Abstract:
Drug policy reforms have been difficult to design, legislate or implement because current policies and responses are often based on perceptions and passionate beliefs, and what should be factual discussions leading to effective policies are frequently treated as moral debates. The present report aims to analyze the most common perceptions and fears, contrast them with available evidence on drugs and the people who use them, and provides recommendations on changes that must be enacted to support reforms toward more effective drug policies.

Abstract:
With over ten thousand victims, the Mexican city of Ciudad Juárez was one of the most violent theatres of the war against drug trafficking, which was initiated by the former Mexican president, Felipe Calderón, during his 2006-2012 mandate. This article draws parallels between, on the one hand, the manner through which the government problematized the rise in homicides and, on the other hand, the experiences of some of the victims of violence inflicted by law enforcement agencies. Drawing from ethnographic material collected between 2008 and 2011, the practices of state violence implemented during the last military operation are approached here through the experiences and narratives of victims.

Abstract:
Building on current partial decriminalization models that have helped to achieve more effective drug policies and positive outcomes, with a greater emphasis on justice, dignity and human rights, this report advocates ending all penalties – both civil and criminal – on people who use drugs. Detailing the destructive and harmful consequences of punitive drug policies and the need to reconsider them, the report calls for the implementation of alternatives to punishment for all low-level, non-violent actors in the drug trade, and to consider market regulation as the next logical step.

Abstract:
The Army has an opioid drug problem that is not going away under current personnel policies and medical practices. The survey results recorded here indicate that senior officers attending the U.S. Army War College recognize that the opioid problem is distinct in nature and origin from those of recreational drug abuse. The majority of these future Army leaders see misuse originating out of prescribing practices, a lack of medical monitoring, and a lack of Soldier training and education on the dangers of opioids, rather than from undisciplined Soldiers.

Abstract:
By the end of 2011, the US Customs and Border Protection (CBP) began to see a steady rise in the number of Unaccompanied Alien Children (UAC) from Central America, particularly from the Northern Triangle countries— El Salvador, Honduras and Guatemala—arriving to the US-Mexico border. The number of children entering the United States from these countries more than doubled during fiscal year (FY) 2012 and continued to grow through FY 2014. In FY 2013, CBP apprehended over 35,000 children. That number almost doubled to 66,127 in FY 2014, with Central American children outnumbering their Mexican counterparts for the first time. Research has identified high levels of violence perpetrated by gangs and drug cartels in the Northern Triangle countries and Mexico as a primary reason for this surge. Under the William Wilberforce Trafficking Victims Protection Reauthorization Act (TVPRA) passed with bi-partisan support in 2008, children from Central America cannot be deported immediately and must be given a court hearing.

Ninety-two percent of the world’s supply of morphine is consumed by just 17 percent of the global population, with consumption primarily concentrated in the global north and 75 percent of the world’s population does not have access to any pain relieving drugs. The reasons for this have little to do with issues of cost or scarcity of supplies- and everything to do with with the prohibition and repressive stand the world has taken on drugs. This Global Commission report explores the current crisis related to the lack of access to controlled medicines and makes concrete policy recommendations to Member States and UN agencies on ways to improve these conditions. 18. Left in the Cold? The ELN and Colombia's Peace Talks

Whether the National Liberation Army (ELN) joins the current peace process is one of the biggest uncertainties around Colombia's historic opportunity to end decades of deadly conflict. Exploratory contacts continue, and pressure to advance decisively is growing, as the Havana negotiations with the larger Revolutionary Armed Forces of Colombia (FARC) approach a decisive point. However, hopes fresh negotiations with the second insurgency were imminent were repeatedly dashed in 2013. Agreeing on an agenda and procedures that satisfy the ELN and are consistent with the Havana frame-work will not be easy. The ELN thinks the government needs to make an overture or risk ongoing conflict; the government believes the ELN must show flexibility or risk being left out. But delay is in neither's long-term interest. A process from which the ELN is missing or to which it comes late would lack an essential element for the construction of sustainable peace. Both sides, therefore, should shift gears to open negotiations soonest, without waiting for a perfect alignment of stars in the long 2014 electoral season.

19. Scarcity without Leviathan: The Violent Effects of Cocaine Supply Shortages in the Mexican Drug War

Abstract:
Using the case of the cocaine trade in Mexico as a relevant and salient example, this paper shows that scarcity leads to violence in markets without third party enforcement. We construct a model in which supply shortages increase total revenue when demand is inelastic. If property rights over revenues are not well defined because of the lack of reliable third party enforcement, the incentives to prey on others and avoid predation by exercising violence increase with scarcity, thus increasing violence. We test our model and the proposed channel using data for the cocaine trade in Mexico. We found that exogenous supply shocks originated in changes in the amount of cocaine seized in Colombia (Mexico's main cocaine supplier) create scarcity and increase drug-related violence in Mexico.

20. From Maize to Haze: Agricultural Shocks and the Growth of the Mexican Drug Sector

Abstract:
We examine how commodity price shocks experienced by rural producers affect the drug trade in Mexico. Our analysis exploits exogenous movements in the Mexican maize price stemming from weather conditions in U.S. maize-growing regions, as well as export flows of other major maize producers. Using data on over 2,200 municipios spanning 1990-2010, we show that lower prices differentially increased the cultivation of both marijuana and opium poppies in municipios more climatically suited to growing maize. This increase was accompanied by differentially lower rural wages, suggesting that households planted more drug crops in response to the decreased income generating potential of maize farming.
