211. Too Close for Comfort Cases of Near Nuclear Use and Options for Policy

Abstract:
Nuclear weapons have not been detonated in violent conflict since 1945. The decades since then are commonly perceived – particularly in those countries that possess nuclear weapons – as an era of successful nuclear non-use and a vindication of the framework of nuclear deterrence. In this narrative, the fear of massive retaliation and a shared understanding and set of behaviours are believed to have prevented the use of nuclear weapons. Yet the decades since 1945 have been punctuated by a series of disturbing close calls. Evidence from many declassified documents, testimonies and interviews suggests that the world has, indeed, been lucky, given the number of instances in which nuclear weapons were nearly used inadvertently as a result of miscalculation or error.

212. Iran and the P5+1: Getting to "Yes"

That nuclear negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S. and Germany) were extended beyond the 20 July 2014 deadline was neither unexpected nor unwelcome. The parties ha d made enough headway to justify the extension, which was envisioned in the Joint Plan of Action (JPOA) that was signed in November 2013 and came into force in January, but given the political and technical complexity, they remain far apart on fundamental issues. Unless they learn the lessons of the last six months and change their approach for the next four, they will lose the opportunity for a resolution not just by the new 24 November deadline but for the foreseeable future. Both sides need to retreat from maximalist positions, particularly on Iran's enrichment program. Tehran should postpone plans for industrial- scale enrichment and accept greater constraints on the number of its centrifuges in return for P5+1 flexibility on the qualitative growth of its enrichment capacity through research and development.

Twenty years ago, the issue of nuclear weapons on the territory of Ukraine and, accordingly, of security assurances to Ukraine in the case of its achieving a non-nuclear status was the focus of attention for policymakers, diplomats and the international expert community. It was also then that it was seemingly resolved once and for all – first through the Trilateral statement by the presidents of Russia, the U.S. and Ukraine (Moscow, January 14, 1994), then through a Memorandum on security assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) (Budapest, December 5, 1994), signed by the Russian Federation, Ukraine, the United Kingdom, and the United States.

The Nuclear Security Summit (NSS) process aims for the international coordination of efforts to improve nuclear security. However, in the absence of globally binding norms, mechanisms, accountability and transparency, nuclear security principally remains a national matter. The Central European states, in particular Czech Republic, Hungary, Lithuania, Poland, Romania and Ukraine, are part of the NSS success story. The key drivers have been the Central European states’ longing for recognition as part of the West, the personal engagement of individuals in the governmental apparatus, and the fact that cooperation on nuclear security enables intensified relation-building with the United States. Taking into account their past achievements, the states of Central Europe can also play an important role in advancing the continuity of the NSS process and leading by example with contributions to nuclear security at the regional level

The negotiations with Iran on its nuclear program have been extended to November 24, 2014 from the original July 20, 2014 deadline. Recently there has been much discussion regarding the merits of various proposals relaxing the requirement that Iran restrict its centrifuge enrichment capacity. It has been suggested that perhaps Iran would only reduce its number of centrifuges by 50% instead of 85% or that when Iran reduces its enrichment capacity, instead of removing the centrifuges entirely, it would just disconnect some of the piping.

Negotiations on Iran’s nuclear program are continuing in an effort to produce a follow-on agreement, termed the “Comprehensive Solution,” to the November 2013 “Joint Plan of Action” (JPA). Much of the discussion of the Comprehensive Solution has focused on the terms such an agreement should include to prevent Iran from being able to produce nuclear weapons. However, this objective will not be attainable unless the agreement addresses key aspects of Iran’s nuclear program, fixes the flaws in the JPA which seriously constrain any agreement and recognizes fundamental problems with International Atomic Energy Agency (IAEA) safeguards as currently implemented.

Abstract:
Nuclear security practices have been a part of the development of China’s nuclear industry from the beginning, and they remain an important part of nuclear operations. The Chinese government pays close attention to nuclear security and has set up laws and regulations to govern the use of nuclear materials. The companies and operators that use nuclear materials have developed operational manuals and regulations to ensure the protection and control of nuclear materials based on national laws and regulations. These measures explain why there are no reported losses of nuclear materials from Chinese facilities. In light of recent reforms and the “opening” of China, which has increased communication with foreigners and has led to other changes in the international environment, threats to nuclear material security are changing and posing new challenges to Chinese nuclear management. The Chinese government is working to improve regulations to confront these new threats. Nuclear material accounting is one of the most important parts of nuclear material security. China has set up a nuclear material accounting system to account for nuclear materials, to track material inventories, to report inventory changes, and to help detect unexpected increases or decreases in inventories. This paper analyzes Chinese nuclear material accounting systems and the regulations that guide their implementation, from a technical viewpoint.

219. Anticipating Climate Mitigation: The Role of Small Modular Nuclear Reactors (SMRs)

Abstract:
Global warming is likely to force assertive redirection of global energy markets in order to achieve a prudent standard of mitigation; the resulting process of energy transformation will fundamentally alter prevailing policies and institutional relationships. Efficiency gains and renewable technologies—wind, solar, and biomass—will presumably make substantial contributions, as will carbon sequestration to some extent. But at the moment it seems quite apparent that global mitigation cannot be achieved without a very substantial expansion of nuclear power generation. While current light water reactor technology will likely play a role, this paper argues that smaller modular reactors (SMRs) of innovative design, with innovative institutional arrangements, could contribute to meeting energy demands in a more safe and secure manner. Though many SMR designs are currently being developed, it is doubtful that any of them will be brought to the point of serial production by their current developers under currently projected market conditions. Completed prototype development would almost certainly have to be a public sector initiative undertaken in support of eventual mitigation. This paper explores the potential of developing international structures whereby multiple states and entities could develop several SMR prototypes and serial manufacturing hubs. The International Thermonuclear Experimental Reactor development process could prove to be a useful analogue to the arrangements necessary to support such large-scale SMR development and deployment.
