Abstract:
The IMF has struggled for decades to develop a set of lending practices that enable sovereign borrowers to resolve serious debt problems and restore economic growth, but also respect the right of private financial markets to enter into and enforce contractual obligations. The challenge has always been to operate under a well-defined set of principles while dealing with each situation in a way that takes account of relevant circumstances. Recently, the international financial crisis that began in 2008 and the subsequent European sovereign debt crisis have raised this challenge to new heights. In providing €30 billion to Greece — the largest financial package ever granted to a single country — the IMF invoked greater discretion in its lending decisions to counteract potential "systemic" crises. By doing so, it entered a program without a restructuring agreement.

Abstract:
Revolution and Reform in Russia and Iran: Modernisation and Politics in Revolutionary States In her comparative study, Ghoncheh Tazmini investigates the Russian revolution of 1917 and the 1979 Iranian revolution to identify patterns of continuity and change, including attempts at reform. At first, both revolutions might appear entirely different. In Russia, the Tsarist monarchy was replaced by socialism, whereas in Iran political Islam prevailed. However, Tazmini convincingly shows that both revolutions had related roots: the people's opposition to Western-inspired, autocratically enforced modernization that was endorsed by the Russian Tsars and Iranian Shahs. Moreover, in Vladimir Putin and Mohammad Khatami, she argues, both countries saw reformers with a similar outlook. By adopting beneficial Western practices without 'Westernizing' their countries, Putin and Khatami overcame the “antinomies of the past.” After the introduction, chapters two, three, and four discuss the experiences of modernization in Russia and Iran under the Romanov tsars and Pahlavi shahs. Both Peter the Great (in the 18th century) and Reza Shah (in the 20th century) sought to catch-up with developed European countries. To this end, they embarked on ambitious modernization programs, which were continued by their successors. In this context, Tazmini shows that the Russian and Iranian modernization programs only partially followed the European example. While embracing outward signs of modernity such as modern industries, state-society relations remained traditionally autocratic. Tazmini rightly grasps this as “modernization without modernity” in an attempt of “modernization from above.” Modernization from above is described as a “double helix” of economic modernization on the one hand and authoritarian political stagnation on the other hand. She notes, “Whilst both countries aspired to converge with the West by meeting its material and technological achievements, they ended up diverging by retaining the autocratic foundations of the ancient régimes.”

Picknick mit den Paschas: Aleppo und die levantinische Handelsfirma Fratelli Poche (1853-1880) Studies on the Europeans who lived in the Ottoman Empire have been mostly conducted through the Ottoman and European state archives. Few works on the social history are based on private papers, such as Beshara Doumani's work, Rediscovering Palestine: Merchants and Peasants in Jabal Nablus, 1700-1900 (Berkeley and Los Angeles: University of California Press, 1995). As scholars of the Ottoman social history focus on the ethnic and religious minorities, foreigners, merchants, peasants, and women, such archives have become more precious than ever in order to reconstruct the story of understudied subjects. Ade's book takes its power from this background, as she skillfully uses the private archives of Poche and Marcopoli families, which were discovered in the 1990s. Comprised of two separate folios, the trade firms of both families kept chronologically archived accounting books, daily payments, warehouse books, and deadline records of payments from 1853 until 1921. Apart from family papers, there are memoirs, the archives of European vice-consulates, accounting and trade books, and documents from state archives in Aleppo, Istanbul, Paris and Nantes. After the Ottomans took over Aleppo, the city became a trade terminus for the mercantile coming from the Asia and a maritime link for European merchants. In a few decades time, most European consular representations and trade companies moved their centers from Damascus and Tripoli to Aleppo, which became the third largest urban center in the Ottoman realm after Istanbul and Cairo. Aleppo was not only in the middle of the empire but also a major city in the Arab territories on the cultural boundary of the Turkish and Arab population, which was made up of Kurds, Arabs, Turks, Christians, Jews and Bedouins. The city kept its status as one of the most active trade centers in the Eastern territories of the Ottoman Empire until late 19th century.

The North Atlantic Treaty Organization (NATO) is in search of a new narrative. While Russia's involvement in Eastern Ukraine and its annexation of Crimea will not give NATO a new sense of solidarity, these events have highlighted what the alliance and its members must urgently do. It is time for all NATO countries to engage in a real strategic debate about why defense matters and what members should do to uphold the transatlantic relationship.

285. Rethinking TNI AU's Arms Procurement: A Long-run Projection

Abstract:
Although the Indonesian Air Force (TNI AU) has committed itself to several noteworthy procurements, its overall operational-readiness remains questionable. The Indonesian government still has to play catch-up when it comes to improving its Air Force's capability. Given TNI AU's intention of raising the effectiveness of its arms acquisitions, this report argues that the Indonesian government must eschew short-term goals and pursue a procurement plan with a long-term view in place. The report recommends that the Indonesian government include a viable strategy for maintenance and upgrades within its procurement plan in tandem with the requisite support of the national defence industry. The paper concludes with five policy recommendations. First, it is paramount for the Indonesian government to provide a proper assessment of its strategic environment to guide its procurement policy. This will require careful scrutiny of the strategic defence plan highlighted in the Defence White Paper including addressing shortcomings with regard to the tailored needs of the Air Force. Second, domestic defence industries should possess in-house capabilities when it comes to producing the necessary aircraft spares for TNI AU's specific use. Third, the Indonesian government can consider fostering some form of international collaboration to facilitate joint production. Fourth, to maximise the outcomes derived from the international collaboration, Indonesia needs to create and execute a reward and punishment system for its offset policy. Fifth, the TNI AU should look into the imperatives of spares compatibility and availability when drafting procurement policies.

286. Bosnia's Future

Bosnia and Herzegovina (BiH, or Bosnia) poses little risk of deadly conflict, but after billions of dollars in foreign aid and intrusive international administration and despite a supportive European neighbourhood, it is slowly spiralling toward disintegration. Its three communities' conflicting goals and interests are a permanent source of crisis, exacerbated by a constitution that meets no group's needs. The political elite enjoys mastery over all government levels and much of the economy, with no practical way for voters to dislodge it. The European Union (EU) imposes tasks BiH cannot fulfil. A countrywide popular uprising torched government buildings and demanded urgent reforms in February 2014, but possible solutions are not politically feasible; those that might be politically feasible seem unlikely to work. Bosnia's leaders, with international support, must begin an urgent search for a new constitutional foundation.

288. Negotiating Libya's Constitution

Among the many problems facing Libya's troubled transition to democracy is the challenge of constructing a state in a country with a legacy of weak institutions. Muammar al-Qaddafi's brutal forty-two-year dictatorship employed a policy of de-institutionalization, leaving the presence of the state feeble throughout the country. Those organs that were powerful, including the secret security apparatus, lost their leader with Qaddafi's fall in 2011, leaving a power vacuum that nonstate actors have scrambled to fill. Some of the most influential political groups in Libya today are militias formed during and after the revolution. Although some are loosely affiliated with the ministries of interior or defense, most, if not all, do not demonstrate any particular loyalty to the government. Militias have kidnapped the prime minister (the militia responsible called it an “arrest”), assassinated judges and police officers, physically occupied the office of the justice minister, and engaged in an urban battle in Tripoli. They also seek to advance their political interests—which vary, but include influence over officials, rent seeking, and some Islamist agendas—with threats against ministries or officials. And yet the state relies on militias to provide essential security services such as running checkpoints and protecting the airport because no ministry force is up to the task. The ascendancy of these militias points to two troubling realities: the state lacks a monopoly over the use of force and the country faces an ongoing deterioration of the rule of law.

The 2011 protests against corruption, lack of accountability, limited access to basic services, and the extreme centralization of power transformed Yemen. In November of that year, the main political parties signed a transition plan, brokered by the Gulf Cooperation Council, which provided the framework and process to achieve a peaceful transfer of power. Two of the key steps agreed upon in the transition plan were the convening of the National Dialogue Conference (NDC), followed by drafting a new constitution based on the outcomes of the National Dialogue.

290. No Arab Spring for Algeria

The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.
