11. Challenges facing Researchers on Roma Minorities in contemporary Europe: Notes towards a Research Program

Abstract:
European institutions are now developing two new initiatives that are significant in their scope and outlook. First, a common 'EU Framework for National Roma Integration Strategies' is underway for 2020, aimed at creating a set of common policy aims and outcomes for all member states. This Framework is attempting to place the responsibility for Roma integration in the hands of member state governments, who have been hitherto unwilling or unable to address the socio-economic and political disadvantage of Roma. Second, the Council of Europe and the EU (in a joint action) have established a new; 'European Academic Network on Romani Studies' (2011-2013), recognizing the importance of quality research in understanding the complexities of such historically disadvantaged and heterogeneous communities. These initiatives provide the opportunity to draw on our experiences as researchers in this field and highlight the gaps in our knowledge along with methodological and theoretical caveats and challenges that still need to be addressed.

Abstract:
Lange engaged with Keynes in the matter of Keynes‟s macroeconomics, and over econometrics. Lange‟s interpretation of the Keynesian macroeconomic model laid the foundation for the neo-classical synthesis. But it was limited in its monetary economics. Lange also intervened in the Keynes-Tinbergen dispute over the scope and significance of econometrics. Lange collaborated in a paper that conceded Keynes‟s main point that empirical investigation could not determine theory, but insisted that theories could nevertheless be tested empirically. The paper was never publish and Keynes, unconvinced, planned to recruit Kalecki to his critique of econometrics.

Abstract:
This article discusses the development of the anarchy discourse in international relations theory. It questions the main problematiques around which the discourse of anarchy is organised and asks whether anarchy is still a valid concept to understand international relations. The mainstream IR theory analyses anarchy from an institutional framework, and is based on the assumption that state relations is sufficient to describe and understand anarchy. Post-positivist period have developed diverse criticisms to this conceptualisation. The article evaluates the criticisms of postmodernist, historical sociological, postcolonial and feminist approaches to the concept of anarchy. One of the main theses of this article is that the concept of anarchy can meaningfully be used to analyse international relations only if it is connected to social relations (and more specifically to social relations of capitalism with respect to understanding present international system). Therefore, the approach adopted in this article overlaps with many of the criticisms of anarchy by postmodernism, feminism, but more specifically with recent historical sociological approaches and the postcolonial studies. Another argument of the article is that the anarchy/order opposition can not totally be eradicated unless the social relations sustaining them can be altered.

14. Nepal's Future: In Whose Hands?

Abstract:
Nepal's peace process is in danger of collapse. The fall of the Maoist-led government, a mess largely of the Maoists' own making, was a symptom of the deeper malaise underlying the political settlement. Consensus has steadily given way to a polarisation which has fed the more militaristic elements on both sides. While all moderate politicians still publicly insist that there is no alternative to pursuing the process, private talk of a return to war – led by generals of the Nepalese Army who have never reconciled themselves to peace – has grown louder. Outright resumption of hostilities remains unlikely in the short term but only concerted efforts to re-establish a minimal working consensus and a national unity government including the Maoists can avert the likelihood of a more dangerous erosion of trust. Strong international backing, with India eschewing short-term interference in favour of longer-term guardianship of the process it itself initiated, will be essential.

Historical analysis of the German Democratic Republic has tended to adopt a top-down model of the transmission of authority. However, developments were more complicated than the standard state/society dichotomy that has dominated the debate among GDR historians. Drawing on a broad range of archival material from state and SED party sources as well as Stasi files and individual farm records along with some oral history interviews, this book provides a thorough investigation of the transformation of the rural sector from a range of perspectives. Focusing on the region of Bezirk Erfurt, the author examines on the one hand how East Germans responded to the end of private farming by resisting, manipulating but also participating in the new system of rural organization. However, he also shows how the regime sought via its representatives to implement its aims with a combination of compromise and material incentive as well as administrative pressure and other more draconian measures. The reader thus gains valuable insight into the processes by which the SED regime attained stability in the 1970s and yet was increasingly vulnerable to growing popular dissatisfaction and economic stagnation and decline in the 1980s, leading to its eventual collapse.

16. The Essential Role of Pair Matching in Cluster-Randomized Experiments, Application to the Mexican Universal Health Insurance

Abstract:
A basic feature of many field experiments is that investigators are only able to randomize clusters of individuals — such as households, communities, firms, medical practices, schools, or classrooms — even when the individual is the unit of interest. To recoup some of the resulting efficiency loss, many studies pair similar clusters and randomize treatment within pairs. Other studies (including almost all published political science field experiments) avoid pairing, in part because some prominent methodological articles claim to have identified serious problems with this “matched-pair cluster-randomized” design. We prove that all such claims about problems with this design are unfounded. We then show that the estimator for matched-pair designs favored in the literature is appropriate only in situations where matching is not needed. To address this problem without modeling assumptions, we generalize Neyman's (1923) approach and propose a simple new estimator with much improved statistical properties. We also introduce methods to cope with individual-level noncompliance, which most existing approaches assume away. We show that from the perspective of, among other things, bias, efficiency, power, or robustness, and in large samples or small, pairing should be used in cluster-randomized experiments whenever feasible; failing to do so is equivalent to discarding a considerable fraction of one's data. We develop these techniques in the context of a randomized evaluation we are conducting of the Mexican Universal Health Insurance Program.

17. No sympathy for Chavez: Venezuela's president in the media

Venezuela's President Hugo Chavez has difficulties in exporting his socialistic ideas to the region. The newspapers of seven Latin American countries have shown little sympathy towards his ideas in the past months, as has been shown by a new Media Tenor analysis of 21 leading newspapers from Argentina, Bolivia, Brazil, Ecuador, Columbia, Mexico and Peru (chart 1). Chavez's re-election generated positive headlines, but his leadership aspirations for the region as well as his announced renaissance of a new socialism of Latin American coinage (the “Bolivian Revolution”) were both met with skepticism. Some newspapers see Venezuela the brink of dictatorship, and the Mexican newspaper Reforma called Chavez a “tropical Mussolini”.
