Abstract:
Afghanistan's youth bulge, estimated at 21 million people under 25 years old, are a potential catalyst for shifting the current political and conflict dynamics in Afghanistan. Donor governments seeking positive change in Afghanistan can approach those under the age of 30 as the most likely source of such change. International financing and political capital may be strategically focused to develop youth as a positive political, economic and social force. It is important that the international community concentrate development funding over the next 10 years on youth-oriented programming— particularly as it relates to education, enterprise and agricultural development, and civic engagement. Young Afghan advocates need support from the international community to ensure that they have the requisite space and skills to meaningfully participate in future electoral processes and in local and national peace negotiations or reintegration programs.

Abstract:
The rise of Islamic militancy in parts of the Sahel and Horn of Africa poses growing threats to regional stability. The appeal of these militants stems from their ability to tap into and persuade marginalized communities, particularly youth, that their grievances can be rectified by the establishment of a more pure Islamist culture. Despite breakthroughs, Islamic militants in Africa typically do not possess great military power and may not seek to govern at the state level. Rather, they tend to be homegrown phenomena, focused on local concerns. Islamic militant organizations in Africa generally only command the support of small minorities within Muslim communities. However, ill-considered interventions, especially those involving Western forces, can reinforce the militants' narrative, thereby strengthening their credibility and recruitment.

One is an Arab Spring-like campaign, fuelled by demands for better governance and new leadership. The other is a religious movement akin to the Iranian Revolution of 1979, which seeks to transform Pakistan into a rigid Islamic state. The brief discusses the presence in Pakistan of several factors that suggest the possibility of the emergence of an Arab Spring-type movement. These include economic problems; corruption; a young, rapidly urbanising and disillusioned population; youth-galvanising incidents; and, in Imran Khan, a charismatic political figure capable of channelling mass sentiment into political change.

This issue brief provides an overview of the legal, political, and operational frameworks protecting children from the effects of armed conflict, notably from violations by nonstate armed groups. The UN Secretary-General has repeatedly emphasized the need to “more consistently and effectively engage non-State armed groups in order to improve their compliance with the law,” including international human rights and international humanitarian law. This is of particular importance with regard to child protection as armed conflicts have far-reaching impacts on children, who are among the most vulnerable members of society. The issue brief explores some of the limitations of these frameworks and their mechanisms, and discusses ways to maximize the comparative advantages of different actors when engaging nonstate armed groups to improve the protection of children's rights.

Abstract:
Adolescent fertility in low- and middle-income countries presents a severe impediment to development and can lead to school dropout, lost productivity, and the intergenerational transmission of poverty. However, there is debate about whether adolescent pregnancy is a problem in and of itself or merely symptomatic of deeper, ingrained disadvantage. To inform policy choices and create a revised research agenda for population and development, this paper aggregates recent quantitative evidence on the socioeconomic consequences of and methods to reduce of teenage pregnancy in the developing world. The review finds variable results for all indicator types with the partial exception of knowledge-based indicators, which increased in response to almost all evaluating interventions, though it is not clear that such interventions necessarily lead to short- or long term-behavior change. The evidence base supporting the effectiveness of conditional cash transfers was relatively strong in comparison to other interventions. Similarly, programs that lowered barriers to attending school or increased the opportunity cost of school absence are also supported by the literature. On the basis of these findings, the authors argue that donors should adopt a rights-based approach to adolescent fertility and shift their focus from the proximate to distal causes of pregnancy, including human rights abuses, gender inequality, child marriage, and socioeconomic marginalization. Further research should be conducted to strengthen the evidence base by 1) establishing causality, 2) understanding the differential impacts of adolescent fertility in different contexts, and 3) investigating other the impact of adolescent fertility on other socioeconomic outcomes, such as labor participation, productivity, and the intergenerational transmission of poverty.
