1241. A U.S. Asian-Pacific Pivot Point: Burma's Natural Resources

Abstract:
Burma wavers on the cusp of a transition from conflict, plunder, and risk towards peace and a more open, stable society. A half-century of armed warfare, largely financed by the rapid exploitation of high-value natural resources, may be coming to an end in mainland Southeast Asia's largest nation. The use and extraction of environmental assets will continue, however, to determine Burma's political and economic future. Unfortunately, natural resources too often play a perverse role in preventing needed reforms in countries emerging from protracted conflict. In an era of fiscal constraint, "sequestration," and a decade of Iraq and Afghanistan nation-building fatigue, how can the U.S. best aid Burma's transformation? The on-the-ground situations in Burma, namely, ethnic conflicts, land grabs, internally displaced persons, each undergirded by a deep distrust of the central government, are as varied as they are fluid. U.S. foreign policy issues regarding the nation also known as Myanmar, beginning with that nation's toponym,2 are so complex as to defy the Interagency and Tactical Conflict Assessment Frameworks, respectively vaunted by U.S. government civilian agencies and military services.

1242. Towards a Taxonomy of Militaries in Contemporary Africa

Abstract:
The African development and governance picture is today highly differentiated with some countries developing successful democracies while riding a wave of growth, others facing outright institutional failure, and a great number in-between. Critical to understanding the different paths that countries have taken, and the likely even greater divergences in the future, is the relationship between civilians and soldiers. Starting soon after independence in the early 1960s, the seizure of power by soldiers was emblematic of the problems African states faced in promoting good governance. Now, at a time when most soldiers are back in their barracks, economic growth has accelerated and democratization has progressed. However, the picture varies greatly from country-to-country. In this paper, we develop a taxonomy of African militaries to understand why some countries have better civil-military relations than others, what is the likely path in the future, and the potential role, if any, for outsiders. African militaries are characterised, just as African states themselves, by different capacities and civil-military records.

Durant les neuf derniers mois, ce qui restait de l'Etat centrafricain s'est effondré avec de graves conséquences humanitaires (400 000 personnes sont déplacées et presque la moitié de la population a besoin d'aide humanitaire). Le gouvernement de transition et la force de sécurité régionale ont été incapables de freiner la chute dans l'anarchie aussi bien en zone rurale qu'en zone urbaine et notamment à Bangui. Après plusieurs mois de passivité et à la suite de tueries, la communauté internationale a pris conscience des conséquences de la faillite de la RCA. Malheureusement, la détérioration de la situation est bien plus rapide que la mobilisation internationale et Bangui est au bord de l'explosion. Dans l'immédiat, le Conseil de sécurité devrait fournir un mandat sous chapitre 7 à la Mission internationale de soutien à la Centrafrique sous conduite africaine (Misca) épaulée par les forces françaises pour rétablir l'ordre dans Bangui dans un premier temps puis se déployer dans d'autres villes. Par la suite, la réconciliation religieuse devrait être privilégiée et des mesures de stabilisation devraient être appliquées.

Abstract:
The Egyptian Orthodox Christian community—the Copts—has been the target of violence and discrimination since the 1970s and especially following the revolution that overthrew Hosni Mubarak. The Egyptian state has done little to remedy the situation and has at times enabled the conflict between Muslims and Christians. Achieving religious freedom and equality depends on building state institutions that can guarantee all citizens' constitutional rights.

Abstract:
The need to support central state institutions in fragile situations by prioritising capacity development has recently been elevated to a shared global concern as a result of the New Deal developed through the forum of the International Dialogue for Peacebuilding and Statebuilding. Peacebuilding and statebuilding are perceived as the most important aims of aid, and capacity development is central to achieving these. The emphasis on a country-led process indicates the need to develop capacities to lead such processes. Also, the commitment to joint development of a plan, support to political dialogue and leadership, transparency, risk sharing, strengthening of country systems along with the strengthening of capacities, all depend on or encompass strong elements of capacity development. This policy brief elaborates some major issues to be considered by donors supporting capacity development of central state institutions in fragile situations.

Abstract:
The Commitment to Development Index ranks 27 of the world's richest countries on policies that affect the more than five billion people living in poorer nations. The CDI goes beyond measures of foreign aid to quantify performance in seven areas: Quantity and quality of foreign aid Openness to trade policies that encourage investment and financial transparency Openness to migration Environmental policies Promotion of international security Support for technology creation and transfer Why does the CDI matter? Because in an integrated world, the behavior of rich countries and powerful institutions can profoundly affect the lives of people in poor countries and because poverty and weak institutions in developing countries can breed public health crises, security threats, and economic crises that know no borders. Committing to policies that promote development and well-being is a global imperative: no human being should be denied the chance to live free of poverty and oppression and to enjoy a basic standard of education and health. The CDI countries all promote respect for human life and dignity; the Index looks at whether the policies of rich countries match these aspirations.

1247. Is Anyone Listening? Does US Foreign Assistance Target People's Top Priorities?

Abstract:
The United States government has made repeated declarations over the last decade to align its assistance programs behind developing countries' priorities. By utilizing public attitude surveys for 42 African and Latin American countries, this paper examines how well the US has implemented this guiding principle. Building upon the Quality of Official Development Assistance Assessment (QuODA) approach, I identify what people cite most frequently as the 'most pressing problems' facing their nations and then measure the percentage of US assistance commitments that are directed towards addressing them. By focusing on public surveys over time, this analysis attempts to provide a more nuanced and targeted examination of whether US portfolios are addressing what people care the most about. As reference points, I compare US alignment trends with the two regional multilateral development banks (MDBs) – the African Development Bank and the Inter-American Development Bank. Overall, this analysis suggests that US assistance may be only modestly aligned with what people in Sub-Saharan Africa and Latin America cite as their nation's most pressing problems. By comparison, the African Development Bank – which is majority-led by regional member nations – performs significantly better than the United States. Like the United States, however, the Inter-American Development Bank demonstrates a low relative level of support for people's top concerns.
