Abstract:
Clashes on 11 September between Muslims and Christians in Ambon, capital of Maluku province, and sporadic incidents thereafter raised fears of a return to the communal fighting that wracked the region from 1999 to 2002. This time, an extraordinary effort by grassroots “peace provocateurs” and local officials largely kept the violence from spreading further in Maluku. But the unrest triggered efforts by extremists elsewhere to manipulate communal tensions, apparently motivating the bombing of a church in Solo, Central Java on 25 September.

62. The Ongoing Insurgency in Southern Thailand: Trends in Violence, Counterinsurgency Operations, and the Impact of National Politics

Abstract:
Since January 2004, a Malay-Muslim-based insurgency has engulfed the three southernmost provinces in Thailand. More than 4,500 people have been killed and over 9,000 wounded, making it the most lethal conflict in Southeast Asia. Now in its 8th year, the insurgency has settled into a low-level stalemate. Violence is down significantly from its mid-2007 peak, but it has been steadily climbing since 2008. On average, 32 people are being killed and 58 wounded every month. Most casualties are from drive-by shootings, but there are also about 12 improvised explosive device (IED) attacks a month.

In 2004, the U.S.-led coalition and Iraqi security forces faced a growing challenge from insurgents and militia groups as the country drifted toward civil war. In street battles with heavily armed insurgent and militia groups, Iraq's fledgling police units mutinied under fire and resigned en masse, pointing out shortfalls in the U.S. police training program. In response, the U.S. government transferred leadership of the U.S. police assistance program from the State Department to the Defense Department, which created heavy police tactical units capable of dealing with armed groups. At the same time, the Iraqi interior ministry independently organized police commando units composed of former Iraqi soldiers that successfully fought alongside U.S. military forces. In 2005, the installation of a new Iraqi government and the escalation of sectarian violence brought a change in the composition of the Iraqi police commando units. The new interior minister, a senior Shiite party official, enabled members of Shiite militia groups to take over the police commando units and engage in the kidnap, torture, and murder of Sunnis. To control police death squads, the U.S. military combined all of Iraq's heavy police and police commando units into a new entity, the Iraq National Police (INP). In October 2006, the U.S. military began a program to retrain police commando units that were engaged in sectarian violence. Over the following year, Iraq's new interior minister, Jawad al-Bolani, undertook a program to reform the INP, appointing a new commanding general, purging the officer corps, and inviting a training team from the Italian Carabinieri to provide advanced instruction for INP units. In 2007, INP units successfully partnered with U.S. combat brigade teams that were deployed to Baghdad as part of President Bush's surge of U.S. military force into Iraq. Over the next two years, the valor of Iraqi constabulary units and their acceptance in both Sunni and Shiite areas brought a new name, the Iraq Federal Police (IFP), and the deployment of an IFP unit to every province in the country. Lessons learned in the development of an indigenous police constabulary in Iraq should be applied to current and future stability operation.

Today, more than fifteen years after the end of the wars of Yugoslavia's dissolution, the 'Balkan question' remains more than ever a 'European question'. In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, with the completion of the process of redrawing the map of the region, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to an agenda focused on the perspective of the Western Balkan states' accession to the European Union, to which there has been a formal political commitment on the part of all EU Member States since the Thessaloniki Summit in June 2003. The framework was set, the political elites in the region were – at least verbally – committed to making Europe a priority and everyone was supposedly familiar with the policy tools thanks to the previous wave of Eastern enlargement. With the region's most contentious issues apparently having been defused, the EU could move from stability through containment towards European integration.

Abstract:
Starting in mid-2003, the government of Sudan responded to an armed rebellion in the western state of Darfur with a massive campaign of killing and expulsion carried out both by regular army troops and by a proxy force known as the Janjaweed. United Nations (UN) sources estimate that this orchestrated effort led to the death of at least 300,000 people, while over two million were forcibly displaced. Extensive documentation by the UN, human-rights organizations and the media leaves no doubt that the Sudanese government and the Janjaweed committed war crimes and crimes against humanity, and did so over a period of many years. Yet all attempts to stop the killing, whether by neighbors, regional organizations, Western states or the UN Security Council, proved ineffective. In 2005, states-including Sudan-unanimously agreed that they had a responsibility to protect populations from mass atrocities; but this abstract commitment has had little effect on the Sudanese government or on other UN member states who had made this pledge.

Yemen's leaders consider their sporadic war against the Houthi rebels a conflict they can win and, in so doing, discourage southern secessionists—a more immediate threat to their hold on power and the nation's territorial integrity. Instead, this war in the North has exposed greater vulnerabilities for the regime, weakened the central government, and emboldened other threats to Yemeni and global stability such as al-Qaeda.

67. Lebanon's Politics: The Sunni Community and Hariri's Future Current

Abstract:
The June 2009 swearing in as prime minister of Saad Hariri, leader of the Sunni Future Current movement, marks a turning point, the end of a period of exceptional domestic political turbulence and regional tensions that began with the 2005 murder of his father, Rafic; led to institutional paralysis; and culminated with the violent May 2008 showdown between government and opposition. It also presents the new leader with a host of novel challenges. The man who took the helm of a once deeply divided Sunni community must discard much of what enabled his rise, if he is to succeed now that he is in power. With Hizbollah, the principal Shiite movement, he must move away from the sectarianism that has become Lebanon's political stock-and-trade. The Future Current should initiate the process of becoming a more genuine, institutionalised party, breaking from the clientelism that will otherwise inhibit the prime minister's transition from community leader to statesman. And Hariri must continue to navigate the difficult normalisation with Syria, over coming deep mistrust among his constituency toward Damascus.

Abstract:
The growing internal schisms and factionalism within Somalia's Islamist movement risk plunging the country even deeper into violence and bloodshed, with dangerous implications for the wider region and beyond. These divisions are also aggravating the political crisis by polarising groups further along ideological, theological and clan lines. However, a limited opportunity may now exist for Somalia's political actors and the international community to capitalise on these divisions and re-alignments to reach out to the increasing numbers of domestic militants disenchanted with the growing influence of foreign jihadis and extremist elements bent on pursuing a global agenda.

70. Tentative Jihad: Syria's Fundamentalist Opposition

Abstract:
Prematurely and exaggeratedly highlighted by the regime, belatedly and reluctantly acknowledged by the opposition, the presence of a powerful Salafi strand among Syria's rebels has become irrefutable. That is worrisome, but forms only part of a complex picture. To begin, not all Salafis are alike; the concept covers a gamut ranging from mainstream to extreme. Secondly, present-day Syria offers Salafis hospitable terrain – violence and sectarianism; disenchantment with the West, secular leaders and pragmatic Islamic figures; as well as access to Gulf Arab funding and jihadi military knowhow – but also adverse conditions, including a moderate Islamic tradition, pluralistic confessional make-up, and widespread fear of the kind of sectarian civil war that engulfed two neighbours. Thirdly, failure of the armed push this past summer caused a backlash against Salafi groups that grabbed headlines during the fighting.
