Abstract:
In Weapons of the Weak: Everyday forms of Peasant ResistanceJames C. Scott notes in the Preface that “most subordinate classes throughout most of history have rarely been afforded the luxury of open, organized, political activity” (SCOTT, 1985: xv). In the same Preface, Scott adds, “Formal, organized political activity, even if clandestine and revolutionary, is typically the preserve of the middle class and the intelligentsia” (SCOTT, 1985: xv). While acts of resistance undoubtedly play a role in giving the poor an opportunity to fight anunjust order, these acts might not constitute social and political change. Acts of resistance operate through a politics of negotiation and do not necessarily form the basis of a carefully thought out plan of action engineered to bring about radical gainsto working and subaltern classes.

Abstract:
Latin America (LA) over the past century has experienced a period of relative interstate peace, free from the bloody wars typically seen in other global regions, such as Europe (CENTENO, 2002; MARES, 2001). The region, however, is also the most violent and unsafe in the world. Los Cabos, Mexico, the deadliest city in the world in 2017, boasts about 111.33 deaths per every 100,000 residents (SEGURIDAD, JUSTICIA Y PAZ, 2018: 3), making many of the region’s urban areas resemble combat zones. This paradoxically results in LA having what some scholars term a “violent” or “hybrid” peace (BATTAGLIO, 2012; MARES, 2001). This article discusses and analyses the historical trajectory that contributed to this development, specifically analyzing post-Cold War security doctrine in the region through a racial lens. Using historical process-tracing and a review of previous academic literature, we describe how the constitution of national identities, as well as state articulations of “citizenship” and “crime,” has resulted in a specific way of viewing and treating afro-descend-ent people across LA. This process has also contributed to the current security crisis across the hemisphere.

The Danish Peace and Stabilisation Fund is a prime example of how to combine civilian and military instruments to address conflicts in fragile states. However, there is still room for stepping up synergies of the military-civilian balance in Denmark’s comprehensive conflict management. Recommendations ■ Increase the frequency of formal feedback between the field and the strategic level of the PSF to avoid loss of knowledge. ■ Synergies between civilian and military instruments should take place through complimentary-but-separate interventions. ■ Take PSF instruments into account when planning Denmark’s broader engagement in conflicts to ensure a more comprehensive security policy effort.

Abstract:
The attack in the city of Ahvaz which targeted the military parade organized by the Iranian Revolutionary Guards (IRGC) and the Iranian army on September 22, 2018, on the occasion of the so-called “Sacred Defense Week”, indicates that Iran is set to experience tough times on more than one front. This is the case given the fact that the attack coincides with the continued internal protests over deteriorating living conditions, due to the government’s failure to contain the various economic woes, and the growing pressure of the US sanctions, as the strongest batch, on November 4, looms large on the horizon.

Abstract:
The international community has taken a strong stance against conflict-related sexual violence, deeming it a war crime. However, international actors are paying scant attention to sexual- and gender-based violence (SGBV) in refugee settings. Urban refugee women and girls and those in refugee camps often grapple with SGBV in their countries of asylum, long after they have fled their homes and communities. Our research among refugees from the Democratic Republic of Congo currently in Kenya and Uganda has unearthed a high incidence of SGBV against refugee women and girls. Research by the International Rescue Committee (IRC) indicates that one in five refugee and displaced women experience sexual violence. Many of the survivors often have no one to turn to for protection and resort to sex work and other risky means to survive. In this policy brief, we examine the extent of the problem, identify obstacles to progress, and recommend actions governments and humanitarian organizations can take to better protect refugees. In short, we argue that refugee settlements are not safe spaces for refugee women. Humanitarian officials, governments, and the international community must do more to address this problem.

Abstract:
SSR for Safer Cities - Supporting States to Achieve SDG 11 Safety and security has already become an urban experience for more than half of the world’s population. Against this backdrop, SDG 11 seeks to bring sustainable and peaceful development to the people who live in cities by calling on states to “Make cities and human settlements inclusive, safe, resilient and sustainable”. Yet high rates of urban violence reflect a failure to address the challenges of urbanization in national and donor-supported strategies for security and development. Urban violence exacerbates state fragility and human suffering, endangers local and regional peace, and drives uncontrolled migration. This fact demonstrates the urgency of linking SDG 11 with SDG 5 on women’s empowerment and SDG 16 on peaceful, just and inclusive societies. Within this larger priority there is now a pressing need to address the immediate challenges of SSR in urban contexts, manifests in the purpose of DCAF’s Policy and Research Division project “SSR for Safer Cities” supported by the Human Security Division of the Swiss Federal Department of Foreign Affairs. As part of the project, three case studies on security in cities conducted by local experts over the course of 2018 examine SSR within the urban realm; the selected cities are Bogotá, Cape Town and General Santos City.

Abstract:
The constant presence of undemocratic regimes, insurgencies and political instability in Afghanistan has continuously resulted into the miserable status of civil and political human rights. Furthermore, the heterogeneous nature of Afghan society and economic under development have deprived the people of social, cultural and economic rights. In 2004, democratic government had been established in Afghanistan under the presidentship of Hamid Karzai. Very obviously, the people at domestic level as well as the international community expected from the democratically elected regime to take concrete initiatives for the promotion and protection of human rights. The study observes that the pioneer democratically elected government of Afghanistan had taken all constitutional measures and legal provisions for the promotion and protection of human rights in Afghanistan which can be expected from a democratic nation. But several political, socio-ethnic and socio-economic circumstances such as frequent violence due to insurgency and counter-insurgency operations, dearth of popular legitimacy to the regime, challenges to political instability along with the orthodox and heterogeneous society, facing acute economic underdevelopment have hampered the actual process of the promotion and protection of human rights in Afghanistan.

88. Factors Affecting Performance of Primary Schools Teachers in Terrorism Affected Areas: A Case of District Swat

Abstract:
The purpose of this study was to identify the factors that affect the performance of primary school teachers in terrorism affected areas. The main objective of the study was to measure and summarize the perceptions of teachers themselves about the factors that affect teachers’ performance in terrorism affected areas. The study was descriptive in nature. All the primary school teachers in district Swat constituted the population of the study. Hundred teachers, fifty male and fifty female were randomly selected. In this study five factors were identified. The first factor focuses on the financial position of teachers in terrorism affected areas. The second factor focuses on the environment of schools. The third factor discusses the parents’ cooperation during the terrorism. The fourth factor focuses on the security of schools and teachers and the fifth factor focuses on the psychological effect of terrorism on the performance of teachers. A self-developed closed ended questionnaire on five point rating scale was developed, and collected data regarding the five factors, financial resources of teachers, physical environment of school, security, parents involvement in teaching and learning process, psychological effects of terrorism on teachers. The collected data were tabulated, analyzed and interpreted by using statistical techniques as percentage of the responses .The main findings of the study were that mostly teachers faced the economic challenges in terrorism affected areas. Financial resources of teachers were destroyed. Salaries were delaed. Side businesses were destroyed. Continuous attacks on school affected the learning ability of students that affected the performance of teachers. Mostly parents became IDPs and the remaining did not take interest in the education of children. Teachers were not safe in school neither security was provided to teachers. Due to fear of attacks on school the teachers gave less time to teaching. Anxiety and emotional complained of teachers increased. There was no significant differences in the opinion of male and female teachers. It was recommended that the government should provide security to teachers, parents and schools. So that to reduce the depression and anxiety of teachers. The government should support the teachers financially.

Abstract:
Twenty first century has witnessed a new kind of war, “War on Terror”. Pakistan joined this war after the terrorist attacks of 9/11 and became a front line state in this war. Resultantly, Pakistan had to end its support for the Taliban regime in Afghanistan. The Afghan Taliban did not accept that policy shift and in reaction began attacking almost every place and segment of society right from military to politicians, mosques to parks, and hospitals to schools. The relationship between media and terrorism is indispensable because terrorists need media coverage and publicity, and media needs shocking and sensational news stories. Given this backdrop, this study intends to investigate two research questions. First, “What reasons of terrorist attacks were discussed in the editorials of major Urdu and English newspaper of Pakistan?” and second, “What solutions were suggested in the major Urdu and English newspaper of Pakistan?” Two newspapers, daily Dawn (English Newspaper) and daily Jang (Urdu Newspaper) have been selected for this study. Content analysis has been used as methodology and editorials published during 2001 to 2016 constitute the population for this research study. The results show that shift in foreign policy of Pakistan towards Afghanistan was discussed as a major reason of terrorist attacks and similarly, as solution, review of foreign policy of Pakistan towards Afghanistan was discussed in highest number of editorials.

90. Dealing with tools of political (dis)order: Coercive organisations in the Levant

Abstract:
Militancy is a common method to exercise influence in a given political order. It has become a widespread tactic and necessity across the Levant, especially since 2011. While militancy is sometimes downright violent and destructive, it can also be a force for positive change and even emancipation. Much of the time it sits in between these extremes. But the use of confrontational methods almost always requires organisation and possession of coercive capabilities. This report examines the purpose, nature and development of five types of organisation through which coercion is exerted across the Levant - namely, governmental coercive organisations, quasi-governmental coercive organisations, hybrid coercive organisations, anti-regime coercive organisations and anti-state coercive organisations. The analysis focuses on hybrid coercive organisations because of their paradoxical tendency to work with and against the state at the same time. Consider Iraq's Peshmerga or Badr Corps, for example. The report makes a strong case for being more cautious with the near-automaticity of peacebuilding efforts to focus on coercive organisations representing 'the state'. More precisely, the evidence-base underpinning the report suggests that effective peacebuilding efforts should: Assess the demerits and merits of coercive organisations based on their interests, constituencies and behaviours in relation to the legitimacy of the political order they seek to realise. View the violence mobilised by coercive organisations as a manifestation rather than a cause of the breakdown of political order. Influence coercive organisations on the basis of their behavioural incentives. These incentives are grounded in the domestic political economy interests of coercive organisations, the nature and level of foreign support they receive, and the expectations of their social constituencies. Ensure that the aim of external interventions corresponds with the prevailing interaction dynamic between a particular hybrid coercive organisation and governmental coercive organisations (this point only pertains to hybrid coercive organisations). The report provides a range of basic ideas for how external parties might nudge the interaction between hybrid coercive organisations and the government in a direction that helps to reduce violence.
