways to decrease the value of the adversary’s challenge. When none of those options are possible, preparing for conflict is likely one’s rational option. This analysis then applies the rules of thumb to US relations with China, Russia, and Iran.

Abstract:
This research paper critically analyses Pakistan‟s crucial and costly relationship with the United States of America, during the three eras of bipolar, unipolar and emerging multi-polar world order. It also contemplates that a new and balanced relationship, anchored in shared bilateral economic, political and security interests built simultaneously with the status quo, emerging and resurgent great powers is more beneficial and less risky for Pakistan in future than band wagoning with a single great power or offering its total security commitment against any other great power. Total alignment with a great power not only earns the threat of other great powers but also makes Pakistan more vulnerable against economic coercion in an interdependent global economy. It also argues that Thucydides‟ Trap is not a manifest destiny and can be avoided with astute statecraft rather than provocative and dangerous risk taking strategic competition.

Abstract:
The rapidly changing security environment has brought a plethora of non-military measures to the fore. These measures have completely changed the nature of hostilities by giving them a hybrid character. With regard to the South Caucasus region, the chasm among the political courses pursued by particular states makes the overall region more susceptible to diverse external threats of a political, economic, military and cultural nature. This paper focuses on the economic component of the hybrid warfare in the South Caucasus region. The issues are considered from a security point of view and not from an economic perspective. The vulnerabilities of particular nations in the region to economic coercion are highlighted in the paper and suggestions for improving them made. The authors underscore the regional unity in the South Caucasus as a prerequisite for eliminating or at least mitigating economic dependence and healing the “regional fracture” that has lasted for decades.
