381. Jerusalem in International Diplomacy: The 2000 Camp David Summit, the Clinton Plan, and Their Aftermath

Abstract:
Since its independence in 1948, and indeed even in prior times, Israel's rights to sovereignty in Jerusalem have been firmly grounded in history and international law. The aftermath of the 1967 Six-Day War only reinforced the strength of Israel's claims. Seven years after the implementation of the 1993 Oslo Agreements, Prime Minister Ehud Barak became the first Israeli prime minister to consider re-dividing Jerusalem in response to an American proposal at the July 2000 Camp David Summit. The December 2000 Clinton Plan attempted to codify Barak's possible concessions on Jerusalem. Yet they proved to be insufficient for PLO Chairman Yasser Arafat, leading to a breakdown in the peace process and an outburst of Palestinian violence with regional implications. At least the failed Clinton Plan did not bind future Israeli governments or U.S. administrations, leaving open the possibility of new diplomatic alternatives. Only by avoiding premature negotiation over an unbridgeable issue such as Jerusalem can the U.S., Israel, and the Palestinians stabilize the volatile situation that has emerged and restore hope that a political process can be resumed in the future.

Abstract:
The International Court of Justice (ICJ) is set to rule tomorrow on the longstanding border dispute between two Persian Gulf sheikdoms, Qatar and Bahrain. This dispute has preoccupied the ruling families in both countries for decades. It and the much better known Iraq–Kuwait border dispute (not detailed here) are hardly the only ones on the Arabian Peninsula. Indeed, almost every country on the peninsula has — or until very recently, has experienced — a disagreement over border demarcation.

Abstract:
Iranian president Mohammed Khatami will conduct an official visit to Russia on March 11 through March 15. This constitutes the highest-level visit of an Iranian official to Russia since 1989. There could be an intensification of cooperation between Russia and Iran during Khatami's visit — including on arms sales. In addition to military issues, the delineation of borders along the Caspian Sea will be a focus of discussion. Following talks in Moscow, Khatami will visit St. Petersburg and Kazan, the capital of the autonomous Russian republic of Tatarstan.

Meetings this week between Israeli and Palestinian security and political personnel notwithstanding, time has virtually run out for any Israeli–Palestinian peace deal. It is important to note that the issue is not just one of time, even though President Clinton leaves office next Saturday. Top Clinton Administration officials have made clear that the Palestinians have engaged in "delays" since the December 23 ideas were tabled. Seeking to avoid the international disapproval that mushroomed in the wake of last summer's failed Camp David summit, Yasir Arafat came to Washington with an apparent "yes, but" view of the proposals. However, this approach seems clearly to be little more than a public-relations tactic.

Abstract:
Intra-state conflicts are not a new phenomenon. Since 1945 they have been more frequent and more violent than inter-state warfare (SIPRI-UNESCO Handbook, 1998: 13-25). With the end of the Cold War these tendencies exuberated following mostly in the lines of ethno-national and separatist-armed conflicts, bringing a significant shift in the perception of security issues and alternative approaches to it, especially in Europe. In particular, the changing dialogue of sovereignty, identity and security and international responsibility appears to be increasingly significant. Considering that the prepositions in IR depend on both empirical validity and logical soundness a theoretical exercise on the case of intra-state conflicts questions the validity of the traditional state developed concept of security. The path is open for new interpretations and understanding of normative, operational and structural issues in contemporary world politics.

386. Three and a Half Centuries of the Westphalian State System

Abstract:
This short paper studies how the international system has evolved over the last 350 years through an identification of its most important features. The paper has a pedagogic rather than research orientation, and is divided into three sections. The first section analyzes the most significant features of international relations from the Peace of Westphalia (1648) to the Second World War. It demonstrates how, over the centuries, the evolution of alliances and the rise of a peace norm transformed a war system into a peace system, thereby mitigating the basic systemic condition of anarchy on the salient structural characteristics of the sovereign state system. The second section studies international relations during the Cold War, with the focus on the strategic, economic, ideological and cultural factors that defined the international system during that period. The third section of the paper analyzes international relations since the fall of the Berlin Wall. The various developments and trends that are leading to systemic change are examined. Despite the sundry challenges posed to the state by non-state actors, the rise of new issue-areas and sub-systemic supranational integration, the sovereign state and the Westphalian system is expected to endure.

Abstract:
The half-island nation of East Timor was a colony of Portugal for some 450 years. After the Portuguese dictatorship fell in April 1974, the Indonesian government began to intervene in the decolonization process. When it became clear that it had little political support in East Timor, the Indonesian regime launched a military offensive from West Timor and fomented a civil war in the summer of 1975.

388. Public Versus Private Initiative in Arctic Exploration: The Effects of Incentives and Organizational Structure

From 1818 to 1909, 35 government and 57 privately-funded expeditions sought to locate and navigate a Northwest Passage, discover the North Pole, and make other significant discoveries in arctic regions. Most major arctic discoveries were made by private expeditions. Most tragedies were publicly funded. By other measures as well, publicly-funded expeditions performed poorly. On average, 5.9 (8.9%) of their crew members died per outing, compared to 0.9 (6.0%) for private expeditions. Among expeditions based on ships, those that were publicly funded used an average of 1.63 ships and lost 0.53 of them. Private ship-based expeditions, in contrast, used 1.15 ships and lost 0.24 of them. Of public expeditions that lasted longer than one year, 47% were debilitated by scurvy, compared to 13% for private expeditions. Although public expeditions made some significant discoveries, they did so at substantially higher cost (as measured by crew size or vessel tonnage) than private discoveries.

Abstract:
Why do states comply with international norms? The analogy of classical theories on individuals' compliance is useful to understand state compliance with international norms. For example, Friedrich Kratochwil lists three theories related to norm compliance in social life: The Hobbesian or realist position derives compliance with norms from force or the threat of force. A second class of theories explains compliance in terms of the long-term utilitarian calculations of actors, a perspective perhaps best identified with Hume's argument about the nature of conventions. Third is the idealist position of Durkheim, who conceptualizes norms and rules as “social facts” existing objectively and constraining individual choices.

Under the contradictory impact of globalization, regionalism and nationalism, the importance of borders is both declining and increasing—but above all it is changing. In some cases, it is declining and borders are becoming more permeable as regions integrate. In others, the salience of borders is growing as a contribution to national identity and as a protection of scarce natural resources. Both regional and national borders are, moreover, increasingly challenged by the rapid growth of activities and forces which are, by their very nature, non-territorial, tendentially rendering borders irrelevant. All these developments have military implications which are explored in the paper, including the changing role of border and territorial defence, transnational military threats to national security and 'non-territorial warfare'. A special emphasis is placed on the geopolitical implications of a defensive restructuring of the armed forces.
