Abstract:
Discussion of development strategies in Mozambique reveals three main perspectives on the role of elites in the policy process: donor dominance, political dominance over technocracy, and the emergence of non-state (economic and civil society) actors as players in the policy process, although still with a marginal role. These analyses tend to see the identity of these actors as monolithic and clearly identifiable. The identities condition the involvement of these actors in a set of dichotomous relations, such as politicians versus technocrats, donors versus internal actors, and state versus non-state actors. Based on this understanding, this paper analyses the role of elites in policy processes, focusing on elite formation and power relations in Mozambique in a context of an economically dependent country undergoing democratization. The paper shows that the dominant analyses of the role of the elites in the policy process in Mozambique overlook the process of elite formation, which contributes to the existence of multiple and overlapping elite identities in the policy process. In this regard, the paper concludes that, despite the emergence of new elites (economic, societal and bureaucratic) resulting from economic and political liberalization and as an aspect of pro-poor policies, the differentiation between these elitesis more apparent than real because of the strategies they have adopted to maintain their dominance in a context of the increasing importance of electoral politics. Further, the paper concludes that the political elite still dominates the process, even with donor dependence, but that nonetheless this dominance is being challenged by an erosion of legitimacy caused by the low effectiveness of the development strategies, reflected in increasing public contestation over government policies, which opens up a space for changes in the current pattern of elite relations.

En l'absence de décisions rapides, fortes et cohérentes aux niveaux régional (Communauté économique des Etats d'Afrique de l'Ouest, Cedeao), continental (Union Africaine, UA) et international (Nations unies) avant la fin de ce mois de septembre, la situation politique, sécuritaire, économique et sociale au Mali se détériorera. Tous les scénarios sont encore ouverts, y compris celui d'un nouveau coup d'Etat militaire et de troubles sociaux dans la capitale, aboutissant à une remise en cause des institutions de transition et à un chaos propice à la propagation de l'extrémisme religieux et de la violence terroriste au Mali et au- delà. Aucun des trois acteurs qui se partagent le pouvoir, le président intérimaire Di oncounda Traoré, le Premier ministre Cheick Modibo Diarra et le chef de l'exjunte, le capitaine Amadou Sanogo, ne dispose d'une légitimité populaire et d'une compétence suffisantes pour éviter une crise plus aiguë. Le pays a urgemment besoin de la mobilisation des meilleures compétences maliennes au-delà des clivages politiques et non d'une bataille de positionnement à la tête d'un Etat qui risque de s'écrouler.

666. Parliamentary peace or partisan politics? Democracies' participation in the Iraq War

This paper seeks to explain democracies' military participation in the Iraq War. Prior studies have identified institutional and partisan differences as potential explanatory factors for the observed variance. The interaction of institutions and partisanship, however, has gone largely unobserved. I argue that these factors must be analysed in conjunction: institutional constraints presume actors that fulfil their role as veto players to the executive. Likewise, partisan politics is embedded in institutional frames that enable or constrain decision-making. Hence I suggest a comparative approach that combines these factors to explain why some democracies joined the ad hoc coalition against Iraq and others did not. To investigate the interaction between institutions, partisanship and war participation I apply fuzzy-set Qualitative Comparative Analysis. The analysis reveals that the conjunction of right-of-centre governments with an absence of both parliamentary veto rights and constitutional restrictions was sufficient for participation in the Iraq War. In turn, for countries where the constitution requires parliamentary approval of military deployments, the distribution of preferences within the legislature proved to be decisive for military participation or non-participation.

This essay looks at the 2012 Republican primaries through the lens of "localism" and how candidates and lobbies manipulate for their own purposes the ignorance of their voting constituencies on issues not relevant to their everyday lives. After a discussion of the wider process, the piece focuses on the eight leading candidates in the presidential primary race with regard to Israel and Palestine, with an overview of their positions and advisers. It ends with some reflections on the consequences of the peculiarly American mix of localism, national politics, and special interest groups.

In the past two decades, many Western liberal democracies have undergone fundamental political transformations. Faced with the challenges of adapting to globalization and the world's increasingly interconnected financial system, many of these democracies have found it necessary to implement a technocratic form of governance. The distance between the political elite and the people was allowed to grow under these regimes in order to achieve the much-needed efficiency in policy formulation and international integration. This article utilizes the case study of the Netherlands to analyze the implications of this gap, perhaps the most significant of which being the rise of “contemporary populism.” It attempts to make sense of seemingly random and unrelated events that have recently shocked Dutch society and politics within a framework of structural change instead of treating these events as temporal occurrences. It demonstrates how such a framework is necessary in understanding the true reason behind these events and why a temporal argument might lead to superficial conclusions.

By focusing on its electoral role, this paper revises some of the prevailing views regarding the Catholic Church's impact on the politics of Colombia between 1830 and 1930. To this aim, the paper offers a brief general overview of the Church during the period, in an attempt to locate its sources of power. Then, I look at the place the religious cleavage had in the formation of the party system that emerged in the republic by the mid-nineteenth century. Next, I examine the various ways in which the Church was involved in the electoral process both before and after the emergence of the party system. Finally, the concluding section considers the wider implications that such involvement might have represented for the history of democracy in Colombia. Overall, the paper addresses the following questions: What had the historical role of the Catholic Church been in the politics of Colombia since independence? How did the Church—the hierarchy, the clergy and the laity—relate to the electoral history and partisan divisions of the country? And to what extent did the involvement of the Church in electioneering enhance or hinder the process of democratization over this century?

670. Elections in Latin America 2009–2011: A Comparative Analysis

Abstract:
This paper addresses from a comparative perspective the national elections (legislative and presidential) held between 2009 and 2011 in seventeen Latin American countries. There are five key issues that guide this analysis: the institutional conditions of electoral competition, the electoral offer, election results, party systems, and post-electoral executive-legislative relations. The political consequences of these electoral processes—except perhaps in the cases of Honduras and Nicaragua, where some minor negative trends have arisen—reveal a pattern of apparent normality and political alternation, with a change in the presidential elite and winning proposals that were articulated via institutions. The paper concludes by outlining how countries in the region have successfully overcome challenges of a varying nature and importance, that until recently generated a degree of uncertainty in their respective political systems.
