Abstract:
In the United States, weapons of mass destruction have become the bête noir of the 21st century. They are now the justification for pre-emptive war, for an expansion of the cold war nuclear arsenal, and for the spending of billions of dollars on offensive and defensive measures. Since significant portions of U.S. foreign and domestic policy are based on this categorization, it is high time to reflect on whether these weapons pose such a lethal threat.

Politics and public policy, like every walk of life, are fraught with “conventional wisdom”—the folk axioms, bromides, platitudes, and generally superficial explanations that, once entrenched, go unchallenged. Academics, journalists, activists, business leaders and just about everyone else in the chattering classes—right, left, and center—are guilty parties. All of us use conventional wisdom as a shortcut—as a handy way to “know” something about which we have not invested the time and trouble to study closely and understand fully.

The long history of U.S. foreign policy is punctuated by axiomatic truths that have bordered on conceit—e.g., the virtues of isolation, America's manifest destiny, and our benign, democratizing presence in world affairs. Strategists have lurched from truth to truth across the centuries, often without sufficient reflection and learning. Today the United States is operating with an axiomatic idea about its place in and of Asia. U.S. foreign policymakers—and U.S. foreign policy wonks—intone the mantra: “The United States is an Asian power.”

How strong is the U.S. militarily? Recent history would suggest very strong indeed—the U.S. armed forces are undefeated in two stand-up fights with Saddam Hussein, and one each with Slobodan Milosevic and the Taliban. The Grand Strategy of the Bush administration seeks to improve this already impressive position. “Our forces will be strong enough to dissuade potential adversaries from pursuing a military build-up in hopes of surpassing, or equaling, the power of the United States.”

Abstract:
Political communication comes in various forms. The first part of this paper presents some variants of political communication, and provides a set of definitions of such communication. A centre of gravity is along the borderline and overlap between rhetoric and propaganda. It is argued here that rhetoric unlike propaganda has a potential for deliberation. Propaganda is inherently hostile towards debate and discussion. This reluctance towards debate and discussion has at times been evident as regards the Bush administration's war on terrorism. The second part of the article deals with propaganda from the Bush administration aimed at quelling debate. All the principals from the first George W. Bush administration (2001-2005) took part in this strategy. Most of the material presented here is explained in more detail in Anders G. Abstract:
The New Orleans flood is shaping up to take its place alongside the Cuyahoga River fire and the Santa Barbara and Exxon Valdez oil spills as one of the major environmental catastrophes of modern times. The issue of hurricanes and climate change—a linkage not established in current climate science—distracts from the most significant environmental lessons of the Katrina disaster. The rebuilding of New Orleans offers an opportunity to begin reversing the long-term Gulf Coast erosion that contributed to the magnitude of the disaster.

Abstract:
After failing to make it out of Senate committee in March, the future of the president's Clear Skies bill is uncertain. While the bill contains some flaws, most of its opponents criticized the virtues of Clear Skies, thus making it more difficult to fix the real problems and to strike a compromise. There is still some hope that the bill will pass later this congressional session. In lieu of Clear Skies, the Environmental Protection Agency recently promulgated two administrative rules to tighten regulations on power plant air pollution. These rules are certain to be litigated and thus delayed. With Clear Skies, we get a greater guarantee that the air quality goals will be met, and we get greater regulatory certainty that leads to lower costs.

Abstract:
To those who follow the politics of national security and defense, it came as no surprise recently when Senator Hillary Clinton (N.Y.) put herself in the vanguard of Democrats calling for a substantial increase in the size of the active-duty army. Hillary—the one-named superstar of Democratic politics— actually has been working hard over the past few years to burnish her credentials on these issues, particularly in regard to Iraq. She seems to grasp what many in her party still cannot: in the post-9/11 world, the job of an American president is to be a wartime commander in chief.
