481. From Promise to Practice: Strengthening UN Capacities for the Prevention of Violent Conflict

Abstract:
While the promise of conflict prevention has risen to the fore of international policy agenda since the end of the 1990s, its practice and effectivenes remain elusive. Following in the footsteps of peacebuilding, conflict prevention is a loose conceptual framework for the increasingly broad range of actors engaged in conflict-affected zones. The concept of conflict prevention expands the scope of peacebuilding temporally and spatially, calling for the early prevention of violent conflict and the prevention of further outbreaks through "structural" as well as "operational" initiatives. It promises cross-cutting approaches to mitigate the sources of potential conflict rather than merely the symptoms at arguably a lesser cost and with great potential for lasting peace than other forms of intervention. The challenge, of course, is that violent conflict can be hard to predict, especially in the early phases when efforts to prevent its escalation might be most valuable. More, it is harder to prevent effectively, and further to demonstrate that preventive initiatives have been successful.

Abstract:
In the teeth of its modern despisers, religion has made a comeback in our time — for good or ill. Too often, the negative side is in the limelight. What Gilles Kepel has called the “revenge of God” on inspection usually turns out to be the ill will and vengefulness of religious communities and their leaders. The litany of contemporary religious clashes — or conflicts in good part spawned by religious motives — is long and depressing: Christians pitted against Muslims in Africa and the Balkans; Jews against Palestinians in the Near East; Hindus against Muslims in India and Kashmir; Hindus against Buddhists in Sri Lank, not to forget the old feud between Catholics and Protestants in Northern Ireland.

Abstract:
Since the tragic events of 11 September 2001, much has been said about potential links between the fight against terrorism and peace-building. In the meantime, the fight against terrorism and peace-building have, by and large, continued to be implemented separately and by different sets of actors. The events of 11 September might have led the world's leading states to reassess terrorism as a security threat, but could hardly fundamentally alter the nature of peace-building operations and tasks, from institution- and democracy-building to post-conflict recovery and reconstruction. It is not surprising that the way the threat of terrorism is addressed by actors involved in peace-building activities is often limited to its possible effect on the security environment for their operations. It is thus seen as a problem to be solved either by the security component of the mission, or by an ad hoc international security force, or by national security structures (if any). A certain reserve towards the fight against terrorism on the part of the peace-building community is not without foundation, and may be seen as a natural reaction to the declaration after 11 September 2001 of a global 'war on terrorism' which goes far beyond traditional anti-terrorist priorities and needs. In fact, many of the adverse effects of this global campaign stem precisely from a lack of clarity about its nature and operational goals.

In June 2002, the G8 countries pledged 20 billion dollars over ten years to their “Global Partnership against the Spread of Weapons and Materials of Mass Destruction” (Global Partnership). Under this initiative, the G8 countries will support specific cooperation projects, initially in Russia, to address non-proliferation, disarmament, counter-terrorism and nuclear safety issues. Among priority concerns are the dismantlement of decommissioned nuclear submarines and the disposition of fissile materials.

Good morning. I deeply appreciate the opportunity to join you today to honor the legacy of one of the truly great statesmen in American -- and transatlantic -- history, General George C. Marshall. The legacy of General Marshall has touched my own life in several ways over the years. While I am sure he will not remember this, the last time General Meyer and I shared a stage together was thirty years ago, when he presented me an award at my high school in Carlisle, Pennsylvania, and spoke to all of us impressionable seventeen year olds about the selfless example of public service offered by George Marshall. Several years later, I studied as a Marshall Scholar at Oxford University, the direct beneficiary of a program established by the British Government in gratitude for General Marshall's contributions. While the Marshall Scholarship Fund has survived the minor infamy of its award to me, it had a profound effect on my life, and I'm pleased to be here today in part to honor that gift. I have also had the profound good fortune, both personally and professionally, to work for a number of years for Secretary Powell, whose own remarkable career you will honor this evening as a continuation of the legacy of George Marshall.

This concept paper sets out the background, guiding framework and focus of the forthcoming 'Security Network Symposium' to be held in Maputo, Mozambique between 30 June and 1 July 2003. This document presents a general background to the challenges of peace, security and stability facing regional and sub-regional organisations in Africa and an overview of the existing African civil networks, as well as African networks in the security sector. The remaining sections, which form the main thrust of the paper, spell out the core objectives of the Maputo meeting, define the scope of security sector networks, prescribe the issues that require discussion, and propose a range of desirable outputs from the meeting.
