1731. The Current State of European Union-China High-Tech Cooperation

Abstract:
In line with the European policy of supporting China\'s economic reform and development, research institutes and companies in the European Union (EU) have been the major sources for high-technology exports to the People\'s Republic of China in the past thirty years. Dual-use technologies ranging from aerospace to semiconductors play a central role for economic development as well as for modern military development, including network-centric warfare. Yet a comprehensive EU paradigm on China\'s military rise and the impact of these technology transfers has not evolved. The EU–China "strategic partnership" is still dominated by economic considerations. Lack of coordination between the national and the European level contribute to the risks accompanying EU–China collaboration in this field. The differences between EU and U.S. perceptions of China\'s military rise provide potential for further Transatlantic discord, as happened during the acrimonious debate on the intended lifting of the EU arms embargo on China in 2004–2005.

Abstract:
The confluence between the gender and information technology (IT) revolutions has the potential to create a new development paradigm. The transition from an industrial to a knowledge society opens up new opportunities for women in the emerging technology transfer, innovation and entrepreneurship (TIE) fields that avoid some of the negative consequences of academic science. The spread of information and communication technologies (ICTs) in developing countries empowers women by upgrading skills, enhancing employment opportunities, creating income for reinvestment and political strength. This article addresses the consequences of gender inequalities in depressing the contribution of women and the growing opportunities for them to use technology in order to take economic and social advancement into their own hands.

Abstract:
This is a study of higher education and quality in one of the world's largest developing economies. India. India is already an important global economic player, and, unusual for developing countries, its success is due in part to exports of information technology services. By mid-century, India could be an economic powerhouse, but one factor influencing whether it reaches this level will be how successfully it creates quality higher education to put its labor force at the cutting edge of the information society. It is difficult to imagine large economies reaching higher stages of development in the 21st century without high levels of innovative, well-trained, politically savvy professionals.

Dr. Fingar made the comment above to highlight the challenges that “the explosive growth of the amount of information that is out there” now present to the analytic and policymaker communities—as illustrated by the fact that official People's Republic of China (PRC) statistics from 2003, the last year they were published, put the number of China's periodicals at 11,193. However, although Fingar did not say so, there is some chance that his project thirty-one years before may have been driven, in part at least, by the intelligence community's recognition that there was already too much information.

Abstract:
It is eerie to reread The Communist Manifesto while contemplating the profound and deeply unpredictable effects of the new information revolution. Karl Marx and Friedrich Engels saw dialectical materialism and the iron laws of history as driving change, not the Internet and the digitization of information, but their jeremiad, that “all that is solid melts into air,” looks startlingly prescient in regard to huge swaths of the information industry. Book publishing, TV network news, newspapers, and even traditional universities are, if not melting into air, then at least finding their revenue bases eroding, their customer bases migrating, and the positions of prestige they once occupied shrinking toward nothingness.

The consequences of those limitations are among the factors driving the formation of large administrative entities, primary among them states. A spate of attacks from both state and nonstate actors have provoked other Western nations to join the United States in emphasizing cyber security as a national security priority. As noted by Deputy Secretary of Defense William Lynn last July, any peer state, proxy organization, or skilled group of close friends anywhere in the world with unfettered internet access is able to attack in milliseconds due to the global, open, and easy nature of the world's now huge telecommunications systems. The world of "cybered conflict" is one in which even the part-time foreign attacker can to an unprecedented degree flexibly choose the scale, proximity, and precision of any attempted attack. They can at their leisure aim at any state's military, government or commercial networks, or those of any of our allies, or associates.
