71. Who Protects Whom? Politicians, Police and the Regulation of Drug Trafficking in Argentina

Abstract:
In many developing countries with weak formal institutions, sectors within the state protect organized criminal activities, allowing illicit markets to thrive. This article posits that how state actors regulate drug trafficking affects the levels of violence associated with such criminal activity. I argue that political competition influences coordination within the police and leads to different types of regulatory regimes. On the one hand, coordinated forces implement protection rackets that contain violence. On the other, uncoordinated police carry out particularistic negotiations with drug traffickers that exacerbate criminal violence. I illustrate this argument with a subnational comparison of two Argentine provinces, Buenos Aires and Santa Fe, during a period in which both witnessed a surge in drug trafficking but only one (Santa Fe) suffered a dramatic increase in criminal violence. These cases show how corrupt states can obtain relative order in highly fragmented drug markets, and how the police shape the evolution of drug dealing in metropolitan areas.

Abstract:
The concept of integral human development is central to the Catholic social tradition. Yet, it remains under-explored with regard to its integrating components and their implications. What does taking an integral human development perspective mean for social analysis and action? The paper seeks to answer this question on the basis of the four encyclicals in which the idea of integral human development is treated, and in combination with two other sources: 1) the literature on “human development” in the multidisciplinary social science field of international development studies and its conceptual foundations in Amartya Sen’s capability approach; and 2) the life of a faith community in a marginalized Latin American urban neighborhood. Based on a combination of these sources, the paper concludes by proposing an understanding of “integral human development” that it calls a spirituality-extended capability approach to the progress of peoples.

This is the twelfth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2018 GPI, this year’s report includes analysis of trends in Positive Peace: the attitudes, institutions, and structures that create and sustain peaceful societies. It looks at changes in indicators of Positive Peace that immediately precede deteriorations or improvements in peacefulness, which provides a framework for predictive analysis. The report also assesses the ways in which high levels of peace positively influence major macroeconomic indicators.

Abstract:
The 2018 Mexico Peace Index (MPI), produced by the Institute for Economics and Peace (IEP), provides a comprehensive measure of peacefulness in Mexico. The MPI is based on the work of the Global Peace Index, which is the leading measure of global peacefulness and has been produced by IEP every year since 2007. This is the fifth annual edition of the MPI, setting out the key trends, patterns and drivers of peace in Mexico, while also highlighting the most significant policy opportunities available to governments. The report analyses the dynamics of violence in Mexico and the strengths and weaknesses of the attitudes, institutions and structures, known as Positive Peace, needed to substantially lower the rates of violence. The report also estimates the significant economic impact of violence to the Mexican economy and the need to increase the level of investment in violence containment. Finally, the report provides strong quantitative evidence to aid in the development of policies to create a more peaceful society. The research is of assistance to policymakers, researchers, business leaders and the general public in building peace in Mexico.

Abstract:
Can institutionalized transfers of resource rents be a source of civil conflict? Are cohesive institutions better at managing conflicts over distribution? We exploit exogenous variation in revenue disbursements to local governments and use new data on local democratic institutions in Nigeria to answer these questions. There is a strong link between rents and conflict far away from the location of the resource. Conflict over distribution is highly organized, involving political militias, and concentrated in the extent to which local governments are non-cohesive. Democratically elected local governments significantly weaken the causal link between rents and political violence. Elections produce more cohesive institutions, and vastly limit the extent to which distributional conflict between groups breaks out following shocks to the rents. Throughout, we confirm these findings using individual level survey data.

Abstract:
This report highlights trends and patterns surrounding Islamophobia since the start of the 2016 U.S. presidential election cycle. It does so in the broader context of hatred, violence and social hostilities confronting Muslims as a minority faith group in contemporary America and with a particular focus on acts and threats of violence. Since 2015, the Bridge Initiative has been chronicling Islamophobic political rhetoric by each presidential candidate irrespective of his or her party affiliation while finding Republican candidates to be the worst offenders to date. In this publication, however, we aim to contextualize such statements nationally and internationally while also exploring potentially violent effects. To that end, we examined two distinct but overlapping time periods: January 2015 through December 2015 (entire duration of 2015) and March 2015 through March 2016 (2016 presidential election season).

Abstract:
On the 23rd of August, the City of Buenos Aires observes the Day of Remembrance for the Victims of Totalitarianism. The life of Czech activist Milada Horáková is emblematic of the fight against various forms of totalitarianism. Horáková, detained by the Nazis in a concentration camp and later executed by communists in Czechoslovakia, was posthumously awarded the honor of the First Order of Tomáš Garrigue Masaryk by Czech president Václav Havel in 1991. It is the Czech government’s highest recognition of citizens who have dedicated their lives to democratic and humanitarian causes. Horáková’s story was recently highlighted in «Milada», a 2017 Czech-American film distributed by Netflix.

79. Women & Violence in Pakistan: Designing Institutions for Women’s Protection

Abstract:
The most recent study on reported incidents of gender-based violence (GBV) in Pakistan shows an upward trend of violent crime against women – with kidnapping, rape, murder, honor killings, domestic violence, and acid throwing as the most commonly reported. Conviction rates for these crimes remain dismally low, but within this grim backdrop lies a ray of hope. In the past decade, the government has enacted a quick succession of pro-women legislation despite strident political opposition from the religious right. Among other things, new laws provide women with rights and protections against workplace harassment, acid crime, and anti-women practices while strengthening the existing legal frameworks on gender crimes. The latest legislation comes from Punjab, the largest and best-resourced province in the country, but also one with a disproportionately high incidence of GBV. The 2016 Punjab Protection of Women Against Violence Act (PPWVA) protects women from all forms of violence, serving as a high point in the lengthy struggle to get GBV on Punjab’s political agenda.

80. The impact of intimate partner violence on child development in Peru

Abstract:
Resarchers used longitudinal data from a cohort of Peruvian children (n=1,720) tracked starting at the age of 1 year old to test the association between alcohol-induced physical IPV (intimate partner violence) against the mother during the child’s first two years of life, and the child’s cognitive, socio-emotional and schooling outcomes between the ages of 5 and 8. Multivariate regression techniques are used to estimate the relationship of interest, as they allow for controlling of child, household, and community characteristics. The authors find that early life exposure to IPV is negatively associated with cognitive outcomes (vocabulary and math test scores) for all children, and with self-efficacy for girls. We find no association with child’s self-esteem and age of school enrollment indicators. The effects are larger among children whose mothers are better educated and live in urban areas. Results remain robust across different specifications and after isolating changes in relevant variables over time.
