121. Payments for Progress: A Hands-Off Approach to Foreign Aid

Abstract:
There are significant differences of opinion about the merits of additional aid in meeting the MDGs, including whether and how aid should be given in 'fragile states', whether additional aid on the scale envisioned can be effectively used even in well-managed economies, and whether the aid system, particularly in highly aid-dependent countries, undermines instead of strengthens local institutions. We discuss an approach to scaling up foreign aid that would explicitly be aimed at strengthening local capacity and institutions, including in fragile states. “Payments for progress” would link additional aid to clear evidence of progress already achieved on the ground. This approach would give flexibility and autonomy to local institutions, providing an opening for local institutional experimentation, while at the same time ensuring that aid pays only for real, measurable achievements. Donors would bind themselves as a group to pay a specific amount for clear evidence of progress against one or more agreed goals in low-income developing countries. Developing country governments would present an independently audited statement reporting their progress on the measures, and donors would pay the agreed amount. Payments would be determined as a function of the outcomes, and not linked to the implementation of any particular policies, any other intermediate outputs, or “tied” to purchases from particular suppliers or companies. Governments that found ways to provide services efficiently and so reduce the costs of providing them would benefit from a larger surplus. We discuss the issues such an approach raises—in setting the benchmarks against which progress is measured, in avoiding cheating, and in managing unintended negative consequences of an incentives-based approach. We conclude with a summary of the advantages for donors and recipients.

122. Beyond the IMF

Abstract:
A consensus has developed that the International Monetary Fund (IMF) is not fulfilling its role, prompting multiple proposals for reform. However, this paper argues that the focus on reform should be complemented with an exploration of alternatives outside the IMF which hold the potential to not only give developing countries greater bargaining leverage with the Fund but also, by increasing competition, spurring the institution to better performance. The paper argues that most of the IMF's functions are being carried out in part through alternative institutional arrangements. It focuses in particular on the insurance role of the Fund and argues that developing countries are developing alternative insurance mechanisms, from a higher level of reserves, to regional co-insurance facilities to remittances as a counter-cyclical source of foreign exchange. The de facto exit of its clientele has been driven by the high political costs associated with Fund borrowing and now poses unprecedented challenges for the Fund, in particular pressures on its income. The paper argues for a rapid restructuring and significant cuts of the Fund's administrative budget with the budget savings instead directed to lower the interest rates charged to borrowers.

123. WTO Dispute Settlement and the Missing Developing Country Cases: Engaging the Private Sector

The poorest WTO member countries almost universally fail to engage as either complainants or interested third parties in formal dispute settlement activity related to their market access interests. This paper focuses on costs of the WTO's extended litigation process as an explanation for the potential but "missing" developing country engagement. We provide a positive examination of the current system, and we catalogue and analyze a set of proposals encouraging the private sector to provide DSU-specific legal assistance to poor countries. We investigate the role of legal service centres, non-governmental organizations, development organizations, international trade litigators, economists, consumer organizations, and even law schools to provide poor countries with the missing services needed at critical stages of the WTO's extended litigation process. In the absence of systemic rules reform, the public-private partnership model imposes a substantial cooperation burden on such groups as they organize export interests, estimate the size of improved market access payoffs, prioritize across potential cases, engage domestic governments, prepare legal briefs, assist in evidentiary discovery, and pursue the public relations effort required to induce foreign political compliance.

124. Why Did the Poorest Countries Fail to Catch Up?

DURING THE PAST TWENTY YEARS, THE POOREST COUNTRIES of the world have fallen further behind the middle-income and rich countries. The median per capita growth of the poorest countries was zero. This is an unexpected outcome because, from the perspective of economic theory, both globalization and economic-policy convergence imply that poor countries should grow faster than the rich. The main reasons why this has not happened lie in poor countries' much greater likelihood of being involved in wars and civil conflicts. This factor alone accounts for an income loss of about 40 percent over twenty years. Slower reforms in poor countries compared with faster reforms in middle-income countries played some, albeit a minimal, role. Increased flows from multilateral lenders did not help either because the net effect of the flows on growth rates is estimated to have been zero. Finally, neither democratization nor better educational attainment of the population can be shown to have had any notable positive impact on poor countries' growth. Reducing the prevalence of conflict seems to be the first and most important step toward restoring growth.

Abstract:
Once again a specter is haunting Europe—not in the shape that Marx saw it but in the form of outsourcing and offshoring, which allegedly will empty Europe of the highly skilled high-paying jobs of the future. This working paper argues that the specter needs to be dispelled. Today, Europe faces challenges in the form of low productivity growth and low labor utilization/high unemployment. Outsourcing and offshoring, far from being a blight, are powerful tools to help solve the productivity growth problem and may also—provided the right structural reforms are implemented—assist in solving Europe's low employment problem.

On Feb. 28, 2005, the U.S. State Department released its annual Country Reports on Human Rights. The reports detail information on 196 countries compiled by Foreign Service Officers abroad, domestic and international human rights groups, academics, activists, jurists and journalists that work to recount human rights conditions around the globe. These annual reports point "to the areas of progress and draw attention to new and continuing challenges" in the human rights realm, and are to be "used as a resource for shaping policy, conducting diplomacy and making assistance, training and other resource allocations."

Abstract:
Since the famous ILO report on the informal sector in Kenya was published in 1972 the smallscale enterprises have been recognised to play an important role in the Kenyan economy as in other African countries. However, although often more than half of all the small enterprises are traders. Most small enterprise policies have focussed almost entirely on the small scale producers. The small-scale traders have generally been seen as unproductive activities with no positive role to play in development, a sign of poverty, although they are responsible for a large share of the national distribution system. The paper attempts to look at this paradox and investigate the role of the small scale traders in the small enterprise sector and in the development process.

The overarching argument of this paper is that the party systems of less developed countries are less institutionalized than those of the advanced industrial democracies. The paper examines three differences between the party systems of the advanced industrial democracies and party systems of less developed countries. First, we show that most democracies and semi-democracies in less developed countries have much higher electoral volatility than the advanced industrial democracies. Second, much of the literature on parties and party systems assumes the context of institutionalized party systems with strong party roots in society and further presupposes that programmatic or ideological linkages are at the root of the stable linkages between voters and parties. In the party systems of most democracies and semi-democracies in less developed countries, programmatic or ideological linkages between voters and parties are weaker. Third, linkages between voters and candidates are more personalistic in less developed countries than in the advanced industrial democracies.

129. Eye on Africa: A Scholar's Tale

Ribot is a senior associate at the World Resources Institute (WRI) in Washington and currently a Wilson Center fellow working on a new book on rural democracy in Africa. Several years ago, he was writing a history of forestry in French West Africa, a story of a supposed deforestation crisis from 1880-1920. The colonial government had devised odd policies to fix this nonexistent problem—policies that would not have fixed it had there been a crisis. Furthermore, the policies concentrated access to lucrative resources in the hands of a few elites. "The discourse of 'deforestation crisis' was being used to expropriate the people's resources," Ribot said. "That was the real story."

130. GSP in the "spaghetti bowl"; of trade preferences

The paper examines the relative position of GSP (tariff preferences for developing countries) compared to ordinary tariffs and free trade agreements in Norway, the EU and the USA. On average, ordinary GSP gives a tariff rebate of less than 50% in all countries. “Extended” GSP, given to the Least Developed Countries (LDCs) and others, implies zero tariffs in Norway and the EU, but only partial liberalisation in the USA. EU provides extended GSP for 119 countries, while the USA does so for 76 and Norway for 52. Considering the shares of trade rather than the number of countries, extended GSP covers 5% or less of total trade in all cases, and ordinary GSP is much more important. Compared to tariffs in free trade agreements, ordinary GSP is inferior in the USA and the EU, but not too far behind in Norway. This is due to recent cuts in MFN tariffs as well as improvements in the GSP system of Norway. For manufacturing, Norway has low tariffs and a generous GSP system. This is however not the case for agriculture.
