501. Fragile states and the international response: in pursuit of security or development?

Abstract:
In the pursuit of security and development in Africa, more and more reference is being made to the concept of fragile states. This paper explores the meaning of this concept and considers the attention that is being paid to it as a consequence of integrating security and development into the policy of the major donor countries. In an African context state fragility is a cause of numerous conflicts, but also a major focal point of peace processes and donor interventions. This paper is intended to be a warning against a too narrow focus on security in the process of combating fragility. It pleads for an integrated policy, based on the pursuit of sustainable development and emphasises the strengthening of the authority and power of the state and the promotion of local economic and social development.

Abstract:
Eight years after launching Operation Enduring Freedom (OEF) in Afghanistan—with a mission to kill and capture “high-value” al Qaeda and Taliban members and destroy the safe havens from which al Qaeda planned and directed the 9/11 attacks—the United States government has announced several significant detention reforms in Afghanistan. Human Rights First has closely monitored U.S. detention policies and practices since September 11, 2001. In this paper, we analyze the new detention reforms announced in September 2009 and make recommendations for further improvement in U.S. detention practices in line with U.S. policy interests and legal obligations. We base our recommendations on an analysis of the applicable humanitarian and human rights law and field visits to Afghanistan.

503. Final Report: Observing the 2005 Ethiopia Elections

Abstract:
Upon the invitation of the Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia, The Carter Center observed the country's May 15, 2005, elections for the national and regional parliaments. The May elections marked an historic event in the country, as Ethiopia witnessed its first genuinely competitive campaign period with multiple parties fielding strong candidates. Unfortunately, what began with a comparatively open period of campaigning and an orderly voting process on election day was followed by flawed counting and tabulation processes in many areas; repeated incidents of serious postelection violence, including the killing of many dozens of people during electoral protests; a significant delay in finalizing election results; and an ineffective complaints review and investigation processes. In spite of the positive pre-election developments, therefore, The Carter Center concludes that the 2005 electoral process did not fulfill Ethiopia's obligations to ensure the exercise of political rights and freedoms necessary for genuinely democratic elections.

Abstract:
Conflict and violence have become an important context for development cooperation during the last decade. Donors not only have to cope with the consequences of conflict in their day-to-day work on the ground, but also need to develop strategies in the fields of early warning and prevention, as well as instruments for conflict analysis and conflic-sensitive approaches for cooperation. At the same time, external actors have been important supporters for many peace processes aiming at the termination of armed conflicts and violence. When wars or armed conflicts end (or at least when violence on the ground decreases) the hope for sustainable peacebuilding grows. UN General Secretary Ban Ki Moon pointed out the importance of the immediate post-conflict/post-war period in a report to the Security Council on June 11, 2009: “The immediate post-conflict period offers a window of opportunity to provide basic security, deliver peace dividends, shore up and build confidence in the political process, and strengthen core national capacity to lead peacebuilding efforts.” This gives a first impression of the many challenges internal and external actors face; at the same time experiences on the ground show that liberal peacebuilding conceived as a profound transformation process is a difficult endeavour.

In the first decade after India declared independence in 1947, the Indian state faced numerous challenges to its very existence and legitimacy. These ranged from a war with Pakistan over the state of Jammu and Kashmir immediately after independence, an issue that continues to challenge policy makers in both countries, to the first armed uprising in the country in Telengana led by Communists in what is today the state of Andhra Pradesh.

Abstract:
Dealing with the dynamics of rural violence under the multi-party transition (1991-1994), this paper suggests new points of view on the mobilization of Rwandan peasantry during the genocide (1994). Going through local archives and interviews held in the hills and in four prisons of the country, the analysis focuses on the increasing development of an economy of violence. The multi-party system incited competing rural elites to recruit a growing number of men and ruffians against other contenders in order to assure their access to power. Local elites (re)formed patron-client links previously dried by the spreading of money and wage incomes in the countryside. Particular attention is paid to the dimension of political entrepreneurship and to the relationship between social brokers and rural elites, in the course of the struggle between political parties as well as during the building of the Power coalitions which led the massacres locally.

From 2006 to 2008, the EastWest Institute (EWI) and the China Institute of International Studies (CIIS) coorganized the first three annual discussions of the Trialogue21 initiative – an off-the-record process involving public and private sector leaders from China, the United States and Europe. The meetings, which were held in Berlin (December 2006), Beijing (November 2007), and Washington, D.C. (December 2008), served as an annual review of relations among the three powers and addressed a wide range of common domestic and foreign policy concerns.

In his inaugural address, U.S. President Barack Obama told the Muslim world they would be judged by what they build, not what they destroy. But even if those who build far outnumber those who destroy, many governments and societies will continue to be confronted by the specter of violent extremism. The challenge they face is how to devise effective strategies to counter the extremists and encourage long-term solutions that go beyond merely containing the problem to addressing its root causes. This is the challenge we posed to a wide variety of participants in the EastWest Institute's Countering Violent Extremism Initiative.

Extremism in every form is a major concern for the global community. Though the Liberation Tigers of Tamil Eelam (also known as LTTE, or more commonly, as the Tamil Tigers) do not share the same religious motivations as the violent extremist groups that tend to garner the most interest today, they merit much greater attention from the international community. Their longevity, success, and tactics – their revival of suicide bombing in particular – render them a formidable foe. The protracted conflict between the Sri Lankan government and the LTTE offers several important lessons regarding effective strategies for combating violent extremism. These lessons hold – and indeed are all the more relevant – in the face of the recent military gains of government forces over the LTTE.

The governments of Afghanistan and Pakistan are at risk from a combination of violent insurgency, loss of public confidence, and economic crisis. These trends threaten not only the loss of control by the Afghan and Pakistani governments, but also the spread of terrorist safe havens and, in the most extreme situation, the loss of control over some of Pakistan's nuclear weapons or materials.
