991. Assessing the Risks of Cyber Terrorism, Cyber War and Other Cyber Threats

Abstract:
Cyber-warfare conjures up images of information warriors unleashing vicious attacks against an unsuspecting opponent's computer networks, wreaking havoc and paralyzing nations. This a frightening scenario, but how likely is it to occur? What would the effects of a cyber attack be on a potential opponent? Cyber attacks, network security and information pose complex problems that reach into new areas for national security and public policy. This paper looks at one set of issues – those related to cyber-terrorism and cyber attacks on critical infrastructure and their implications for national security. Cyber-terrorism is “the use of computer network tools to shut down critical national infrastructures (such as energy, transportation, government operations) or to coerce or intimidate a government or civilian population.” The premise of cyber terrorism is that as nations and critical infrastructure became more dependent on computer networks for their operation, new vulnerabilities are created – “a massive electronic Achilles' heel.” A hostile nation or group could exploit these vulnerabilities to penetrate a poorly secured computer network and disrupt or even shut down critical functions.

Mueller walked with New York Governor George Pataki. “We'll get them,” he said.

993. Indoor Air Pollution: The Quiet Killer

Air pollution in big cities gets headlines, but in many rural areas of developing countries indoor air pollution is an even more serious health problem. Long-term exposure to smoke from cooking indoors with wood, animal dung, and other biomass fuels contributes to respiratory illness, lung cancer, and blindness. As a cause of ill health in the world, indoor air pollution ranks behind only malnutrition, AIDS, tobacco, and poor water/sanitation. The results of a national household survey in India linking cooking smoke to tuberculosis and blindness in adults and acute respiratory infections in children add to a growing body of evidence from other studies that reducing exposures to toxic emissions from cookstoves can substantially improve health and save lives. Governments can do more to promote clean fuel use, educate people to the risks of exposure to cook smoke, and provide and promote more efficient and better-ventilated cookstoves. Curbing indoor air pollution is not only a key to better health but also an important investment for achieving development goals and improving living standards.

994. Where is Portuguese Agriculture Headed? An Analysis of the Common Agricultural Policy

Abstract:
In the first part of this paper we analyze the conditions in of a shifting emphasis from the politics of prices to a social-structural policy. We also ask how well the CAP has adjusted to the ecological and social characteristics of the countries of southern Europe and whether it has actually supported the agriculture and rural citizens of these countries. In the second part of the paper, we present some of the results of the application of the CAP in Portugal, and discuss what role agriculture might have in developing the rural sections of the country. Broadly, our goal is to determine to what extent attempts to shift the CAP's focus from agriculture to the rural world and from productivity to quality can benefit Portugal and the other countries of southern Europe. Different countries and interest groups received the intercalary revision with a varying mixture of fear, caution and hope, and have opened a serious debate.

Abstract:
There has been a tendency, especially in North America and Europe, and among technology enthusiasts and some educators, to assume that the whole world is connected to the Internet, and surfs the World Wide Web. Why would we use the term, 'World Wide Web', if we were not talking about a global phenomenon? However, Internet statistics show that only about six to eight percent of the world's six billion population is connected to the Internet. Approximately ninety-two percent of the world is NOT connected to, nor uses, the Internet. 1 The erroneous assumption of universal connectivity is not simply a statistical mistake. Governments, corporations, community organizations, and individuals make many incorrect decisions, with sometimes dramatic and far-reaching consequences, on the basis of the assumption that most of the world is connected to the Internet. Not only is the vast majority of the world not connected to the Internet, most people do not even have the computers, skills, experience, interest, or awareness to become connected. The disconnected are not randomly distributed, but have specific demographic, social, economic, racial, ethnic, gender, gerontological, and political characteristics that amount to a systematic bias of exclusion, often referred to as the “digital have-nots”. Similarly, the connected are not randomly distributed, but possess particular demographic, social, economic and political characteristics making up what has become known as the ““Digital Haves””. The separation, chasm, abyss, canyon, gulf, or distance between the ““Digital Haves”” and “digital have-nots” has become known as the “Digital Divide.”

996. Regulatory Europeanization, National Autonomy and Regulatory Effectiveness: Marketing Authorization for Pharmaceuticals

Abstract:
The EC harmonized market entry regulation for pharmaceuticals from the early sixties on, but it achieved neither its goal of uniform national regulatory decisions nor that of automatic mutual recognition. Subsequent attempts to Europeanize the procedures themselves resulted in two alternatives in 1995: a Centralized Procedure for innovative pharmaceutical products implemented at the EU level, and a Decentralized Procedure which tries to assure mutual recognition. First, the paper analyzes the distinctive modes of Europeanization employed in these regulatory alternatives, examining both their impact on the effectiveness of European governing and the balance they strike between European interventionism, national participation and national autonomy. Second, it tries to assess whether Europeanization furthers the goals of pharmaceutical market entry policy as defined in European regulations – public health protection, creation of a single market and the reduction of regulatory costs to industry. There is little evidence that the public's health is less well protected when regulation is Europeanized. Only the Centralized Procedure contributes significantly to the goal of establishing a single market. Regulatory costs in terms of approval time did go down especially for pharmaceutical firms using the Centralized Procedure, mainly because of efficiency-enhancing legal provisions and institutionally induced regulatory competition between national authorities.

Abstract:
It is widely believed that the Internet poses an insurmountable threat to authoritarian rule. But political science scholarship has provided little support for this conventional wisdom, and a number of case studies from around the world show that authoritarian regimes are finding ways to control and counter the political impact of Internet use. While the long-term political impact of the Internet remains an open question, we argue that these strategies for control may continue to be viable in the short to medium term.

Abstract:
In 1974 a global "third wave" of democratization began when a military coup in Portugal ended the dictatorship of Antonio Salazar, who himself had come to power in a military coup in 1926. Over the course of the succeeding 15 years, about 30 countries changed from various forms of nondemocratic regimes to nominally democratic ones, most dramatically in South America and Central and Eastern Europe. During this period, notable transitions from nondemocratic rule also occurred in Africa and Asia.
