882. Cartography and Geopolitics in the Arctic Region

Abstract:
This paper discusses the relationship between geography and politics; and more specifically, the relationship between sovereign claims and cartography. I introduce the term 'cartopolitics' to describe a particular way of making space real and corresponding with politics that defines contemporary bordering practices in the Arctic region. The paper argues that too often boundary studies assume that socio-political space arises as a result of boundary practices. In contrast, this paper proceeds from a notion that space should precede boundaries in the analysis because, unless space is taken as a natural given and constant background, its 'construction' conditions how boundaries can be established in the first place. In sequence, I argue how the United Nations Convention on Law of the Sea builds on–and requires–a particular spatiality epitomised by so-called modern cartography. This has implications for the way in which sovereignty over space is transferred from a political to a scientific domain, and essentially, it tends to mask the constructed nature of the spatiality given objectivity through the law of the sea.

886. Lessons to Be Learned: Political Party Research and Political Party Assistance

Abstract:
Generally speaking, the effects of international political party assistance are viewed negatively, or at least controversially. This study attributes some of the shortcomings of political party aid to the poor relationship between assistance providers and political science party research. They simply operate in different worlds. Party assistance lacks clear-cut concepts and strategies in practice, which makes it difficult to adequately evaluate it. At issue is its “standard method,” with its “transformative” intention to change the party organization of the assistance receivers. At the same time, the scholarship on political parties can provide only limited help to assistance providers due to its own conceptual and methodological restrictions, such as the Western European bias underlying its major concepts, the predominance of a functionalist approach, and the scant empirical research on political parties out-side of Europe and the US. Taking a cue from recent political party research, we could begin to question the overarching role of political parties in the transition and consolidation process of new democracies. Other research findings emphasize the coexistence of different types of party organizations, and the possibility of different organizational developments, which might all be consistent with consolidating democracy. All this suggests the necessity of abandoning the controversial aim of the “transformative impact” of political party aid.

En mars 2009, acculé par des manifestations, ainsi que par une mutinerie de l'armée, l'ancien président Marc Ravalomanana remet le pouvoir à un directoire militaire, qui le transmet immédiatement au maire de la capitale de l'époque, Andry Rajoelina, meneur des mouvements de contestation. 1 A la tête de l'Etat depuis lors, la Haute au- torité de la transition (HAT) monopolise le pouvoir, alors qu'une opposition structurée en « mouvances » représen- tant les anciens présidents du pays réclame une gestion inclusive et consensuelle de la transition defait, ouverte par la chute de Ravalomanana et l'installation au pouvoir de la HAT. 2 Ce mode de gestion av ait fait l'objet d'accords en 2009 à Maputo et à Addis-Abeba entre les quatre chefs de mouvances, mais ceuxci ont été annulés de manière unilatérale par le président de la HAT.

888. The Media Activism of Latin America's Leftist Governments: Does Ideology Matter

Abstract:
Has Latin America's left turn mattered in media politics? Does ideology impact governments' practices and policies regarding media and journalistic institutions? Through an empirical assessment of discourses on the media, of direct-communication practices, and of media regulation policies on the part of the recent leftist governments of Argentina, Bolivia, Brazil, Chile, Ecuador, Uruguay, and Venezuela, this paper stresses the existence of a specific media activism on the part of leftist governments in Latin America. While showing that the current binary distinctions that stress the existence of two lefts—“populist” and “nonpopulist”—obscure important commonalities and continuities, the author also demonstrates that it is the existence of certain institutional and structural constraints that best accounts for the differences among the various leftist governments in Latin America. In sum, the paper challenges the prevailing neglect of ideology as a relevant factor in explaining developments in government–media relationships in the region.

Zimbabwe's coalition government is increasingly dysfunctional, mainly due to a defeated incumbent ruler's unwillingness to surrender real executive authority to a popular opposition. The latest dispute over the president's unilateral exercise of appointment powers threatens to escalate into a constitutional crisis that seems likely to be resolved only through fresh elections. International actors can help to bring Zimbabwe's transition to a peaceful and democratic conclusion by guaranteeing power sharing, supervising elections, and maintaining targeted sanctions.

Abstract:
This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. This geoeconomic aspect, however, takes place with international security issues varying from case to case.
