Abstract:
Helping entrepreneurs grow their businesses and achieve their full potential is in the interest of anyone who wants to foster prosperity worldwide— that’s why it’s an Obama administration priority. Growth anywhere does some good everywhere, and the fact is that entrepreneurs create jobs and drive economic growth both at home and abroad. In the United States, 40 percent of our $17 trillion economy is generated by companies that did not even exist 20 years ago. Two-thirds of our 65 months of consecutive job growth is driven by small businesses. The owners of those businesses—28 million and growing—employ over half of America’s workforce.

12. The Enduring Importance of Family Wealth: Evidence from the Forbes 400, 1982 to 2013

Abstract:
The social science literature proposes two competing explanatory frameworks for the existence and longevity of super-fortunes: superstar or winner-take-all mechanisms, suggesting an increased dominance of new self-made billionaires; and mechanisms focusing on inherited advantages, suggesting an enduring importance of old family fortunes. Using panel data from the USA’s annual Forbes 400 ranking (1982–2013), this study analyzes factors that increase or decrease the likelihood of remaining listed among the American super-rich. We find initially that the percentages of self-made entrepreneurs among the highest wealth echelons of US society have increased significantly since 1982. Sectors that improved the most are finance (including hedge funds and private equity), new technology and mass retail. The decline of inheritance as a source of wealth and the rise of new tech and finance fortunes suggest low reproduction rates among superrich property owners. Family wealth, however, plays an important role if the longevity of fortunes is considered. While the literature predicts family fortunes to be taxed away, divided among a large number of heirs, or lost through incompetence, we find that scions of inherited great wealth (mostly up to the third generation) are more likely to remain listed in the Forbes 400 roster than self-made entrepreneurs. We conclude that even though entrepreneurship increasingly matters for becoming super-rich, it is first and foremost the ability of rich family dynasties to retain control over corporations and to access sophisticated financial advice that makes fortunes last.

The Great Recession, which cost tens of millions of jobs, a collapse of asset values around the world, and threatened the global financial system, has generated renewed concern over the long-standing issue of the fairness of the distribution of wealth and income in many societies. Economic inequality has increased in the United States and many other advanced economies over the past 20 to 30 years. This trend generated less worry in the boom years, when unemployment rates were low and cheap credit enabled consumers to borrow and maintain higher standards of living, masking the impact of growing income disparity on consumption patterns and perceptions of well-being.

Abstract:
Mobility is a resource and a privilege that is unevenly distributed between countries, and within countries. People from developing countries depend on visas and residence permits to a larger extent than citizens of the developed world. Most migration policy research determines the inequality of mobility mainly as a consequence of restrictive immigration policies in destination countries. The focus of this paper is instead on the limited access order that has led to unequal access to migration between people from an African sending country, which has been largely overlooked. This paper shows the historical emergence of a migration divide between intercontinental and intra-African migrants. Through a historical analysis, the paper under-lines how academic migration to France became a means to social mobility in Burkina Faso after independence, while today there is a breakdown of the social elevator via migration since preferential access to migration is likely to enhance the divide between rich and poor.

Abstract:
Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country's economic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. The purpose of this paper is to study the underlying causes and factors of these disparities and to discuss policies and measures that may allow these regions to benefit from faster and more inclusive growth.

The United States has long been viewed as the "land of opportunity," where those who work hard get ahead. Belief in this feature of American national identity has persisted even though inequality has been rising for de¬cades. In recent years, the trend toward extremes of income and wealth has accelerated significantly, owing to demographic shifts, the skills bias of the economy and fiscal policy. From 1997 to 2007, the share of income accru¬ing to the top 1 percent of U.S. households increased by 13.5 percentage points, which is equivalent to shifting $1.1 trillion in total annual income to this group - more than the total income of the bottom 40 percent of households. The precise impact of inequality on individual well-being remains controversial, partly because of the complex nature of the metrics needed to gauge it accurately, but also because why it matters depends on what it signals. If inequality is perceived to be the result of just reward for individual effort, then it can be a constructive signal of future opportunities. However, if it is perceived to be the result of an unfair system that rewards a privileged few, inequality can undermine incentives to work hard and invest in the future. In this sense, current U.S. trends have been largely destructive. Economic mobility, for example, has declined in recent decades and is now lower than in many other industrialized countries. There is also a strong intergenerational income correlation (about 0.5) in the U.S.; children of parents who earn 50 percent more than the average are likely to earn 25 percent above the average of their generation. In a world in which individuals' fates are increasingly linked and effective gover¬nance depends on some kind of consensus on social and distributive justice norms, growing income differentials in one country - especially one that has long served as a beacon of economic opportunity - can affect behavior elsewhere, both in terms of investments in education and the labor market and the propensity to protest. More generally, declining economic mobility in the U.S. could undermine confidence in the principles of market econo¬mies and democratic governance that America has espoused for decades - principles that are fundamental to many countries' development strategies.

Abstract:
The most basic economic theory suggests that rising incomes in developing countries will deter emigration from those countries, an idea that captivates policymakers in international aid and trade diplomacy. A lengthy literature and recent data suggest something quite different: that over the course of a "mobility transition", emigration generally rises with economic development until countries reach upper-middle income, and only thereafter falls. This note quantifies the shape of the mobility transition in every decade since 1960. It then briefly surveys 45 years of research, which has yielded six classes of theory to explain the mobility transition and numerous tests of its existence and characteristics in both macro- and micro-level data. The note concludes by suggesting five questions that require further study.
