Abstract:
Since the last Arab Barometer survey in Kuwait, conducted in 2022, major changes have taken place, significantly affecting political stability in the country. While political life in Kuwait was saturated with crises, and its indicators were clearly visible in the dissolution of the National Assembly (Parliament) repeatedly before completing its term, the shifts, changes, and political instability that dominated the public arena, between late 2022 and the current period of 2024, included even more severe events. Kuwait faced the unconstitutional dissolution of the National Assembly and the suspension of some articles in the constitution, now for the third time in Kuwait’s history. The first two such crises were in 1967 and 1986. To summarize the events that took place from June 2022 until the dissolution of the Parliament and the suspension of the constitution in May 2024, they are as follows: On August 3, 2022, the National Assembly was dissolved constitutionally, in response to the sit-in of a number of MPs inside the Parliament and their overnight stay there. The Crown Prince (the current Emir) gave a speech in which he emphasized adherence to the constitution, and also presented initiatives in electoral reform. He emphasized that the government would not vote for the candidate for the speaker of the National Assembly, and that the elections would be through the national ID card (effectively changing electoral circuits). The protesting MPs considered these reforms a victory. As a result, Ahmed al-Nawaf was appointed Prime Minister

Abstract:
Lebanon continues to struggle with the long shadow of the 2019 financial collapse, made even worse by the onset of the COVID-19 pandemic and the August 2020 Beirut port explosion. In 2022, the International Monetary Fund (IMF) reached a Staff-Level Agreement (SLA) with Lebanese authorities which would provide the equivalent of three billion USD in aid conditional on significant political reforms (source). Two years later political maneuvering and infighting has successfully prevented the implementation of any of the required political reforms and none of the multi-billion-dollar aid has been released. The citizens of Lebanon are suffering. Most citizens say they struggle to cover their monthly expenses, there has been a sharp increase in food insecurity, and all citizens, regardless of income, suffer near daily electricity outages. Lebanese citizens lay the blame for the pervasive socio-economic ills at the feet of their government. No one has confidence in the government’s ability to solve the country’s problems. The long-term crisis has resulted in increasing apathy towards the political system, especially among the less economically stable. Citizens are increasingly likely to say the type of government the country has does not matter for people like them.

Abstract:
Since 1962, Kuwait has been a relatively open country in terms of freedom of expression and political participation. Although political life in general has faced many challenges and interruptions, political culture is still present and influential. Notably, the Arab Barometer survey ended in June 2022, during a continuing political crisis in the Parliament, in deadlock with the government. The crisis manifested itself in the way several members of the Parliament boycotted the sessions, which led to a political deadlock of sorts. Since the latest elections held before the survey in 2020, the political crisis did witness a considerable escalation. This led, among other things, to a stagnated political process. Surprisingly, the Emir and Crown Prince gave an important speech on 22 June 2022, in which they both expressed their intention to call for early elections, and as such announced the dissolution of the Parliament. This procedure is not new since the Parliament was disbanded ten times out of 18 elections in the past. These reforms led to a general state of optimism in society, which positively impacted the election campaigns. The campaigns became less polarizing and less aggressive against the government. The Parliament was disbanded, and elections were held on 19 September 2022. Results brought new indicators that are worthy of highlighting, but which are outside the scope of the survey. It is likely that if the survey was delayed until after June, the results would have been different from the results that came in before the governmental reforms. It might be useful to conduct a second follow-up survey as soon as possible, even if it will be conducted through phone interviews, and be limited to certain questions only. In any case, the survey results are consistent with earlier surveys. There is a clear sense of dissatisfaction with the government, especially in relation to some specific policies, like public education policies and anti-corruption measures. It is notable also that the government’s policies towards Covid-19 were evaluated positively. Moreover, certain cultural elements and concerns, especially in relation to gender, have showed some important changes worthy of more studies. The same applies to the economic situation. In spite of the generally negative economic circumstances, the overall trend towards the economy shows noticeable optimism. The survey also focused on questions related to the workforce and employment, being largely concentrated in the public sector, with less employed in the private sector. The survey shows the intensive use of social media platforms in the country.

Abstract:
Popular dissatisfaction with “the system” should not be seen as caused by particular policy failures. It may signal the early stages of complex system failure, where policy and political challenges acting in concert threaten the resilience of democratic infrastructure. Policy thinkers tend to look for solutions in their own expertise. This tends to address systemic challenges through short-term policy fixes, which risks distracting from the depths of the problem and could do more damage than good in the long run. Beyond individual policies, the issue is that democratic processes of decision-making are no longer fit for purpose. Rethinking decision-making fora and processes through the lens of process design can help deliver higher ownership of policy solutions, stronger political consensus over divisive issues, and more transparent, innovative policymaking. A well-designed policy process can greatly improve policy outcomes and address pervasive distrust in political institutions. Three case studies explore how very simple process-design fixes could help improve policy and political outcomes of multilateral climate action, cross-border dialogue in Europe and citizen-led debates on the future of Europe.

5. Creation of New Provinces: It’s Socio-Political Implication for Pakistan

Abstract:
The existing political and administrative structure of Pakistan was inherited from British Empire which was crafted keeping in view the population and area of the entire subcontinent; and fundamentally constituted with an objective of retaining foreign control and promote imperialistic interests. Thus demand/ voices for new provinces have sound historic roots and vivid genesis emanating from ethnic and demographic makeup of Pakistan. Successive governments tried to put the country on a smooth track of development but could not achieve political and economic stability. Domination of few ethnic groups, sense of alienation, lack of justice, corruption, un-equitable allocation of development funds and unwieldy federating units in terms of population and area have been the intrinsic factors giving periodic impetus to the demands of new provinces in Pakistan. Each province has its peculiar dynamics; therefore, its historic, demographic and socio-political perspectives have been emphasized in the article to establish linkages with the genesis of demands for creating new provinces. Commonly debated issues are highlighted to explore as to why there is a requirement of creating new provinces in Pakistan. National concerns are also outlined to signify that disparity and discrimination driven movement may not be termed as linguistic or ethnic otherwise anti state notions may get stimulated. Towards the end, socio political implications have been analyzed and few recommendations have been made to address the issue of creating new provinces in Pakistan.

6. Towards a structural understanding of powerbrokers in weak states: From militias to alliances

This article aims to contribute to a theoretical understanding and discussion of conflict in weak states. More granular than one at the level of systemic phenomena, this analysis is focused on the actors, and the political structure in weak states. The article aims to improve on efforts to accurately describe these conflicts. After a theoretical introduction, the theorem on powerbroker systems will be applied on the case studies of Afghanistan, Lebanon and Mali. Building on this, the contours of the political system in each case will be highlighted by looking at the very origins of socio-political life. The working hypothesis is that powerbrokers, built on self-governing communities, ally and bandwagon according to Balance of Threat (BoT). This working hypothesis will be tested by examining a derived hypotheses per case study and identifying a) self-rule communities, b) the political-military nexus of powerbrokers within each system, and c) the behaviour of the related BoT alliance. Afghan, Lebanese and Malian powerbrokers all confirm the hypotheses. The powerbrokers originate in a context of self-governing communities trying to maintain their internal autonomy vis-a-vis a more centralised state and world system. During conflict, the communities band together against a perceived external threat, building neo-feudal political-military bodies. Pooling military resources under skilled leadership and privileged access to outside sponsors sparks the birth of a post-conflict politicalmilitary elite. It is beneficial to maintain powerbrokers as they are better suited to distribute resources through patronage at scale. Powerbroker alliances in weak states can be well explained by a theoretical approach based on balance of threat and more research is needed

7. A Vision of the State’s Political System in the Political Thought of the National Party between 1928 and 1939

Abstract:
Views of the National Party (1928-1939) merit special attention, given both the Party’s prominent role in the political life of interwar Poland and the interesting combination of various elements derived from diverse ideological trends within the Party’s programme. The ideological legacy of the National Party reflected, to a large extent, the key constituents of the National Democracy’s political thought, such as nationalism, representation of all social classes, national integrity and the concept of the nation-state. The National Party underwent major evolution and was subject to internal divisions which makes the image of its political thought much more complex. Based on an analysis of the National Party’s political thought, several conclusions can be formulated. The National Party developed its own views regarding political systems. These were, to a large extent, determined by their own system of values based on the national idea. The National Party’s political system projections were mainly inspired by (1) the successes of the “new type” states; (2) pressure from totalitarian systems; and (3) the influence of the economic and spiritual crisis. The National Party leaders wanted to make the political system more efficient. Nonetheless, views in favor of directly imitating any foreign political systems could hardly be found in the Party’s political thought. The National Party’s ideologists and journalists invariably stated that there was no pre-defined political system, but its form had to be adjusted to the specificity and unique character of a given national body. Although inspiration was drawn from external political systems, the Party’s political thought did not lose its independence.

Abstract:
The problem of the lack of “generational replacement” in Poland is particularly ev- ident on the local self-government level. For years, there has been an ongoing public debate on the adoption of legal solutions introducing term-limits for the office of commune head, mayor and president of the city. Politicians of Law and Justice returned to their idea from 2005 and, shortly before the local elections of 2018, decided to prepare new regulations in this respect. They argued that the adopted solutions create real prospects for implementing projects by young politicians and activists. However, the issue was hotly debated and the ini- tiators’ motives were put into question. There is no doubt that a two-term limit in local self- government units has always stirred up emotions. A lot of self-government officials perceive it as a regulation which violates the provisions of the Constitution of the RP. The aim of this paper is to present the public debate on the adopted solutions and discuss their assumptions.

The analytical paper “Institutional Development and Capacity Enhancement” sheds light on the major parameters of Russia’s political system and the specific characteristics of its electoral model. At the fundamental and operative levels it enables international experts to better comprehend Russia’s internal policy, electoral campaigns, and behavior of political actors and also to anticipate further political developments. The state of political institutions and practices ahead of the two federal electoral cycles – the 2011 and 2016 State Duma elections – serves as reference points to analyze the political system development. Data provided in this report allows us to carefully consider how institutions have been established and have evolved, as well as to assess openness and competitiveness between the electoral campaigns of 2011 and 2016. The electoral map, presented in this analytical report, demonstrates the current party system, which has been renewed in the course of 3 or 4 regional electoral cycles. It is worth noting that within just 9 months almost 112 million voters, 74 parties entitled to take part in the elections, independent candidates, observers and mass media will be able to give their own assessment of the new institutional architecture of Russia’s political system.

Abstract:
Turkey’s local elections were held Sunday, March 30, 2014 under what can be considered turbulent political circumstances. These elections were key for a number of reasons: they were the third ones in which the ruling Justice and Development Party (AKP) participated in since its ascent to power in 2002, the large margin by which the AKP won and finally, because a great number of regional and international players considered the elections a test of the AKP and its president’s worthiness and benefit. Presidential elections will also be held in August of this year, and current leader of the AKP and Prime Minister Recep Tayyip Erdogan will continue to face challenges given a severely polarised political atmosphere in the country. This is particularly true given that the presidential position he strives for is seen in Turkey’s political culture as a unifying national position distant from partisan squabbles.
