Abstract:
The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.

112. Kuwait: At the Crossroads of Change or Political Stagnation

Abstract:
Though Kuwaitis have been striving for change, particularly since 2011, their country’s political structures remain more or less unaltered. Yet change is inevitable, writes Shafeeq Ghabra in this MEI Policy Paper. At issue is a semi-democratic system that has proven ineffective at dealing with problems such as government mismanagement, corruption, a lack of economic transparency, and inequality toward tribes and undocumented immigrants. Ghabra argues that if change is not initiated by the state, peaceful demonstrations will continue to push the government toward rationalizing the political process, allowing more freedoms, and developing Kuwait's democracy by amending its 52-year-old constitution.

113. The Return of Religion? The Paradox of Faith-Based Welfare Provision in a Secular Age

Abstract:
For centuries, churches were the main institutional providers of welfare in Europe before the state took over this role in the late 19th century. The influence of modernization theory meant that modern welfare state theorists increasingly regarded religion and its impact on welfare as a relic from the distant past. It was anticipated that modern, differentiated, and industrialized societies would see the decline and inevitable disappearance of religious welfare provision along with religiosity. Surprisingly, however, at the beginning of the 21st century in many modern industrialized societies, religious institutions are increasingly becoming involved in welfare provision again. The religion blind classic welfare state literature offers no explanation for this phenomenon. This present paper argues that the resurgence of faith-based welfare providers is the reversal of a phenomenon that occurred in the late 19th century when modern states started to strip religious providers of their prerogatives in welfare provision. The result was the ascendance of the modern state and the demise of religion in the late 19th century. The return of welfare to religious providers can therefore be interpreted as the beginning of the demise of the modern state.

114. Pathways of Transnational Activism: A Conceptual Framework

Abstract:
This paper presents a novel analytical framework to study transnational activism in the context of today’s international governance architecture. While there is a considerable amount of literature on the emergence, development, and effects of transnational activism in specific transnational governance arrangements or within a specific local context, an integrated framework that analyzes the dynamic interplay between activism, transnational institutions, and domestic contexts is still lacking. The framework of transnational pathways of influence intends to help close this gap. It integrates insights from social movement research on transnational collective action and insights from institutional theorists on institutional interactions. The framework consists of three major concepts: the concept of intra-pathway dynamics captures the relationship of mobilization and institutional chance within one path; the concept of inter-pathway dynamics encompasses institutional interactions and interdependencies between activism across paths; and the concept of the global–local link characterizes the relationship of activism within each path to local actors, the domestic context, and the political regime. The paper outlines this framework and exemplifies it by taking the case of transnational labor-rights activism targeting labor-rights violations in a strong and nondemocratic state: the People’s Republic of China. It shows that the study of activism across different transnational pathways over time is necessary to understand the combined effects of activist interventions, institutional co-evolution and interaction as an explanation of the process of selective convergence between global norms and local practices.

115. Capitalist Dynamics: Fictional Expectations and the Openness of the Future.

Abstract:
Capitalism is an economic and social order oriented toward the future. In this paper, I describe the unfolding of the temporal order of capitalism and relate it to the restless dynamism of capitalism we have observed since the Industrial Revolution. Since the future is open, actors are confronted with the uncertainty of the outcomes of their decisions. What can expectations be under conditions of uncertainty? To answer this question, I introduce the notion of fictional expectations which can be used to describe decisions made under conditions of an open and uncertain future. In the paper’s penultimate section, I apply the concept of fictional expectations to the analysis of four crucial processes of capitalism: money and credit, investments, innovation, and consumption. The main thrust of the paper is that in order to understand economic action in capitalism, actors’ perceptions of the future need to take center stage. Not only “history matters,” but also the “future matters.”

Abstract:
The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

117. The “Color Revolutions” and “Arab Spring” in Russian Official Discourse

Abstract:
The “color revolutions” in the post-Soviet space were initially understood to mean the Rose Revolution in Georgia (2003), the Orange Revolution in Ukraine (2004) and Tulip Revolution in Kyrgyzstan (2005). The one feature these events share is considered to be the non-violent nature of the regime change resulting from mass protests. The 2010 revolution in Kyrgyzstan may also be relegated to this group of cases: although the revolution was not entirely peaceful it nonetheless led to a change in the country’s lead-ership. Somewhat less clear are regime change attempts or mass protests, for example the situation in Andijan (Uzbekistan) in 2005 or the mass protests and riots in Moldova in 2009. It is still unclear whether the power shift in Ukraine in February 2014 should be considered a “color revolution;” there is also no precise definition of the concept of the “Arab spring,” which is usually thought to include the mass upheaval and protests, more often not peaceful, that led (or did not lead) to regime change in a number of countries of the Arab world starting in late 2010. Despite the lack of consensus among political leaders and experts regarding terminology, on the whole the terms “color revolutions” and “Arab spring” have caught on and as a rule are used without further explanation in Russian official discourse in the expert community and in the media.

Abstract:
We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. Denise Natali analyzes the dynamics—new and old—of transborder Kurdish politics. Todd M. Johnson and Gina A. Zurlo focus our attention on demographic trends behind the flight of the region’s Christian communities. Karina Piser helps dispel the popular narrative of religion as the sole driver of Islamist political parties in Tunisia, focusing us instead on their internal debates and political acumen. John Strickland points us to an economic transformation with global consequences taking place in the region’s skies: the growth of Gulf airlines. Three years after the citizens of Egypt, Libya, Tunisia, and Yemen took to the streets demanding freedom, dignity, and greater economic opportunity, they are struggling with a harsh reality: political change is a slow, painful process. In many cases, the goals of the revolutions are far from being realized. Yet despite the lack of momentum—and in some cases, notable setbacks—there is a recognition that the wall of fear has been broken. This profound shift means that citizens in these countries will continue to demand basic freedoms and more accountable governments that deliver for their people.
