751. Services Trade and IT-enabled Services: A Case Study of India

Abstract:
Services trade has assumed considerable significance for the Indian economy. The role of IT and IT-enabled services (ITES) is particularly worth mentioning in this context. The growth of this sector has not only helped to improve the current account balance of India, but also generated income and employment. This paper anlyses data on services trade provided by IMF for different countries across the globe and examines India's position in relation to other countries. In particular, the paper compares India's exports of IT and ITES (clubbed together in IMF classification under other business and computer services categories) vis-à-vis some of its competitors in this field as far as international trade is concerned. The paper then looks at the trade in IT-enabled outsourcing services from India and examines the strengths and weaknesses of India as an outsourcing location.

Today, India is the world's fastest growing cellular phone market. This past month, we added 8 million subscribers. Our current telephone subscriber base stands at 273 million, with an annual compounded growth rate of 42 percent since 2002. The number of cellular phone subscriptions has tripled over the past year and is 233 million at present [December 2007]. India looks set to achieving the stated target of 500million telephone subscribers by the end of 2010.

753. Social Movements as Agents of Innovation: Citizen Journalism in South Korea

Abstract:
This article aims to further develop the field of innovation studies by exploring the emergence of citizen journalism in South Korea's social movement sector. To achieve this aim, the framework of innovation theory has been extended to innovations in social fields beyond technology and the economy. Our findings show that the emergence of citizen journalism resulted from brokerage activities among journalists, labor and unification activists, and progressive intellectuals. Despite different cultural visions and structural interests, these groups succeeded in building coalitions and constituted a sociocultural milieu which promoted reciprocal learning by allowing actors to realize new ideas and to exchange experiences. The empirical part of the study is based on a social network analysis of social movement groups and alternative media organizations active in South Korea between 1995 and 2002.

Abstract:
This article analyzes the possible relationship between terrorist groups and the media. As an example, a case study on the Al Qaeda organization will be used. Our methodology will involve analyzing the content of its public statements and examining the developments that have taken place during its history as an organization. Both perspectives suggest that terrorisms view of the media, far from being composed of rigorous ideological or political principles, is shaped by their calculations of estimated opportunities. Its perception of the mass media, has depended on its perception of estimated media impact. This has determined three stages during its history: Hostility toward media that it has held responsible for hiding or distorting its message; Adaptation to a new environment where there are networks that are willing to interpret reality from a perspective similar to the jihadist point of view Exploitation of the Internet as an indirect means of obtaining the mass media's attention.

Abstract:
Turkey has a growing economy demanding about 7% more energy each year. It's electric power generation capacity (approx. 41,000 MW) must be doubled in the next 10 years to meet the demand. Natural gas has a significant share in electricity production, which should be reduced. Domestic and renewable energies should be employed in meeting the demand. Turkey took major steps toward liberalization of its energy market. Private enterprises are expected to invest in the energy market in a timely manner. Turkey has an “energy corridor” position between the gas and oil producing countries and the importing countries. Turkey's efforts to actualize the use of renewable and domestic sources should be supported.

Abstract:
The objective of this research is to pinpoint the key determining factors that managers in multinational semiconductor firms use to decide upon a location to expand their business. Interviews were conducted with seventeen executives at eight companies, at both the U.S. and Japanese headquarters. Based on these interviews, the author analyzed the data to determine the strengths and weaknesses of Japan's Kumamoto Prefecture, in particular, as a semiconductor investment location. One important research finding is an assessment of these strengths and weaknesses, their importance to foreign executives, and how Kumamoto can capitalize on them in order to attract more business to the region.

The countries of the G8 have a key role in establishing a global deal to reduce greenhouse gas emissions, not only because they produce 40% of global emissions, but because they can help facilitate the diffusion of the technologies necessary to stabilize the climate. Energy efficiency holds the key to both energy and climate security. Currently available technologies and practices will enable short-term and long-term targets to be met. There is a need for international cooperation that leads to increased efficiency standards for products and structures, focused finances and greater human resources and knowledge. Sector initiatives that help drive emissions reductions in heavy energy-consuming sectors will play an important role. Reductions in energy consumption and greenhouse gas emissions can be significantly increased through greater technological innovation and diffusion. This can be enhanced through greater research cooperation, increased targeted finance and deployment agreements.

760. Policies for Funding a Response to Climate Change

Abstract:
This paper asserts that a significant increase in public funding for climate change research and development (R) is needed in the United States. While additional public R funding alone is unlikely to provide a sufficient policy response to climate change, it is a critical policy component in an effective long-run strategy. Different possibilities for generating additional public revenues for R funding are considered. The analysis demonstrates that quite modest taxes on carbon emissions or gasoline could fund a significant increase in public R funding for clean energy. As an alternative to tax instruments, the paper also considers a program of voluntary retirement contributions to a clean energy fund. These clean energy retirement accounts (CERAs) would allow individuals to directly contribute to a fund that would be used exclusively to support climate change-related R Specifically, the paper suggests that CERA funds be used to offer low-interest loans to private firms and to form private-public partnerships pursuing the long-term development of clean energy technologies. Loan repayment and the eventual profitability of some partnerships will at least partially fund payments to CERA holders when they retire. Using reasonable assumptions, a simulation analysis demonstrates the financial feasibility of the program and the conditions in which the program would be fully self-funding.
