41. Xi Jinping’s Geopolitical Framework for Northeast Asia

Abstract:
When Xi Jinping’s strategizing in East Asia is discussed, attention centers on the southern tier, stressing the Belt and Road Initiative (BRI). Policies toward Northeast Asia have been treated mostly as ad hoc responses to specific countries in shifting circumstances. The prospect that Xi has in recent years adjusted his overall approach toward this region has scarcely been explored. Unlike Southeast Asia, however, Northeast Asia is a geopolitical hotbed, with Russia and North Korea as military threats to the international community beyond any threats present to the south. At the same time, Japan and South Korea are U.S. military allies incomparably more significant than U.S. partners in Asia’s south. Given the legacy of the Six-Party Talks, focus on the strategic battleground here would seem desirable in its own right and as a key indicator of Xi’s evolving strategic thinking.

42. Xi Jinping’s Institutional Reforms: Environment over Energy?

Abstract:
During its two sessions (lianghui) in March 2018, the National People’s Congress (NPC) announced China’s most important institutional reforms in the last 30 years. These changes occurred right after Xi Jinping consolidated his power and at a time when stakeholders working in the energy field were expecting more clarity on policy orientations. Though the reforms are in line with those initiated since the 2000s, the energy sector is likely to be deeply affected by the new institutional setting, which reflects China’s energy policy path with a strong emphasis towards low-carbon technologies and a rise in importance of environmental issues, alongside Xi’s institutional modernization through greater centralization and control. Nevertheless, it is too early though to judge whether this will effectively impact the balance of power with the fossil fuel related institutions and policies. The day Environment became more important than energy The environment sector is at the core of the reforms, which probably reflects the will to put environmental protection ahead of energy issues. The latest reforms established a Ministry of Ecology and Environment (MEE) which gathers climate and environment responsibilities, that used to be spread between a number of bodies. Unveiled in April, the MEE is now in charge of managing most environmental issues, and theoretically able to draft and empower regulations. In addition, it now represents China in international climate negotiations. In order to manage these new duties, MEE staff increased from 300 to 500.

Abstract:
What can we determine about China’s strategic intent towards the region in which it exists? This question is best answered by looking at the concepts of historic destiny and China’s rejuvenation which Xi partially inherited from his predecessors but has now made into his own orientating idea. For China, the future is mapped out in two centennial goals. The first, in 2021, marks the hundredth anniversary of the foundation of the Communist Party. The second, more remote one in 2049 marks the hundredth anniversary of the existence of the People’s Republic of China. Both of these structure the short to long-term narrative of country development and the Party’s key role in that under Xi. Needless to say, without the Party, the country’s dream, another term that Xi has been keen to use, would not be realisable. The two are therefore vigorously associated with each other as though one entity.

Abstract:
At a time when the economic transition in China is casting shadows on the weak world recovery, and the country is further increasing military spending at double-digit rates, it is key to assess how far President Xi has gone in fulfilling the “China Dream” of ascendance to cultural, economic and military power. Even more important is to try to figure out what the substance of the “China Dream” is likely to be in the near future. The current risk is that the Chinese people and the Chinese government are dreaming different dreams, and that Xi’s “China Dream” might be more a dream for the country and much less so for the people. China has recently reached a series of symbolic milestones: the Yuan’s inclusion in the IMF’s SDR basket; the new China-led Asian Infrastructure Investment Bank (AIIB); the market economy status by a number of countries. The 2016 Chinese G20 Presidency will provide a timely occasion for China to better define its role in global economic governance. However, progress on reforms is lagging behind expectations and international tensions are on the rise. This volume explores the viability of the China Dream and analyzes its major challenges.
