Abstract:
Since President Xi Jinping came to power in 2012, China has significantly increased controls over its already censored cyberspace—with a ruling that will allow jail terms for spreading “rumors” online, a cybersecurity law that will facilitate state control and data access, crackdowns on unauthorized VPN connections, and emphasis on the concept of “internet sovereignty.” At the same time, technological innovations in such areas as big-data analytics, artificial intelligence, and the Internet of Things are increasingly being harnessed to monitor the lives and activities of China’s 1.4 billion people. The new arsenal of the Chinese surveillance state includes mass video-surveillance projects incorporating facial-recognition technology; voice-recognition software that can identify speakers on phone calls; and a sweeping and intrusive program of DNA collection. In addition, officials are at work on a nationwide Social Credit System (SCS) intended to assess the conduct of every Chinese citizen.

Abstract:
Social media have been battered in recent years by growing concerns about disinformation, privacy breaches, and the spread of harmful speech. This article itemizes the problems surrounding social media and political authority in the form of “three painful truths”—so termed because, although there is an emerging consensus around these points, many people are reluctant to squarely acknowledge the depth of the problems and the fundamental changes that would be required to mitigate them. The first painful truth is that the social-media business is built around personal-data surveillance, with products ultimately designed to spy on us in order to push advertising in our direction. The second painful truth is that we have consented to this, but not entirely wittingly: Social media are designed as addiction machines, expressly programmed to draw upon our emotions. The third painful truth is that the attention-grabbing algorithms underlying social media also propel authoritarian practices that aim to sow confusion, ignorance, prejudice, and chaos, thereby facilitating manipulation and undermining accountability. Moreover, the fine-grained surveillance that companies perform for economic reasons is a valuable proxy for authoritarian control.

23. Tweeting through the Great Firewall: Preliminary analysis of PRC-linked information operations against the Hong Kong protests

On August 19th 2019, Twitter released data on a network of accounts which it has identified as being involved in an information operation directed against the protests in Hong Kong. After a tip-off from Twitter, Facebook also dismantled a smaller information network operating on its platform. This network has been identified as being linked to the Chinese government. Researchers from the International Cyber Policy Centre (ICPC) at the Australian Strategic Policy Institute have conducted a preliminary analysis of the dataset. Our research indicates that the information operation targeted at the protests appears to have been a relatively small and hastily assembled operation rather than a sophisticated information campaign planned well in advance. However, our research has also found that the accounts included in the information operation identified by Twitter were active in earlier information operations targeting political opponents of the Chinese government, including an exiled billionaire, a human rights lawyer, a bookseller and protestors in mainland China. The earliest of these operations date back to April 2017. This is significant because—if the attribution to state-backed actors made by Twitter is correct—it indicates that actors linked to the Chinese government may have been running covert information operations on Western social media platforms for at least two years.

24. How extreme is the European far right? Investigating overlaps in the German far-right scene on twitter

Abstract:
Violent right-wing extremism is a growing threat to Western liberal democracies. At the same time, radical right-wing populist parties and figures across Europe are succeeding electorally by way of increased representation in national parliaments. These gains have been achieved against a backdrop of anti-refugee sentiment, austerity, and disillusion-ment with the European project, with populists on the left and right promising to deliver an alternative and using effective slogans and ‘people’ politics.Ordinarily, we differentiate between the extreme right and radical right: the former posing a threat to the democratic system with their fascist links and overt racism; the latter respecting the democratic system whilst offering a ‘sanitised’ version of far-right politics – namely, adopting a ‘new master frame’ that emphasises culture rather than race. Recent analyses of the far right, however, have indicated social and discur-sive overlaps between the ‘extreme’ and ‘radical’ right-wing parties and groups. The findings reported herein challenge this traditional separation within the far-right spectrum, and potentially have deeper theoretical and methodological implications for how we study the far right. The Internet adds another dimension to this threat, as far-right discourse becomes more visible on social media and messaging applications, potentially attracting more people to the cause as well as mainstreaming and legitimising particular narratives prominent in the scene.Existing literature has specifically examined the online sphere, and social media in particular, and these scholars have communicated interesting findings on how the social networks and discourses over-lap, for example identifying the co-occurrences of certain hashtags or analysing retweets and transnational cooperation.The aim of this report is to determine the overlaps apparent in the far-right scene on Twitter, and specifically, to ascertain the extent to which different groups on the scene are indeed talking about the same issues in the same way, in spite of apparent differences in tone and underlying ideologies. We utilise a mixed-methods approach: first, gaining a cursory insight into the extreme right-wing scene on Twitter across Europe; and then applying a detailed frame analysis to three selected groups in Germany to determine the implicit and explicit overlaps between them, thus complementing the quantitative findings to offer an in-depth analysis of meaning.

Abstract:
The role of social media as an enabling platform for co-creation in political marketing is a nascent terrain for the researchers nowadays. This study attempts to apply the proposed Political Co-Creation Framework through a convergent mixed method research design in the South Asian context that simultaneously gathers data through different modes. Based on the General Elections 2018 in Pakistan, the study provides a basis to examine how co-creation in political marketing through the platform of social media has revolutionized the way potential voters engage in the voting decision-making process. The findings of the study reveal that when citizens in a country confront with turmoil in the political system that tends to create social dissatisfaction and civil society integration that provides a basis for the actors (i.e., leaders and voters) to co-create through knowledge sharing and ultimately create a proactive system by promoting awareness and engagement among the citizens. Moreover, the findings also reveal that the co-creation process tends to create resilience from negative propaganda among the potential voters that strengthen their voting decision for their favored political party. It is noteworthy that up till now the political parties are indulged in the co-creation process unconsciously. So the most important implication of this study is to make the political parties aware of the potential to consciously use social media as an engaging platform to co-create that can prove to be a useful tool in political marketing.

Abstract:
Contemporary African migration continues unabated. It increasingly attracts media, state, expert, popular, and scholarly attention. The focus of most of the attention tends to respond to media reports of atrocities, tragedies, conundrums, xenophobic pronouncements and policy responses by powerful international actors, including decision makers in the most popular destinations of migrants. Today, the goings on in Europe, the United States of America (US), the countries of the European Union, the Gulf states, Israel, Egypt, Morocco, Libya, Niger, and South Africa attract the most attention. Due to the catastrophic casualties and calamities experienced by migrants, the routes favored by migrants such as those through the Sahara Desert and Mediterranean Sea, are also the subject of such focus. Youth migration and the health of African migrants are a big part of the story. Gender and migration is receiving more scholarly interest but not to the same extent as other aspects of migration.

Abstract:
Theoretically rooted in memory studies (notably the concept of "transcultural memory") and methodologically based on interviews with African migrants in South Africa, this paper explores the use of social media and Internet–based communication applications in the context of migration. Results indicate that participants use digital media platforms not only to exchange personal news, but also to engage in mnemonic practices. It is argued that conjuring up memories of home and fondly remembered episodes experienced with social groups deepens the sense of belonging for migrants in a context of alienation and isolation.

Abstract:
This analysis looks at images of Kurdish female fighters in social media. It argues that Kurdish female fighters have been objectified by international media and Kurdish politicians, who have realised the public relations value of images, and started to disseminate variegated images of Kurdish female fighters, particularly in the context of the war against DAESH (ISIS). The basic tenets of Edward Said’s thesis remain relevant in orientalist and gendered representations of the actors involved in Syrian civil war, and therefore the study uses orientalism as an analytical tool to critically engage with dominant western depictions of female Kurdish fighters. To this aim, news images of Kurdish female fighters are semiotically analysed using Barthes’ framework as proposed in his seminal work “Mythologies”. The analysis aims to unleash the interrelationship between imagery and international and domestic politics using the concept of post-truth politics. The imagery of Kurdish female fighters is used by Western powers and Kurdish political groups to legitimize their political positions in the prolonged civil war in Syria.

29. Geostrategically motivated co-option of social media: The case of Chinese LinkedIn spy recruitment

Social media platforms enable a strategically motivated and harmful set of practices that leverage both their scalability and targeting potentials. The wider vulnerabilities of digitalized democracies have been much discussed in connection with election meddling and disinformation campaigning. However, the emphasis here is on the more direct vulnerability of mass spy recruitment. The ongoing LinkedIn-based mass recruitment provides a case in point, representing a dangerous vulnerability that can lead to the theft of intellectual property and confidential materials, as well as to the setting up of influence networks. An important case in point is the Chinese co-option of LinkedIn for gaining operatives in and confidential information from Western states and enterprises. Exposing the emerging adversary techniques used by resourceful state actors is the first counter-step. Moreover, preparedness needs to be highlighted, counter-measures modernized, and laws updated to address the new vulnerabilities.

30. US foreign policy tools in the era of disinformation: Deficiencies prevent effective response to malign information operations

Russia, China, Iran and ISIS use information operations to undermine the national security objectives of the United States and its allies. However, the US’s international response has been weak. Internal constraints have limited more effective counter-measures. In particular, the lack of a coordinated White House-level strategy, dispersed authorities and little cooperation with private social media companies can be identified as causal factors. Additional steps by the Trump Administration to counter foreign disinformation will aim to protect the 2020 presidential elections rather than to push back on efforts to undermine US leadership abroad.
