Abstract:
This project was aimed to research and analyze the quality of the statistical data on police involvement in corruption kept by police agencies in BiH, and to measure their effect on the overall integrity of the police system. The project also aimed to increase transparency of police agencies as well as generate dialogue on the methods of generating statistics and quality of the statistics themselves. The project is emphasizing the importance and need of harmonizing manners for data collection and keeping statistics and possibilities of achieving harmonization across BiH. "Mapping the Quality of the Statistical Data on Police Involvement in Corruption Amongst Police Agencies in Bosnia and Herzegovina (BiH)" is the first evidence-based research on police corruption in BiH. Most of research of local and international NGOs and other bodies stating that there is a high level of police involvement in corruption in BiH have been based on the citizens' perspective or were victim-based. None of them had dealt with real and relevant data from official registers and there is no evidence-based research on police corruption that takes into account the relevant statistical data. Hence, the real picture on police corruption in BiH is still not clear. However, the methodology used in mentioned research is somehow "justified" understandable. This is due to the lack of real and objective statistical data on police corruption in Bosnia and Herzegovina. The lack of legislation regulating this obligation usually leads to misinterpretation and wrong assessment of police behavior. In addition to that, the lack of clear international standards regulating this area makes the issue more dubious.

Abstract:
“The Spirit of the Police Laws in Turkey: Legislative Discourses, Instruments and Mentality” is a discussion of the quality of policing in Turkey as is laid out by laws and the authority and powers given to the police. It aims to uncover the dynamics that extend or restrict police authorities through regulations. Looking at police laws in this manner unearths clues – albeit at the level of discourse – about the mentality of policing, the elements of the conceptualizations of “crime,” “criminal,” “order” and “security” within the police force, and the grounds that legitimize police authority. We hope that the report will lead to a more fruitful discussion of the limits of police powers and duties together with the problems of insufficient oversight and impunity.

Abstract:
Technological advancements are changing the architecture of police-society relations around the world. New modes of oversight, whether applied by public security entities or citizens, are dramatically transforming the way policing is conducted. This is especially the case in digitally connected cities in the North and South. Surprisingly little is known, however, about how technology can be used to drive reform in police institutions including in Rio de Janeiro, where the relationships between police and residents are characterized by mistrust. A key objective of the Smart Policing project, a partnership of the Igarapé Institute and the Policia Militar do Estado do Rio de Janeiro (PMERJ), is to explore ways to enhance police accountability through technology. The following Strategic Note considers how the recently installed pacification police units (Unidades de Policia Pacificadora or UPP) are using technology to recapture urban territory from drug trafficking groups while simultaneously expanding trust and reciprocity with citizens. It examines how technological innovations at the street level, including mobile phone applications, can potentially strengthen the integrity of police work and the social contract.

Abstract:
This short research study examines the information available in police institutions regarding the police corruption and statistics reporting on it. Moreover, it identifies shortcomings in the system and needs analyses. The aim of the study is to identify key issues in reporting police corruption cases and statistics related to the cases of police integrity, with a specific emphasis on the methods and ways of analysing the existing (reported) police corruption cases, as well as the efficiency of implemented prevention strategies. There was neither sufficient time, nor resources available for more detailed research, which should have led to detailed recommendations for police agencies. However, this study can be used as a starting point for a more comprehensive research that should result in a quality proposal to amend and overcome the identified shortcomings and obstacles in this field. Additionally, it could assist law enforcement agencies (LEAs) in BiH to consider and eventually design a database on police corruption if proof needed.

136. A winning strategy for the North East

Abstract:
This paper examines the political & economic landscape of North East India and explains how diplomacy, policing and development brought peace to Assam and the North-East. For most Indians, the North East (NE) has remained largely on the fringes of our sense of India as well as on the periphery of its geography. This is partly because India has ignored the region politically and economically for a long time, and partly because the complex social and cultural dynamics have made it difficult to integrate the region with the rest of the country. Now, however, India ignores it at its own peril. India can never achieve sustained high economic growth or become a powerful integrated nation if it continues to think of developing NE as a rural infrastructure project. It is a region of seven states – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura that has four international borders—China, Myanmar, Bangladesh and Bhutan— and accounts for a major source of hydrocarbons (oil and gas), coal, limestone, tea, bamboo and other resources. The successful triumvirate of diplomacy, policing and development in Assam has brought the ULFA to the point of peace negotiations. This has renewed hope for sustained peace and a fresh economic opportunity in Assam. It is now time to cement peace and define a new vision for the region. A big, bold, tangible, all-encompassing strategy is suggested to kick-start an economic revolution in the NE using domestic businesses and partnerships neighbouring South East Asian countries. The paper uses the model of the Delhi Mumbai Industrial Corridor (DMIC), a Rs. 400,995 Crores ($90 billion) effort funded jointly by Government of India and Government of Japan to make western India in to an economic powerhouse. Part 1 of this paper examines the political and economic landscape of the region and explains how diplomacy, policing and development brought peace to Assam and to NE at large. Part 2 proposes a bold economic plan for the future with Thailand as partner.

Abstract:
This paper addresses the political and security events starting from June 1999 until the present time (June 2009). As it will be clearly elaborated in the context paper, the Security Sector Reform (SSR) cycle in Kosovo is split into three periods: - First period starting from 1999 – 2005 is referred to dominantly as the Security Sector Building (SSB). As written in the chronology below, the efforts were directed towards building security institutions such as: Kosovo Police Service (KPS), Kosovo Protection Corps (KPC) and other relevant mechanisms. This period is well known as the time when the responsibilities of the security institutions were reserved for the SRSG and locals had limited responsibility. - Second period starting from the end of 2005 until the beginning of 2008 is broadly known for the initial transfer of responsibility from the international community to locals. The Internal Security Sector Review (ISSR) is considered as a turning point towards building new security architecture in Kosovo and assessing the current state of the security sector. In addition, the establishment of the MoIA and MoJ and the shift of responsibilities from UNMIK to these ministries characterized the importance of the SSR during this period. - Third period is indeed affiliated to the declaration of independence and the Constitution of the Republic of Kosovo. The new security architecture in Kosovo allows the establishment of new security institutions such as KSF, KSC, KIA as well as the reform for police and emergency services.
