Abstract:
East Asia now occupies a prominent place in the study of international relations (IR). This, of course, does not mean that IR scholarship in the past failed to pay due attention to East Asia. Wars, trade, and international integration in this region have been the subject of analysis in countless books and scholarly articles. However, the renewed interest in this region is not so much empirically driven (to increase East Asian coverage in the literature) as before but rather represents a theoretical inquiry pertinent to the intellectual underpinning of the scholarship itself. Today, some experts of the region harshly criticize the 'euro-centric' bias of existing IR study and seek to provide alternative conceptions based on the East Asian experience. In response, other scholars have advanced views less provocative but more nuanced about the originality of East Asia. And, there are still others who ï–‚atly reject the connotation that the logic of East Asian international relations is inherently different from that elsewhere. Thus, a diverse set of perspectives has been laid out on the table, but their strengths and shortcomings are yet to be evaluated systematically.

10962. Rebalancing China's Emergent Capitalism: State Power, Economic Liberalization and Social Upgrading

Abstract:
Over the past 35 years, China's economic development strategy relied on the extensive use of factors of production relatively abundant in China. These include labour, land and some mining resources (such as coal and rare earths), as well as mounting reserves of capital in the first decade of the twenty-first century. State-guided policies channelled these factors into an export- and investment-driven model of development that was highly successful in terms of aggregate GDP growth. This model also proved to be quite adaptive when the financial crisis originating in US mortgage markets reverberated globally in late 2008. China was then able to rapidly jumpstart a slowing economy with a massive government-led stimulus programme that relied heavily on state banks extending credit for real estate and infrastructure projects.

Abstract:
This article gives a broad characterization of China's political economy, as well as specific aspects of its socio-economic instabilities. With a focus on China's export-oriented industry sectors, concepts from comparative and international political economy are applied to show how the Chinese economy can be understood as a variegated form of state- permeated capitalism that at the same time is deeply integrated into world economic processes. The article goes on to portray the socio-economic dynamics, as well as the instabilities of China's new capitalism, that are at the root of the state leadership's attempts to turn away from a one-sided model of export and investment-driven growth. Thereby, a number of obstacles are revealed for the "rebalancing" of the economy: a continued dependence on exports, a lack of domestic consumer demand which impedes a significant "social" upgrading, the ongoing low- wage model for which there is no end in sight, the limits of the state's steering capacity and the weaknesses of its fragmented, competition- driven structure

Abstract:
This paper develops a new approach to analyse labour relations at the level of companies, industries, and regions in China. Referring to Western and Chinese labour sociology and industrial relations theory, the author applies the concept of "regimes of production" to the context of China's emerging capitalism. This article focuses on China's modern core manufacturing industries (i.e. steel, chemical, auto, electronics, and textile and garment); it explores regimes of production in major corporations and new forms of labour-management cooperation, the growing inequality and fragmentation of labour policies within the modern sectors of the Chinese economy, consequences for further reform regarding labour standards, collective bargaining, and workers' participation.

Abstract:
Based on field studies in the Pearl River Delta (PRD) in 2010 and 2011, specific paths of industrial upgrading in the garment and IT industries are identified. The analysis reveals that there exists a multiplicity of upgrading trajectories, all of which have different implications for skill development and the character of work. While the modernization of industries relies on the input of higher skilled work, primarily in the fields of R and marketing, this barely is the case with regard to manufacturing. While labour intensity in the examined cases is diminishing in absolute or relative terms, internal divisions between low-skilled and high-skilled work are reconfigured rather than overcome.

Abstract:
Through two illustrative case studies of enterprise reform in Henan Province, we examine the underlying political contentions behind the changing roles of local government in the process of the corporatization and asset restructuring of state-owned enterprises (SOE) starting in the late 1990s. As SOEs lose their ability to meet the multitude of resource demands from central and local officials, they become sites of inter-governmental conflicts that produce a no-win situation for the SOE and fiscal and social uncertainties for those communities trying to exit the socialist economy. Our first case study is Puyang municipal government, which leveraged its regulatory authority to exact heavy side-payments in return for not obstructing the corporatization of Zhongyuan Oilfield; the second case involves Zhengzhou city officials colluding with provincial bureaucrats and the state-appointed managers of the Yutong Bus Company in an insider privatization that effectively circumvented a specific Ministry of Finance prohibition.

Abstract:
The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

10968. Too Far, Too Fast: Sochi, Tourism and Conflict in the Caucasus

Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

Abstract:
As long as Angela Merkel remains chancellor, most Germans seem to be in no rush to find a coalition. This is why the coalition negotiations have been going on for weeks (and may only conclude when this journal goes to print). Nevertheless, the elections have shaken up the German political landscape: the Liberals (FDP) are out of the Bundestag for the first time since 1949 and the euro-sceptical Alternative for Germany (AfD) is in. With the Left Party still outside of the 'consensus spectrum', the Conservatives (CDU), Social Democrats (SPD) and Greens are the only parties eligible for government in either a grand coalition (CDU/SPD) or a Black-Green coalition (CDU/ Greens). But the SPD's reluctance to enter into a grand coalition a second time, after the disastrous results for the party in 2005-09, led many to hope for an innovative progressive-conservative U-turn in Germany, meaning a Black-Green coalition. Indeed, for a moment it seemed like the CDU and the Greens would dare the impossible after what had been called a "fruitful and harmonious exploration". But in the end, it is going to be a grand coalition again, with the likely effect for Europe that austerity will be softened a bit - but in essence, German European policy will remain as it is, slow and reluctant.

Abstract:
Two years after the popular mobilisations in Egypt and Tunisia of early 2011, post-uprising authorities, including the Islamist parties that came to power, have failed to deliver on the demands for social justice that triggered those protests. They have responded to past and present socio-economic challenges by adopting measures that are in clear continuity with previous regimes and lacking any coherent long-term vision of economic reform. Indeed, albeit with differences between the two countries, post-uprising authorities, lacking experience and competence, have not fully broken with the old system in reconfiguring power relations within and outside state institutions and have continued to adopt a top-down approach to economic decision-making.
