21. A New Era of Multiculturalism and the Role of China’s Belt and Road Initiative (BRI) in 21st Century

Abstract:
Multiculturalism is thoroughly connected with “identity politics,” “the politics of difference,” and “the politics of recognition,” which assigns a promise to increasing disparaged appearances and shifting leading arrangements of illustration as well as interaction which disregards definite units. It encompasses claims of fiscal benefits, political power, distinctiveness and culture. In this backdrop, the article targets to analyze traditional interaction as a panacea of all social and border disputes in this new century through the Chinese BRI connecting the current situation along historical linkages of Old Silk Road (OSR). Likewise, the basic purpose of this study is to investigate how seventy states in BRI project can be unified through cultural collaboration other than political, economic and strategic partnership, following Chinese pushing forward scheme in New Silk Road (NSR). In fact, BRI would provide all stakeholders of this project a golden opportunity to value their disregarded culture whose ethos lost actual worth because of Western rule since decades in this landmass. Moreover, the study is grounded with the theoretical approaches of cross-cultural power and leading theorizers of multiculturalism supported by Confucius, Iqbal, Nietzsche, Ibn Khaldun, Charles Taylor and Will Kymlicka. Besides, the data have been taken from the official reports, reports on cultural meetings among diplomats from BRI official sites and archival holy manuscripts to reevaluate the value of marginalized local cultures of Arabian, Indian and Chinese civilizations. Overall, the study distinguishes that how diversity is the real beauty of Asia and manifold culture of Asia is embedded with each other because of erstwhile historical links and it‟s tough to separate diverse identities of Asia on ethnic and communal grounds.

This paper is an attempt to examine how is soft power and public diplomacy imperative conditions for Pakistan‟s international stature by examining the effective utilization of public diplomacy of the states like USA, Russia, China and India, public diplomacy of which have got a very significant position at the international stage. Based on an understanding of their Public diplomacy, the author seeks to explore what lessons and strategies should Pakistan take into consideration for the promotion of Pakistan‟s good image at the international front, and how Pakistan can be successful in achieving the positive results. The author has highlighted some serious recommendations as well.

23. The Use of Aid to Counter China's "Djibouti Strategy" in the South Pacific

Abstract:
China has gradually militarized its facilities in the horn of Africa (Djibouti) under the pretense of anti-piracy operations and development aid since 2017, which has forced the U.S., France, and Japan to accept a permanent Chinese military presence in the same 14,400 square-mile African territory, where China is now holding live-fire exercises. Dubbed the “Djibouti strategy,” Beijing is now executing this tactic across the South Pacific, one of the most aid-dependent regions of the world. China, one of the highest contributors to Official Development Assistant (ODA) in the South Pacific, uses that tool at first under the guise of aid while actually employing it to shape the islands’ infrastructure to its own strategic military advantage. China is currently building infrastructure capable of dual economic and military use in Fiji, the Cook Islands, Samoa, Tonga, Vanuatu, and other Pacific islands. These projects support China’s aim to break through the First and Second Island Chains, a series of pro-U.S. countries that limit Chinese naval access to the Philippine Sea and Pacific Ocean. Meanwhile, U.S. ODA is deployed inefficiently and inconsistently through 19 separate agencies. The design, delivery, and administration of U.S. development assistance must be reformed. ODA is a national security issue, not just a humanitarian one. The U.S. defense community needs to embrace the strategic potential of ODA and its capacity to strengthen democracies and counter malign influence abroad.

Abstract:
This article analyzes instruments of Chinese cultural diplomacy (2003-2018), such as the media, cinema, and the Confucius Institutes, as well as its potential to overcome barriers between states. China’s cultural soft power was studied in Confucius Institutes in the U.S.. The conclusion is that China increasingly used cultural diplomacy and turned it into a key instrument in its strategy for international insertion.

Abstract:
In recent years, China-UK relationship remains “Golden”. As the first Europe member who joined the Asian Infrastructure Investment Bank (AIIB), Britain is trying to strengthen China-UK cooperation among all the aspects to evolve the “Golden Era”. Since Britain officially triggered Article 50 on March 29, 2016, Britain must find replacement markets in order to overcome the possible economic and political barriers after the Completion of the entire process, which makes China an essential partner in the background. This report offers the discussions and suggestions in the China-UK cooperation under the implementation of two policies – One Belt One Road (OBOR) and Northern Powerhouse. This report also discusses the strategic background, the actual process, the uncertainties for China-UK OBOR collaboration and the potential opportunities.

Abstract:
The Oct. 27, 2018 attack on worshipers in Pittsburgh’s Tree of Life synagogue was a stark reminder that hate crimes and religious persecution threaten not just individuals and communities, but undermine fundamental human freedoms. A new ISD report on “Religious Intolerance and America’s Image and Policies Abroad” examines the rise in domestic hate crimes against Jews, Muslims, and other faith communities in America – and how the impact of domestic religious intolerance and bigotry extends far beyond the U.S. border. The report, based on a March 2018 working group and public forum with experts from the diplomatic corps, academia, nongovernment organizations, and U.S.-based faith communities, explores these dynamics and ways in which governments and civil society can mitigate the dangerous consequences.

27. The Role of Official News Releases of the Korean Ministry of Culture, Sports, and Tourism in the Success of the Korean Wave

Abstract:
This study investigates the South Korean government’s role in the success of the Hallyu [Korean Wave] and the growing global interest in Korean popular culture by examining official news releases on Hallyu issued by the Korean Ministry of Culture, Sports, and Tourism from 2007 to 2017. The author argues that the domestic news releases had a supporting role for artists and cultural products in South Korea; they didn’t directly contribute to Korean industrial economic growth. In contrast, the international news releases tended to play a leading role in promoting Korea’s positive image; they contributed to Korea’s industrial economic growth by means of cultural diplomacy and soft power. Statistical analyses were conducted to determine whether a significant relationship exists between domestic news releases and industrial economic growth. To provide evidence of the Korean Ministry of Culture, Sports, and Tourism’s leading role in promoting artists and cultural products abroad, the author examined and qualitatively analyzed English, Chinese, and Japanese language news releases. The findings revealed that the number of releases had no significant relationship with increased annual economic growth, which seems to come from the power of Hallyu itself, not the government’s support. The qualitative analysis shows that international releases were used as a tool to achieve foreign policy goals and advance a positive national image. This study contributes to the growing literature on Hallyu by discussing the dual role of official news releases.

28. How K-pop Broke the West: An Analysis of Western Media Coverage from 2009 to 2019

Abstract:
Over the last decade, Western publics have gradually caught on to the Kpop phenomenon; the Korean Wave has arrived on European and North American shores and shows no signs of receding. Heightened interest has corresponded with increased mainstream media coverage, both among news and entertainment outlets. This article analyzes mainstream media coverage of the Korean Wave from 2009 to 2019, including an examination of overall trends in K-pop framing over time. This analysis suggests that coverage of K-pop in Western media has proceeded through four distinct stages of development: 1) Introductory Stage, 2) Gangnam Style Stage, 3) Korean Wave Stage, and 4) Mainstreaming Stage. This article also examines how the changing portrayal of K-pop for general audiences has corresponded with a similar evolution in portrayals of South Korea and Korean society as a whole.

29. Reversed Ethnography in the Reception of the Korean Wave

This paper unravels dynamic interactions between Korean popular culture and its fans in the United States, focusing on how cultural hybridity of the Korean Wave un/consciously facilitates soft power, and what sociocultural implications it might yield in global/international contexts. Employing various theoretical frameworks of globalization, critical/cultural media studies, hybridity, soft power, and fan studies, I take a qualitative methodological approach of what I call a reversed media ethnography: Examining the contraflow of Korean media culture on U.S. fans. I employ various qualitative and interpretive techniques including grounded theory to analyze the rich corpus of data I collected over a period of two years to examine the nature of transcultural media and fans of the Korean Wave in the United States. Overall, the findings of this paper suggest that the complex layers of hybridity embedded in Korean popular culture creates complicated webs of transculturality. The Korean Wave exemplifies strategically well-balanced cultural hybridity that arouses a certain feeling of affinity: Emotional proximity. Korean popular culture evokes continuous negotiations of identities and generates nonthreatening wholesome content that comfortably appeals to American fans with various ethnic, racial, social, and cultural backgrounds. The notion of uriness (we-ness in English), collective unity and solidarity, embedded in Korean popular culture and its fandom culture works as one of the multifaceted soft power in the eyes of American fans that leads to an alternative post-Western soft power. This study contends that it is not the so-called hybridized Korean popular culture per se that makes it transcultural, and global to some extent, but the often under-recognized vital agents in the global sphere: Legions of fans.

Abstract:
This paper investigates how China appeals to other countries by utilizing soft power in ensuring their participation in the Belt and Road Initiative (BRI), which seeks to revive ancient Silk Road through infrastructure, trade, finance and other linkages. By employing a behavioral and contextualized explanation for soft power, this investigation reveals that Chinese state actively pursues a soft power-oriented economic diplomacy for BRI and relies on hard power resources for its effectiveness. Furthermore, China takes advantage of the power vacuum in the global economy and embraces a liberal economic vision for the international system in its diplomatic activities emphasizing the importance of globalization, free trade, infrastructure investment, and win-win cooperation in achieving high levels of economic development. While China frames BRI mainly in terms of economic development purposes, China’s soft power appeal to other countries is likely to have important political and security implications for the international system.
