241. EU-Turkey Relations: Turning vicious circles into virtuous ones

Abstract:
Concerns about the deterioration of democracy in Turkey are not new: the trials over the 2003 „ Sledgehammer ‟ alleged coup plan (2010-12) and over the ‟ Ergenekon ‟ secret organisation (2008-13) broke the military‟s influence over politics, but were widely criticised because of their reliance on secret witnesses and disputes over evidence. Ironically, their outcome has recently been challenged by Prime Minister Erdoğan himself, who has disowned the trials now that the judiciary has the AK Party in its sights. International concern was also stirred by the violent crackdown on the countrywide protests of May/June 2013. Unrest then was triggered by the planned redevelopment of Istanbul‟s Gezi Park in May 2013, but developed into a wider movement critical of government corruption, increasing restrictions on freedom of speech and concerns about the erosion of secularism. Protests simmered on through September, winding down in autumn and winter only to reignite in March of this year.

242. The Crowding-out Effect of Mandatory Labour Market Pension Schemes on Private Savings: Evidence from renters in Denmark

Abstract:
This paper aims to estimate the crowding-out effect of the Danish mandatory labour market pension reforms begun in 1993 on the level of total household savings for renters. The effect is identified via a large panel of individual administrative records utilising the differences in speed, timing and sectoral coverage of the implementation of the reform in the period 1997 to 2005. Little substitutability was found between current mandatory labour market pension savings and private voluntary savings. Each euro paid into mandatory labour market pension accounts results in a reduction in private savings of approximately 0 to 30 cents, depending on age. This low rate of substitution is only, to a minor extent, explained by liquidity constraints. The results point to mandatory pension savings having a large effect on total household savings. Thus, pension reforms that introduce mandatory savings have macroeconomic implications.

After all, federal entitlement programs make up well over half of federal spending today and account for all projected growth in noninterest outlays as a share of GDP over the next three decades.

Abstract:
Myanmar's military, the Tatmadaw, has been the dominant institution in the country for most of its post-independence history. After decades of military rule, it began the shift to a semi-civilian government. A new generation of leaders in the military and in government pushed the transition far further and much faster than anyone could have imagined. Major questions remain, however, about the Tatmadaw's intentions, its ongoing involvement in politics and the economy, and whether and within what timeframe it will accept to be brought under civilian control. Transforming from an all-powerful military to one that accepts democratic constraints on its power will be an enormous challenge.

245. Working for the Many: Public services fight inequality

Economic inequality – the skewed distribution of income and wealth – is soaring. Oxfam's own research has found that the 85 richest individuals in the world have as much wealth as the poorest half of the global population. Economic inequality is also putting lives on the line – more than 1.5 million lives are lost each year due to high income inequality in rich countries alone. A recent study of 93 countries estimated that reducing the income share of the richest 20 per cent by just one percentage point could save the lives of 90,000 infants each year. Estimates also show that failing to tackle inequality will add hundreds of billions of dollars to the price tag of ending poverty, putting the achievement of any new post-2015 poverty goals in jeopardy.

The vital role played by the International Monetary Fund (IMF) in stabilizing the world economy and financial system is in serious jeopardy. The failure in mid-January by the US Congress to approve IMF reform legislation that had been pending for more than three years did not simply bring to a screeching halt a decade of slow progress reforming the governance of the Fund to make it more representative, legitimate, and therefore effective. Congress's balking on this issue also did substantial, actual damage to the US reputation around the world, as the leaders of many countries called into question Washington's ability to deliver on promises made in international economic agreements.

247. The Big Break: The Conservative Transformation of Canada's Foreign Policy

The foreign policy of the Harper government has been called ideologically conservative, incoherent, a betrayal of a proud foreign policy tradition, and worse. The critics have a point, in that the Conservative view of Canada in the world represents a transformation from all that has gone before. But that transformation — that “big break” — disrupts an approach to foreign policy that was already under great stress. In fact, the arc of Canadian foreign policy from the end of World War II to the present can be divided into four periods: a period of Laurentian coherence, when the political, academic, bureaucratic and media elites living in the cities encompassed by the St. Lawrence River watershed formulated and implemented Canada's postwar approach to engaging the world; Laurentian incoherence, when that approach began to unravel due to both internal and external pressures; Conservative incoherence, when the Harper government tried — but often failed — to impose its own approach; and Conservative coherence, in which the Harper government has become increasingly sure-footed in its handling of diplomatic issues. Future governments may seek to reverse this Conservative reversal of the Laurentian approach, but given the breadth and depth of the Conservative coalition, at least some of the big break is likely endure.

Breves narrativas diplomáticas by Celso Amorim BY ALBERT FISHLOW Brazil featured early in the international crisis that erupted from Edward Snowden's disclosures of U.S. access to telephone conversations of more than 30 foreign leaders over the past decade, when Rio de Janeiro-based journalist Glenn Greenwald provided information about U.S. spying in Brazil to O Globo's television program, Fantástico. In response, President Dilma Rousseff took the unusual and unprecedented step of canceling her scheduled state visit to the United States. (That cancellation had some positive consequences for President Barack Obama; at least he did not have to worry about holding a state meeting during the Congress-imposed shutdown of U.S. government spending.) The Snowden disclosures increase the relevance of Celso Amorim's new book, Breves narrativas diplomáticas (Brief Diplomatic Narratives). Amorim, who served as Brazilian minister of foreign relations under two administrations of former President Luiz Inácio Lula da Silva and is now minister of defense in the Rousseff government, presents—as he had done in an earlier volume Conversas com jovens diplomatas (Conversations with Young Diplomats)—some highlights of his service as foreign minister. The emphasis in this book is on his first years as foreign minister, and gives the reader a window into Brazil's shift in foreign policy after 2003.

Austerity measures are painful. This is why they are unpopular. It is also the reason why governments tend to postpone them until they become unavoidable. They become unavoidable when financial markets raise doubts about the solvency of the country and interest rates on the public debt rise sharply, calling into question the government's ability to refinance its debt. At that point, citizens understand that unless tough austerity measures are adopted the situation might get much worse. They are ultimately willing to accept austerity as the least worse solution.
