82. Coordinations Under Large Uncertainty: An Analysis of the Fukushima Catastrophe

Abstract:
This paper analyzes the impacts of the March 11, 2011, Tōhoku earthquake and tsunami on the Fukushima nuclear power plant in Japan. These impacts were amplified by a failure of horizontal coordination across plant, corporate, regulatory, and governmental levels, resulting in a nuclear catastrophe, comparable in cost to Chernobyl. Lessons learned include identifying two shortcomings of the typical Japanese horizontal coordination mechanism: instability under a large shock and the lack of defense in depth. The suggested policy response is to harness the power of “open-interface, rule-based modularity” by introducing an independent nuclear safety commission in Japan and an independent system operator to coordinate sellers and buyers on publicly-owned transmission grids.

Abstract:
Over the last three years, the Centre for Non-Traditional Security (NTS) Studies at the S. Rajaratnam School of International Studies (RSIS) coordinated cluster three of the MacArthur Asia Security Initiative, which focused on internal challenges in Asia. The Centre developed an active research agenda that drew on its own resources as well as that of its network partners around the region to deliver policy-relevant outputs. The research addressed many of the most pressing challenges faced by Asia's policymaking communities, from climate change, natural disasters, and energy, to internal and cross-border conflict.

Abstract:
On January 12, 2010, an earthquake of devastating magnitude shook Haiti, killing over 250,000, reducing much of the country's infrastructure to rubble—including its government—and leaving millions of people without homes and livelihoods. As Haiti lurches toward an era of rebuilding and renewal, the ways in which priorities are set and resources spent can either accelerate the rate at which Haitians are able to emerge from poverty and achieve economic development—or they can substantially inhibit the country's path toward recovery. One of the most critical factors that will determine which path Haiti takes is the extent to which gender concerns are brought to the fore in the reconstruction process. Gender mainstreaming, as a technical term in the development field, involves ensuring that gender perspectives and attention to the goal of gender equality are central to all activities, from policy development to legislative drafting. Such a women-focused approach is not only imperative from a moral justice and human rights perspective, but also a vital component of a successful economic development strategy.

Abstract:
On the day after Christmas 2004, a powerful 9.0 magnitude earthquake under the Indian Ocean off of northern Sumatra sent massive waves crashing against the coastlines of countries as far away as Kenya and Madagascar. This tsunami killed or left missing some 226,000 people and displaced an estimated 1.7 million more in fourteen Asian and African countries.1 Damage to property—infrastructure, residences, government buildings, and commercial establishments—was enormous. Indonesia, Sri Lanka, India, and the Maldives were the most seriously affected. Dramatically filmed on the cameras and cell phones of local inhabitants and the many western tourists caught up in the catastrophe, the tsunami attracted instant and extensive worldwide attention and sympathetic response. Foreign governments, international agencies, and international nongovernmental organizations (INGOs) alike quickly undertook what became a global effort to assist local authorities to rescue and rehabilitate the victims and begin rebuilding the extensive stricken areas.

These are just a few of the provocative questions discussed at the Retrieving the Wisdom of Those in Need: Community Engagement and Healing in Times of Disaster seminar held April 4-5, 2011, at the Woodrow Wilson International Center for Scholars in Washington. This gathering was the last of three remarkable seminars brought about through a partnership of the Wilson Center and the Fetzer Institute to look at the issues that hinder and support efforts to revitalize community within and across boundaries.

The earthquake that struck Haiti on 12 January 2010 had a devastating impact on the already vulnerable island nation, leaving more than 200,000 people dead and over one million homeless. In October 2010, Haiti was struck by a second disaster: as of mid December 2010, a cholera outbreak has affected more than 122,000 people, leaving at least 2,600 dead.

Even before the earthquake struck on 12 January 2010, Haiti was the poorest nation in the Western hemisphere, ranked by the United Nations Development Programme as one of the world's 50 poorest countries (2009). In short, life was already a struggle for most families. Then the earthquake hit, and lives were turned upside down. It was the most powerful earthquake in Haiti for 200 years.
