Abstract:
Este estudio fue preparado en el marco del proyecto Observatorio Fiscal y Presupuestario (OFIP), iniciativa del Centro de Análisis y Difusión de la Economía Paraguaya (CADEP), con el apoyo de la Agencia Española de Cooperación Internacional para el Desarrollo (AECID). En el presente material, se pretende verificar las implicancias potenciales de las reformas tributarias llevadas a cabo en el Paraguay con especial énfasis en la segunda, implementada en el año 2004. Algunos aspectos relativos a la administración tributaria también serán abordados considerando las dos fases de la reforma: la administrativa y la de adecuación fiscal.

213. Bolivian Sub-national Revenues: A Review

Abstract:
This papers reviews main topics concerning sub-national revenues (intergovernmental transfers and taxes) and discusses some policy options to develop own sub-national revenues. The review covers the political-legal framework and the fiscal outcomes, finding that: i) intergovernmental transfers policies have expanded over time, generating inequity problems, principally at the departmental level; ii) sub-national revenues depend mostly on intergovernmental transfers; this has generated high levels of vertical imbalances, mainly for department governments whose revenues rely mostly on the hydrocarbons sector; and iii) lack of adequate tax policies that promote fiscal effort and equity led to large horizontal imbalances in municipal per capita tax collection, unrelated to poverty or human development differences. In this regard, policy options were discussed to increase own sub-national revenues, taking into account political and social discussions, the economic, fiscal and legal base, and relevant tax principles. The main recommendations are: i) to promote in-kind contributions (materials and labour) at the municipal level, especially in poor rural municipalities; ii) to improve municipal tax administration supporting the continuation of the RUAT’s work and improving the registry with the new census; and iii) to evaluate the possibility of redefining the RC-IVA as a personal income tax shared between the central government and the departments.

214. Tax Smoothing in Frictional Labor Markets

Abstract:
We re-examine the optimality of tax smoothing from the point of view of frictional labor markets. Our central result is that whether or not this cornerstone optimal fiscal policy pre- scription carries over to an environment with labor market frictions depends crucially on the cyclical nature of labor force participation. If the participation rate is exogenous at business- cycle frequencies — as is typically assumed in the literature — we show it is not optimal to smooth tax rates on labor income in the face of business-cycle shocks. However, if households do optimize at the participation margin, then tax-smoothing is optimal despite the presence of matching frictions. To understand these results, we develop a concept of general-equilibrium efficiency in search-based environments, which builds on existing (partial-equilibrium) search- efficiency conditions. Using this concept, we develop a notion of search-based labor-market wedges that allows us to trace the source of the sharply-contrasting fiscal policy prescriptions to the value of adjusting participation rates. Our results demonstrate that policy prescriptions can be very sensitive to the cyclical nature of labor-force participation in search-based environments.

Abstract:
Este libro fue preparado en el marco del proyecto Observatorio Fiscal y Presupuestario (OFIP), iniciativa del Centro de Análisis y Difusión de la Economía Paraguaya (CADEP), con el apoyo de la Agencia Española de Cooperación Internacional para el Desarrollo (AECID). El objetivo principal del proyecto es facilitar la interpretación de los datos e informaciones de las finanzas públicas para alentar la participación ciudadana en el seguimiento de los gastos e ingresos fiscales, poniendo énfasis en la transparencia, eficiencia y equidad fiscal. En el mismo se pretende dar una visión más clara sobre la calidad y la evolución del Ingreso Público en Paraguay, sus componentes y los posibles efectos de algunos indicadores claves de la economía paraguaya. El presente estudio centra su atención en la evolución de los Ingresos de la Administración Central para el periodo comprendido entre 1998-2007 y se divide en siete capítulos: en el primero se hace una breve reseña de algunos conceptos básicos referente al Ingreso Público en Paraguay, se analizan su estructura, clasificación y la normativa que lo rige. En el segundo capítulo se analiza la evolución de los principales ingresos, poniendo especial énfasis en cada uno de sus componentes. En el tercer capítulo se analiza la estructura tributaria de Paraguay en comparación con otros países del Mercosur, Chile y algunos países desarrollados. Del cuarto al sexto capítulo se analizan los posibles efectos que algunos indicadores de la economía paraguaya podrían tener sobre los Ingresos de la Administración Central. Finalmente, en el capítulo siete se presenta un breve análisis sobre las debilidades del Sistema Impositivo Paraguayo, para posteriormente presentar algunas conclusiones y recomendaciones a fin de lograr una mayor eficiencia recaudatoria.

216. Toward a More Efficient Taxation System in New Zealand

Abstract:
After the radical reforms undertaken in the 1980s, the NZ tax system has long been regarded as one of most efficient within the OECD, and is based on a comprehensive income approach. Looking forward, the country will require a tax regime that helps the economy to continue raising living standards, supports savings and investment and copes with emerging pressures such as increasing geographic mobility of labour and capital. In this context, it will be important to have in place a clear long-term direction for the tax system to guide reforms. There are at least two broad options that are worth considering: adapting the system within a comprehensive income approach or adopting a dual income tax system. Future changes to the tax system need to be consistent with the approach ultimately adopted. In any case, a number of limitations of current tax bases will need to be tackled.

217. Does “Starve the Beast” Work?

Abstract:
Starve-the-beast proponents believe that in order to tame the beast, one needs to starve it, with the beast being an obvious reference to Thomas Hobbes’s Leviathan depiction of an out-of-control state apparatus. The idea of tax reductions as a way to enforce discipline in government spending holds regardless of whether the nation is in the midst of an economic expansion or a recession. Following the recurrence of federal budget deficits that coincided with the enactment of federal tax cuts during 2001–2003, the starvethe-beast approach to fiscal policy that once was one of the underpinnings of the Reagan Revolution has become increasingly controversial. It is no longer mainly the political left that criticizes the starve-the-beast approach. Even some Republicans who once participated in the move to a smaller government during the Reagan presidency now criticize starve-the-beast thinking. Recently, William Niskanen (2005) has used statistical evidence to demonstrate that a decrease in taxes in a given year is followed by an increase in spending the next. Bruce Bartlett (2005) has proposed raising taxes, namely by introducing a value-added tax, presumably to prevent having to increase less efficient income taxes later.

218. Limiting Government: The Failure of “Starve the Beast”

For nearly 30 years, many Republicans have argued that the most effective way to control federal government spending is to “starve the beast” by reducing federal tax revenues. Moreover, two Nobel laureate economists, Milton Friedman and Gary Becker, have endorsed this argument. Friedman (2003) summarized this perspective as follows: How can we ever cut government down to size? I believe there is one and only one way: the way parents control spendthrift children, cutting their allowance. For governments, this means cutting taxes. Resulting deficits will be an effective—I would go so far as to say, the only effective—restraint on the spending propensities of the executive branch and the legislature. The public reaction will make that restraint effective. Becker and his colleagues Ed Lazear and Kevin Murphy (2003) described this effect as “the double benefit of tax cuts.” (Lazear is the recently appointed chairman of the Council of Economic Advisers.) This argument has been effective in unifying the Republican Party in favor of reducing federal taxes, but at the cost of undermining the more traditional Republican concern about fiscal responsibility.

219. Taxing Business-to-Consumer Interstate Remote Retail Sales: Economics v. Jurisprudence in the Battle Over Tax Jurisdiction

Abstract:
Retail sales and use taxes constitute a major component of state and local tax bases, providing critical funds for many public programs. The continued and increasing significance of nontaxed remote retail sales—interstate sales of goods by firms without sufficient presence in the destination jurisdiction—has put the long-term solvency of these tax bases and the public programs they fund in jeopardy. To a considerable extent, this problem is attributable to the oft-criticized “nexus” standard, a legal concept that limits a jurisdiction’s ability to tax remote transactions based on constitutional and stare decisis grounds. This paper offers a summary of the jurisprudence that has yielded the current nexus interpretation, an economic critique of its underlying principles, and several recommendations that could serve as policy alternatives to the status quo.
