Abstract:
This report entails details on and endorsements by political, religious leaders, civil society, and others of the Charter of Peace developed by PIPS. The Charter of Peace includes recommendations on bringing sustainable peace in Pakistan. It is built on a positive concept of peace with a vital role of softer approaches. It mentions all key drivers of violence and extremism in the country be it weak democratic structure, socioeconomic inequality, gender discrimination, unavailability of economic opportunities, and others. The need for adopting and endorsing the documents like the Charter of Peace has only grown more urgent with the Taliban regaining power in Afghanistan and a clear uptick in security-related incidents in Pakistan in recent months. The Charter of Peace has been built in light of the Charter of United Nation and other global and regional peace initiatives endorsed by Pakistan. It can be adopted as a comprehensive policy document that guides Pakistani policymakers on key changes and main focus areas to connect Pakistan's efforts for peace with the established global norms and policies.

Abstract:
This series of analytical paper is among the key components of a PIPS programme that aims at strengthening Pakistan's support for the peace and reconciliation process in Afghanistan. Therefore, larger focus of these policy-oriented analytical papers – whose eighth quarterly issue comprising two papers is in your hands – is placed on specialised aspects and themes of Afghan conflict and peace as seen from Pakistani perspective. The purpose of this series of analytical papers is to expand the knowledge base and awaren­­­ess of key stakeholders on Pakistan's Afghan perspective, and its role and interest in Afghan peace and reconciliation. That purpose is linked to another underlying goal of developing and suggesting updated policy options and recommendations for Pakistani government and civil society. These papers are expected to demonstrate an overall understanding of a variety of viewpoints and positions mainly around emerging events and developments in Afghanistan and their implications for Pakistan and the region.

Abstract:
In the aftermath of the 1994 Rwandan Genocide, Rwandan President Paul Kagame banned people from sharing their ethnic identity. While many Western leaders have praised Kagame for ushering in a new era of peace and prosperity after the genocide, activists have cautioned that Kagame’s approach has significant drawbacks for the civil liberties of Rwandans. After their own ethnic conflict, Ethiopia took an approach opposite to Rwanda’s, choosing to divide the country into ethnically federated states. Given that both sub-Saharan African states experienced ethnic conflict in the 1990s and developed starkly different approaches to conflict management, comparing the two makes for an interesting case study. This paper evaluates Rwanda’s and Ethiopia’s approaches to ethnic conflict management by examining how effective they were at curbing the resurgence of violence. In addition to direct violence, this paper will examine political rights and civil liberties to measure the mitigation of structural violence, or structural inequalities between groups. The Uppsala Conflict Data Programme (UCDP) database is used to measure the resurgence of direct violence, while Freedom House’s Freedom in the World reports on political rights and civil liberties are used to measure structural violence.

44. Leveraging Friction: Using Israel’s tensions with normalization countries to engage them in Israeli-Palestinian peacemaking

Abstract:
Since the signing of the Abraham Accords, Israeli governments have successfully isolated the normalization process from events in the Israeli-Palestinian arena. This separation has assisted the development of the process but, at the same time, impeded its potential to expand and deepen. In the last few months, the Netanyahu-Smotrich government has pursued policy efforts to challenge the status quo in the Occupied Palestinian Territories (OPT), increasing the risk of Israeli-Palestinian escalation. These steps changed the normalization countries’ attitudes towards Israel and the Palestinian issue. Their attempt to minimize involvement in the Palestinian issue has been replaced by a strong stance against Israeli government policy, and increased involvement, especially by the United Arab Emirates, in the Palestinian arena. Moreover, normalization countries appear to be reconsidering their policy of normalization vis-à-vis Israel and the value of further developing relations with it if the government continues its current line of escalation. The mainstream political right has branded the normalization process a historic success story. Its popularity among the general public, particularly moderate right-wing voters, turns normalization countries into significant leverage points to stop Israeli annexation and escalation activities. The threat of downgrading relations could incentivize the Israeli government to refrain from violating the status quo in the OPT. Subsequently, the specific involvement of the normalization countries in halting the escalation trends may serve as a basis for expanding their overall political involvement in the Palestinian issue, as separate countries or as part of international coalitions. Paradoxically, this Israeli right-wing government and its escalatory policies create an opportunity to finally leverage the normalization process to promote Israeli-Palestinian peace.

Abstract:
This paper brings the voices of Yemeni women forward. Women were active in the 2011 protests, influencing political developments at key junctures. However, subsequent armed conflicts militarized the political environment and pushed forward a more limited religious agenda that saw more and more women systematically marginalized in the process. This paper outlines these major trends and offers some key recommendations to the government and wider international community to better support women’s participation in peace negotiations and involvement in the Yemeni political arena.

46. Health and Peace: The Future of International Emergency Health Responses during Violent Conflict

Recent health emergencies such as the 2018–2020 Ebola crisis in DRC, in conjunction with the early stages of the COVID-19 pandemic, demonstrate the importance of health responses that take the local context into account, especially in settings that are already affected by violent conflict. When humanitarian health responses fail to understand and adapt to their impact on conflict dynamics, they risk exacerbating those dynamics, impeding the health response, and placing health workers at risk. As healthcare becomes increasingly and globally politicized, it is more crucial than ever to recognize the links between health and peace and promote a more deliberate approach to delivering emergency health responses in violent conflict environments. In this context, this paper first discusses the global normative environment for emergency health responses in situations of violent conflict and proposals to strengthen the links between international health and peace activities, especially the GHPI. Second, it examines the concepts at the core of the GHPI initiative and considers their operationalization in violent conflict environments. Third, it summarizes the emergency health response to the 2018–2020 Ebola epidemic in eastern DRC, how it interacted disastrously with conflict dynamics, and the lessons learned from the experience. Finally, it highlights several risk areas that emergency health interventions working at the humanitarian-peace nexus in conflict will likely face and considers options for mitigating their impact. The paper concludes by offering the following recommendations, aimed at supporting the further development of the conceptual framework for the health and peace agenda and informing the operationalization of the GHPI and similar initiatives. WHO should develop the GHPI conceptual framework further, including by elaborating on when health actors should pursue peace-responsive programming and how they should coordinate with peace and security actors, as well as the relationship between the GHPI and political processes. WHO should design a strategy to operationalize the GHPI in violent conflict settings, including by developing tools, guidance, and training on conflict-sensitive analysis and programming; identifying the political skills required of those leading the implementation of such programming; and clarifying how to manage ethical dilemmas. The Executive Office of the Secretary-General should conduct a formal assessment of the Ebola emergency coordinator position during the 2018–2020 Ebola crisis. The UN Department for Safety and Security should review security risk assessment processes and safety and security measures and develop an inventory of safety and security measures that could be used in place of armed security. The UN Department of Peace Operations should review operational guidance for armed escorts and area security during site visits.

Abstract:
Compared to other regions, Southern Africa has been considered peaceful for a period of time. The relative peace experienced in the region has partly been attributed to the late decolonisation experience and the existence of strong regional institutions, such as the Southern Africa Development Community (SADC), that have midwifed and quelled potential threats to peace and security. Certainly, SADC has established and operationalised peace and security organs that strategically intervene in cases of destabilisation in the region,1 including militarily in some countries. For instance, military forces under the ambit of SADC were deployed in the Democratic Republic of the Congo (DRC) and Lesotho. More recently, forces were deployed by the region to quell the insurgency in Cabo Delgado in Mozambique.2 SADC has also intervened in member states to assuage political crises, as recently experienced in Eswatini where the SADC Troika was seized with this matter. Suffice it to mention that while the SADC intervention in Eswatini prevented the situation from escalating further, the root causes of political tensions remain salient. Despite the efforts outlined above, the emergence of conflict, violent demonstrations and riots experienced in some countries in this region, including Zimbabwe (2013, 2018), Zambia (2016), Eswatini (2021) and Madagascar (2020/2022), coupled with the evolving peace and security threats, such as armed insurgency, governance deficit, economic downturn, vagaries of climate change and the lack of economic development, have triggered an academic and policy appetite on the nature and efficacy of Infrastructure for Peace (I4P) in the region. Secondly, discussions on the subject area have predominantly focused on security apparatus, with little attention to other non-state-centric I4P. This article, therefore, interrogates the status of I4P within the Southern African region. Specifically, it unpacks their characteristics and roles in peace building, conflict prevention, conflict management, community cohesion and integration. The article goes further to highlight the challenges that I4P face in executing their respective mandates.

Abstract:
One of the greatest resources for promoting peacebuilding and sustaining peace in the long term is always rooted in people and their culture. Bearing this in mind is a major step towards addressing domestic violence, intimate partner violence, disputes over land ownership and challenges associated with weak social cohesion that plague Ibadan, Nigeria. This study explores the contributions of informal peace committees (IPCs) as informal peace infrastructures (IPIs) in responding to the menace and powering peacebuilding from below in the local setting of Ojoo, Ibadan, where the study was conducted. The qualitative study adopts participatory action research design. It uses purposive sampling techniques and sourced primary data from individual interviews, focus group discussions, observation and diarising. Twenty respondents were interviewed and three focus group discussions were conducted for the study with a view to collecting primary data. Although IPIs also have their own weaknesses, the study revealed that local peace infrastructures, such as IPCs are resourceful and effective in addressing multiple threats, including domestic and intimate partner violence, disputes over land ownership, weak social cohesion and building peace from below. The study further revealed that IPCs can be sustainable if established through collaborative efforts in the affected community at a grassroots level with a sense of shared ownership, feelings of inclusiveness and project legitimacy.

Denmark’s candidacy for the non-permanent seat at the United Nations Security Council (UNSC) in 2025-26 would benefit from a strong position on the implementation of the women, peace and security agenda both nationally and locally by all UN member states.

Abstract:
This policy paper suggests a way forward to overcome the impasse in the Kosovo-Serbia normalization dialogue, and to enable conditions for a sustained process and successful implementation. It argues that the oscillating international attention and the resulting inability to closely monitor developments and conduct remedial steps at the first sign of non-compliance is an essential part of the problem. Therefore, the non-paper proposes a structural solution to reset the process and be able to identify, monitor, and address non-compliance early on, thus preventing derails and escalations.
