31. Demand-Driven Youth Training Programs: Experimental Evidence from Mongolia

Abstract:
Because of its high incidence and potential threat to social cohesion, youth unemployment is a global concern. This study uses a randomized controlled trial to analyze the effectiveness of a demand-driven vocational training program for disadvantaged youth in Mongolia. Mongolia, a transitional country whose economic structure shifted from a communist, centrally planned economy to a free-market economy over a relatively short period, offers a new setting in which to test the effectiveness of standard active labor market policies. This study reports positive and statistically significant short-term effects of vocational training on monthly earnings, skills matching, and self-employment. Substantial heterogeneity emerges as relatively older, richer, and better-educated individuals drive these positive effects. A second intervention that randomly assigns participants to receive repetitive weekly newsletters with information on market returns to vocational training shows positive impacts on the length of exposure to and successful completion of the program. These positive effects, however, are only observed at the intensive margin and do not lead to higher employment or earnings outcomes.

Abstract:
Contemporary African migration continues unabated. It increasingly attracts media, state, expert, popular, and scholarly attention. The focus of most of the attention tends to respond to media reports of atrocities, tragedies, conundrums, xenophobic pronouncements and policy responses by powerful international actors, including decision makers in the most popular destinations of migrants. Today, the goings on in Europe, the United States of America (US), the countries of the European Union, the Gulf states, Israel, Egypt, Morocco, Libya, Niger, and South Africa attract the most attention. Due to the catastrophic casualties and calamities experienced by migrants, the routes favored by migrants such as those through the Sahara Desert and Mediterranean Sea, are also the subject of such focus. Youth migration and the health of African migrants are a big part of the story. Gender and migration is receiving more scholarly interest but not to the same extent as other aspects of migration.

Abstract:
More than half the world’s population is under 30, yet young people remain underrepresented in government and decision-making processes. There is a growing consensus among practitioners and scholars that politically and civically engaged youth are integral to a country’s economic and democratic health. As national governments, international donors, and local advocates increasingly recognize that youth participation is vital to stability and success, a variety of public measures, policy mechanisms and legal reforms aimed at promoting youth engagement have gained traction. roponents of these measures contend that pro-youth policies and reforms can increase youth participation and, ultimately, result in better policy outcomes across a range of issues. However, there has been relatively little empirical research on if, and under what conditions, these pro-youth measures improve the quantity or quality of youth participation and representation in political processes.

An estimated 3 billion of the world’s 6.9 billion people live in rural areas of the developing world. More than 60 percent of them live in poverty. Poverty affects women and girls disproportionately; rural girls face the triple challenges to their empowerment and well-being by virtue of their youth, gender, and location. Investing in rural girls’ health and safety, as well as their personal and professional development, has the potential to transform rural economies. Girls Leading: From Rural Economies to Global Solutions—available as both a fully online digital experience and as a PDF—is a collection of diverse perspectives from 20 authors around the world. The authors share their research and stories of personal struggle and triumph to highlight the needs of rural girls and solutions to the challenges they face. The report also includes recommendations, arranged by age group, for critical moments in a girl’s life where both small and large actions can make a huge difference. One of the much-discussed aspects of the Islamic State’s caliphate project was the opportunity it provided for families to travel and live under the control of the organization. While various studies have provided a somewhat clear picture of the more accountable population of those travelers—the men and women who decided to join the group—less clear-cut information has appeared regarding the minor population that lived under the organization’s governance. Using a portion of a spreadsheet captured by U.S. military forces, this report offers an examination of the minor population that lived inside the Iraqi portion of the Islamic State’s control in late 2016. It reveals a diverse population of over 100,000 minors, mostly from Iraq but also from 56 other countries around the world. This report provides important context and data for current discussion regarding what to do with those left in the conflict zone and those being repatriated to countries throughout the world.

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

On November 20, the Center for Native American Youth released its annual State of Native Youth report. The report highlights young leaders who are working hard to create a brighter future for tribal nations, the programs that help them do so, and the policy issues that impact their lives. The report also shares what we’ve learned from community meetings with youth and service providers about the priorities and solutions that matter most. The theme of this year’s report is Native Youth Count. Throughout this year’s report, we highlight the importance of Native youth civic engagement and belonging. We also feature artwork throughout the report that was submitted as part of the annual Gen-I Creative Native Call for Art. This year’s prompt was: What does citizenship and sense of belonging mean to you?

This paper aims to examine the role of youth in the promotion of good governance in Pakistan. It highlights the importance of youth for Pakistan‟s development. Almost 60% of the country‟s population is young and they have the potential to bring prosperity and good governance. The development of Pakistan is in the hands of the country's energetic and talented youth. However, fewer opportunities, the dearth of proper supervision and lack of capacity to absorb true/untrue information are misguiding them. Very few of our youngsters know the technique to utilize time and positive energies excellently. This paper focuses that psychologically vulnerable youth can be an easy prey of criminals. Today, the problem of our large number of youngsters is, they are with no work and their energies are turning into destruction and crimes. In this backdrop, this study endeavors to find the answer that how we can provide the right avenues to our youngsters to excel. The societal pressures and depression are causes of drug addiction in the teenagers. Thus, systemic involvement of youth is needed to build strong Pakistan; for this youth must be cognizant of national and international changes. In this regard, parenting plays important role. Moreover, for character building, educational institutions and media are effective tools. The formation of career counseling centers to guide our youth is indispensable. Without the training of today‟s youth, we cannot expect renowned scientists, engineers and future political leaders. Overall, it is focused that training/ counseling and employment opportunities must be prioritized so that intolerance and violence in the society can be curbed.
