171. The West and the Muslim Brotherhood After the Arab Spring

Abstract:
Few observers foresaw the Arab Spring, but it should not have surprised anyone that the Islamist movements - the most organized movements in the Arab world - became the main beneficiaries of the turmoil that ensued. Islamism, in its gradualist and pragmatic approach embodied by the Muslim Brotherhood and its offshoots worldwide, seems ready to reap the rewards of its three decades-old decision to abandon violence and focus on grassroots activities. This monumental change has created many concerns among liberals, religious minorities and, more generally, all non-Islamists in the countries where Islamists have won. In addition, Arab states ruled by non-Islamist regimes have expressed concern. The former worry that Islamist ideology - even in its more contemporary, pragmatic form - remains deeply divisive and anti-democratic, often at odds with their values and interests. The latter believe that on foreign policy issues, most of the positions of various Brotherhood-inspired parties are on a collision course with the policies of established regimes in the region.

Abstract:
Once the Newroz on 21 March, 2013 in Diyarbakir would be the subject of any sort of conversation, academic discussion, journalistic research and daily bread on the lips of people, it would be absolutely considered as one of the most significant turning points in the history of politics in Turkey. Since, whether it will be successfully accomplished or dramatically failed and cause an internal high-level armed struggle, as a part of peace process initiated by AKP and assisted by BDP, the announcement of Öcalan calling for leaving the armed forces out of Turkey's border and superseded it with ideas and politics will be the inception of new horizons in Turkish politics. The main crux of Öcalan's most recent announcement should not be narrowly seen as part of the Kurdish question alone, but rather in my point of view, its consequences are expected to affect every tiny aspect of Turkey; ranging from the prime sphere of politics to social, cultural, and economic structures. When it comes to specific analysis of these aspects, the implication and strategy of peace process will be much clearer in minds.

Countries under transition from war to peace or from an authoritarian to a democratic regime face fundamental political and social transformations and difficulties in emerging from a problematic past. The transition presents challenges but also opportunities for countries to reconsider their death penalty policies. It is in such a context that some countries abolish, retain or even actively resort to the death penalty to tackle transitional needs. Those who are working for abolition of the death penalty need to go beyond the human rights approach and take a more holistic approach to understand the fragile and complex local situation and needs in which the death penalty becomes a highly political issue.

Although the impacts of violent conflict on investment, production, incomes and inequality have been widely studied on an aggregate level, comparatively less is known about the more diverse impacts of such conflict at the micro (particularly firm) level. Understanding such impacts can improve policies to mitigate the human and financial costs of violent conflict in developing countries. This policy brief discusses lessons from recent studies to address this gap.

Abstract:
As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein. The Conference's program is attached.

Denktaş's speech before the United Nations (UN) Security Council in 1964 was included in my edition of Rauf Denktash at the United Nations: Speeches on Cyprus (The Eothen Press, Huntingdon, 1997); and except for a few small changes, my opening essay here differs little from the first chapter of my book Sovereignty Divided: Essays on the International Dimensions of the Cyprus Problem (CYREP, Nicosia, 1998; third enlarged imprint, 1999). These earlier works are now out of print and will probably remain so.

In 2005 at the United Nations World Summit, states unanimously committed to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity by adopting the Responsibility to Protect (R2P). R2P affirms an individual state's primary responsibility to protect its population from these four crimes along with the collective international responsibility to take appropriate measures to help protect populations at risk.

Abstract:
The „Regional Policy Forum on the Responsibility to Protect‟ (R2P) was held from 11-12 June 2012 in Abuja, Federal Republic of Nigeria. It was jointly organized by the ECOWAS Commission and the Global Centre for the Responsibility to Protect (GCR2P). The main objective of the Forum was to raise awareness on the concept of R2P within the region and to critically examine existing ECOWAS policies and institutions for protecting populations against mass atrocities. The Forum also aimed at identifying frameworks, institutions, and practices within ECOWAS for prevention and effective response to mass atrocities. The Regional Forum brought together about 60 international, regional and national participants from the public and private sectors, UN, regional organisations, the diplomatic community as well as international and national civil society organisations.

This policy brief proposes the concept of “chronic violence” to characterise the crisis of escalating social violence that currently affects about one-quarter of the world’s population. Based on an extensive analysis of literature on Latin America, the it advances six propositions to aid policymakers and other key stakeholders to recognise this significant – but largely ignored – phenomenon and to shift to a more productive approach that takes into account both its diverse drivers and its complex social consequences.

180. Hamas's leadership struggle and the prospects for Palestinian reconciliation

When the West Bank and Gaza first split between two rival Palestinian governments in 2007, Western governments promised to turn the West Bank under President Mahmoud Abbas, their Fatah protégé, into a model state and reduce Gaza under its Islamist rulers, Hamas, to a pariah. Almost five years on, the tables have turned. While the West Bank slips into economic and political crisis, Gaza is fast reviving. Abbas finds himself bereft of a political horizon for achieving a two-state settlement and the state-building experiment of his prime minister, Salam Fayyad, has reached an impasse. Gaza's economy, by contrast, has grown strongly under Prime Minister Ismail Haniya, who is experiencing a wave of increasing popularity, as Hamas looks to tie the enclave ever more closely to the political economies of North Africa, where the Arab awakening is bringing affiliated Islamist movements to power. A recent agreement signed in the Qatari capital, Doha, between Abbas and Hamas's exiled leader, Khalid Meshal, is intended to heal the split between Palestine's two halves. Under the agreement, the separate governments governing Gaza and the West Bank would be replaced by a single technocratic government under Abbas, which is a radical about-turn on the part of the exiled Hamas leadership that Hamas politicians in Gaza find difficult to swallow. For its own reasons, Israel too rejects the agreement. With so many previous attempts at intra-Palestinian reconciliation ending in failure and so many obstacles dogging this latest round, the prospects for the Doha agreement remain bleak, but not beyond the realm of the possible.
