Tight export controls on high-tech products have become an expensive luxury that the United States can no longer afford. The liberalisation of remaining controls is therefore set to continue, whatever the partisan composition of the next Congress and the next administration.

Abstract:
Inflation has begun to accelerate throughout the OECD-area, mainly as a result of higher oil prices. The increase comes from a low base and official forecasts suggest that the price outlook is generally benign. However, a further tightening of monetary policy in order to contain inflation at these low levels is now probably the most important threat to asset market valuations and the continued expansion of the global economy. Product market liberalisation, globalisation and the advent of the internet have brought real and lasting changes in pricing behaviour that will not disappear with a global upturn. These trends have been reinforced by improvements in the operation, credibility and effectiveness of national monetary policies. Nevertheless, historical experience suggests that inflationary pressures could accelerate rapidly as the major economies enter their first period of coincident growth since 1988-90. The result is likely to be tighter monetary policy rather than permanently higher inflation and long-term interest rates.

The current bubble in 'technology stocks' has led to official concern about over-enthusiasm by investors and the banking consequences of a sudden price collapse. The first signs of the long awaited shift emerged last week, as investors shifted from fashionable technology, media and telecoms (TMT) stock back into traditional 'old economy' blue chips. Capital flooding in from Europe and Japan to the United States has been attracted to booming markets led mostly by these stocks. The rest of the market (misleadingly known as the 'old economy') has risen comparatively little.

Abstract:
In Chile's capital of Santiago, the summer sun rises over a hazy, smog-filled sky. The sky darkens as the day progresses and often turns a light brown. In winter, air quality is even worse, and visibility drops sharply. A ring of mountains and thermal inversions trap pollution in a choking cloud over the city. But the mountains and air currents are not the whole problem. Twenty years ago the air was relatively clean. That was before economic growth accelerated sharply. A rapid increase in industrial production and a major increase in truck, bus, and automobile traffic are all pumping pollutants into the air. The result is a high level of respiratory problems, sickness, and premature death.

Abstract:
Some feminists argue that when women are involved in designing and using technologies in ways that meet their particular needs, new communication technologies such as the Internet and email groups can facilitate empowerment and social change (Collins-Jarvis, 1993; Farwell, Wood, James and Banks, 1999; McCulley and Patterson, 1996). These effects are said to arise because the Internet can make gender, cultural and other differences less relevant, particularly when the identities of list members are unknown. Fredrick (1999) cites researchers who have claimed that computer mediated communication is 'non-hierarchical, more expressive, more democratic, and more inclusive' than traditional forms of communication (p.187). For instance, McCulley and Patterson (1996) found that for feminist students, cyberspace 'provides a place to exchange ideas from many points of view, across boundaries of gender, race and culture' (p.5). Email discussion groups thus potentially offer 'safe spaces' for women to communicate in ways that are consistent with feminist principles and goals. They have been found to facilitate the creation of supportive 'virtual communities' that enable diverse groups of women to give voice to their various issues and concerns, and to share information and network, without the limitations of location, travel costs and time associated with face to face communication (Rural Women and ICTs Team, 1999).

Abstract:
Philanthropy, voluntarism and other non-profit activities comprise a branch of historical studies that is currently blossoming. The recent collapse of communism and the democratization of Eastern Europe have added stimulus to such studies. Today's Eastern Europe offers the third sector practitioner and researcher a strange and contradictory prospect. On the one hand, the collapse of communism and the continuous democratization of the region open new and exciting vistas for the development of civil societies. On the other hand, the re-emergence of old ethnic conflicts and traditional power structures can act as deterrents to the establishment of a viable civil society, as such a society is known in the west. The modern not-for-profit practitioner wishing to do work in the countries of Eastern Europe must keep it in mind that today's events reflect the historical complexity of the region; what we learn about the past of Eastern European society teaches us about its present models of voluntarism.

Contrary to the United States, the European Union (EU) has established a single technical standard for second generation wireless telecommunications. The successful creation of the pan-European digital standard GSM is of utmost industrial significance. It has provided Europe's equipment manufacturing industry with a market large enough to exploit economies of scale and has thus enabled European manufacturers to become world leaders in the mobile communications industry. Given the centrality and crucial importance of wireless technology for the emerging information society and digital economy, the story of the establishment of GSM is of interest to anybody studying the growth and trajectory of digital technology and its commercial applications. After all, the nature of digital economies implies that control over network evolution translates into control over the architecture of the digital marketplace, as François Bar has argued. Hence, control of and influence over network evolution has global economic ramifications. In addition, however, the political process that enabled GSM featured pivotal supranational leadership in the form of European Commission initiatives in a domain that has traditionally been dominated by national players. Grasping standard setting in the case of GSM thus also contributes to an understanding of the changing governance patterns of the European economy and consequently is of interest to anybody concerned with issues of European integration as a whole.

Coca-Cola sells bottles of soda to consumers. Consumers drink the soda (or use it in any other way they like). Some consumers, out of morbid curiosity, may read the list of ingredients on the bottle. But that list of ingredients is generic. Coca-Cola has a proprietary 'formula' that it does not and will not release. The formula is the knowledge that makes it possible for Coke to combine sugar, water, and a few other readily available ingredients in particular proportions and produce something of great value. The bubbly stuff in your glass cannot be reverse-engineered into its constituent parts. You can buy it and you can drink it, but you can't understand it in a way that would empower you to reproduce it or improve upon it and distribute your improved cola drink to the rest of the world.
