This article investigates the hypothesis that lithium is one of the most strategic natural resources, whose world reserves, quantitatively and qualitatively, are concentrated in the South American region. Abstract:
The Economic Community of West African States (ECOWAS) Commission established the Mediation Facilitation Division (MFD) in June 2015 to backstop mediation efforts undertaken by its mediation organs, member states, non-state actors and joint initiatives with other international organisations, such as the African Union Commission (AUC) and the United Nations (UN). In January 2016, the structure was further upgraded to a directorate within the Department of Political Affairs, Peace and Security (PAPS). This Policy & Practice Brief (PPB) examines the rationale for taking the bold step to institutionalise a mediation support structure within the ECOWAS Commission; the legal and normative instruments that underpin its mediation interventions; the mandate, vision and scope of operation of the mediation support structure; and the key activities undertaken by the structure within one year of its existence. The PPB identifies the uniqueness of ECOWAS’s experiences in interventions in the 1990s, and the subsequent importance accorded to preventive diplomacy and mediation as a key factor that informed the decision to establish a mediation support structure – in contrast to using an ad hoc arrangement to backstop its mediation efforts in the past. This new arrangement, the PPB argues, will ensure that mistakes such as the marginalisation of ECOWAS in mediation processes in the region, the disconnect between the ECOWAS Commission and its appointed mediators, facilitators and special envoys, are remedied. It will also ensure a coordinated approach to capacity building and mediation knowledge management within the ECOWAS Commission and its institutions, as well as with its partners, including mainstreaming Tracks II and III mediation into official Track I mediation.

Alan Tidwell, the author of Conflict Resolved? A Critical Assessment of Conflict Resolution,[1] wrote in the preface “Not all conflicts can or should be resolved; frankly there are some conflicts I do not wish to resolve – I want to win them.”[2] This is a real challenge to every person who aspires to be a peacemaker, and challenges, as Tidwell intended, the notion of peace at whatever cost. Tidwell argues that that while morally inspired positive peacemaking is a “good thing,”[3] it can lack a sense of proportion, ignoring justice, right and wrong and deep-seated reasons for grievance. Similarly, evangelical theorists “propagate the value of conflict resolution at all costs”[4] and in the process lose a sense of reality about what can realistically be achieved. The increased adoption by states of early warning, conflict prevention and conflict resolution policies is often based on notions of positive peacemaking and inspired by evangelical theorists. Latterly mediation has been added to the arsenal of state-led conflict resolution tools. This commentary will explore the limitations of mediation in relations between states, consider the implications for conflict resolution practice and advocate a principled international response to conflicts, including, if necessary, the need to win them.

The Liechtenstein Institute on Self-Determination at Princeton University and the non-governmental organization Watchlist on Children and Armed Conflict, with support from the Permanent Mission of Liechtenstein to the United Nations, convened a workshop, “Addressing Child Protection in Conflict Mediation: Charting a Way Forward,” on July 15, 2014, at the Princeton Club of New York. The workshop brought together representatives of United Nations member states, including members of the Security Council, United Nations Offices including the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG-CAAC), Department of Political Affairs (DPA), Department for Peacekeeping Operations (DPKO), Office for the Coordination of Humanitarian Affairs (OCHA) and the United Nations Children’s Fund (UNICEF), NGOs, and academics to discuss specific strategies and concrete actions that can be taken to promote child protection in peace processes.

Abstract:
Most analysts consider Davutogˆlu’s “zero problems with neighbors” strategy a failure, and typically cite Turkey’s decision to lend its support to religious conservative movements like the Muslim Brotherhood during the Arab Spring as a primary example. However, the failures of the last few years must also be understood within the framework of a larger narrative where Turkey has insisted on functioning as an intermediary between Israel and Syria, and the United States and Iran. These episodes, during which Turkey overstepped the boundaries of its influence, revealed the limitations of Turkish foreign policy and foreshadowed its regional decline.

Abstract:
This policy brief assesses the role of norms in international peace mediation. Despite the topic attracting growing attention, the ways in which norms influence mediation processes are often not analysed systematically but rather prescriptively. In order to shed light on this debate from an analytical point of view, the brief suggests a three-step analytical framework. First, it suggests a categorisation of norms, then it assesses how mediators prioritise norms within this framework and finally it calls for a context-specific inclusion of norms in mediation processes. Thus, it argues that explicitly elucidating the different categories of norms, as well as their prioritisation by mediators, mandate-givers and negotiating parties, will lead to a more constructive debate and provide sustainable solutions that are owned by national, and supported by international, actors.

Abstract:
This article is a personal account of my involvement with mediation and facilitation over the past 30 years. It does not purport to be a comprehensive or systematic account of the growing impact of these processes both in preventing and resolving conflict in our country and beyond. It therefore does not focus on organisations outside my own spheres of involvement, like the African Centre for the Constructive Resolution of Disputes and the Centre for Conflict Resolution, whose important contributions I readily acknowledge. The insights and experiences reflected in the piece nevertheless point to an ever widening application of the processes across a range of disciplines and tell something of the rich contribution they have made to making South Africa a better, and safer, place.

‘Today, with a democratic government in place, it is hard to remember how unpopular concepts such as negotiation and conflict resolution were even a decade ago.’ H.W. van der Merwe, who wrote this in 2000 (110), was referring to the situation during the 1970s and 1980s in South Africa. The then South African government and the liberation movements both shared a common distrust of ‘mediators’ or peacemakers. The government had banned the liberation movements. Establishing contact or facilitating dialogue with these movements was not only illegal, it was treason. The liberation movements similarly rejected peacemaking. The reigning slogan was ‘justice before peace’; and the dominant strategy non-collaboration and armed struggle. Would-be peacemakers, in their opinion, diluted their resolve to achieve victory. Possibly his greatest contribution to the field of mediation1 in South Africa was the manner in which H.W. van der Merwe established, in the face of this huge distaste for mediation, its validity and integrity. He was Director of the Centre for Intergroup Studies at the University of Cape Town from 1968 to 1992, the period in South African history when the struggle for the liberation of the black people of South Africa from colonialism and apartheid reached its climax. Under his leadership the Centre played a pioneering role not only in using, but justifying dialogue, facilitation and mediation as mechanisms to address the conflict. A trained sociologist, Van der Merwe rooted his case for mediation not only in sociological and political theory, but also in religious thought and practice. The latter was important because, at the time, the debate was as theological as it was political.

In recent years, we have seen a growing interest in and support for mediation as a means of preventing conflicts and resolving disputes, not only at the United Nations (UN) headquarters, but also at regional and national levels. As the Permanent Representative of Turkey to the United Nations since 2009, I have witnessed the momentum built around the concept of mediation. Turkey, as the co-chair of the Group of Friends of Mediation, played a leading role in this process. Its membership in the UN Security Council in 2009-2010 also helped Turkey pursue and contribute to this matter within the Council. Today’s security environment demands the UN’s increased attention through different means and tools. Out of the 67 peacekeeping operations that have been deployed in UN history, 54 have been established since 1988. The Security Council currently has over 70 conflicts in its agenda. Two-thirds of these conflicts are related to Africa and the least developed countries. A bulk of UN expenditures is allocated to peacekeeping operations, and the increasing burdens and costs of peacekeeping in the midst of a global financial crisis have also contributed to the rediscovery of preventive diplomacy and mediation as significantly less-costly crisis management options.
