21. Security and Profit in China's Energy Policy: Hedging Against Risk

Abstract:
China has developed sophisticated hedging strategies to insure against risks in the international petroleum market. It has managed a growing net oil import gap and supply disruptions by maintaining a favorable energy mix, pursuing overseas equity oil production, building a state-owned tanker fleet and strategic petroleum reserve, establishing cross-border pipelines, and diversifying its energy resources and routes. Though it cannot be "secured," China's energy security can be "insured" by marrying government concern with commercial initiatives. This book comprehensively analyzes China's domestic, global, maritime, and continental petroleum strategies and policies, establishing a new theoretical framework that captures the interrelationship between security and profit. Arguing that hedging is central to China's energy-security policy, this volume links government concerns about security of supply to energy companies' search for profits, and by drawing important distinctions between threats and risks, peacetime and wartime contingencies, and pipeline and seaborne energy-supply routes, the study shifts scholarly focus away from securing and toward insuring an adequate oil supply and from controlling toward managing any disruptions to the sea lines of communication. The book is the most detailed and accurate look to date at how China has hedged its energy bets and how its behavior fits a hedging pattern.

22. South Korea's Counterpiracy Operations in the Gulf of Aden

Abstract:
In March 2009, the South Korean National Assembly approved the first foreign deployment of South Korea's naval forces to join the U.S.-led Combined Task Force (CTF-151). The purpose of CTF-151 is to conduct antipiracy operations in the Gulf of Aden and off Somalia's east coast by the Horn of Africa. South Korea joined the navies of twentyfour other countries that participate in the Combined Maritime Forces (CMF) through one of three combined task forces, CTF-150, CTF-151, and CTF-152, to help ensure maritime security in this region. The CMF is an international effort to conduct maritime security operations in the Gulf of Aden, the Arabian Sea, and the Indian Ocean.

Abstract:
China's powerful Central Military Commission has approved the formal establishment of a military garrison for the disputed South China Sea, the state media has announced, a move which could further boost tensions in already fractious region. This news comes after China established the city of Sansha, on 21 June as a rhetoric to Vietnam's Maritime Law announcement on the same day. Vietnam's Maritime Law which reportedly takes effect early 2013, forms a legal framework to serve the utilisation, management and protection of Vietnam's sea and islands, including the Paracels and Spratlys, as well as the development of sea-borne economy, so as to facilitate it's international integration and boost cooperation with other countries.

Abstract:
Fisheries have been a long practiced means of food acquisition by mankind. It has maintained its importance as the top natural protein provider in the diet of many nations in the world, with 75% of the global fish production meant for direct human consumption. The highest fish consuming nations are from developing countries. According to the Food and Agriculture Organization (FAO), Malaysia is one of the top fish-consuming countries in Asia (above 40kg/capita/year), almost double the average in Thailand and China, although it is still below the levels in Japan and South Korea. Figure 1 for instance shows that the trend in fish consumption among Malaysians is increasing, which is mainly based on Malaysian population data from the national consensus and data on national fish consumption. This essentially means that in 2010 an average Malaysian consumed more fish (54kg/year) compared to 20kg in 1970; a dramatic increase in demand for fish over four decades that is compounded by rapid population growth.

The port structure of the Caribbean has been heavily influenced by global change over the last 200 years. The historical context — colonialism, piracy and slavery — meant that ports were originally designed to serve colonial interests. The advent of containerization and globalization have dramatically changed cargo shipping, while at the same time, cruise tourism has increased significantly — the Caribbean accounts for 50 percent of the global market — which means that cargo and cruise ships now compete for limited berth space.

Maritime transport dominates international trade in licit and illicit goods. It accounts for the majority of seizures and suspect shipments of military equipment and dual-use goods (goods that have both civilian and potential military applications, including in the development of weapons of mass destruction and missiles) originating from or destined for embargoed states such as Iran and North Korea. It is the primary means of delivering shipments of conventional arms to actors involved in conflicts in c. Sea transport plays a major role in global flows of narcotics and associated chemical precursors. It is also the main mode of transport for other illicit and potentially destabilizing commodities, such as smuggled tobacco, oil and counterfeit goods.

28. Stirring up the South China Sea

Abstract:
The conflicting mandates and lack of coordination among Chinese government agencies, many of which strive to increase their power and budget, have stoked tensions in the South China Sea. Repeated proposals to establish a more centralised mechanism have foundered while the only agency with a coordinating mandate, the foreign ministry, does not have the authority or resources to manage other actors. The Chinese navy\'s use of maritime tensions to justify its modernisation, and nationalist sentiment around territorial claims, further compound the problem. But more immediate conflict risks lie in the growing number of law enforcement and paramilitary vessels playing an increasing role in disputed territories without a clear legal framework. They have been involved in most of the recent incidents, including the prolonged standoff between China and the Philippines in April 2012 in Scarborough Reef. Any future solution to the South China Sea disputes will require a consistent policy from China executed uniformly throughout the different levels of government along with the authority to enforce it.

29. Transforming the Philippines’ Defense Architecture: How to Create a Credible and Sustainable Maritime Deterrent

This paper argues that to adequately defend its maritime claims, the Philippines should consider an external defense architecture designed around mobile coastal defense batteries equipped with long-range anti-ship missiles and protected by an integrated air defense umbrella. Such an architecture would provide the Philippines with an effective means to not only counter surface combatants and improve the survivability of its own forces against naval aviation or ballistic missiles, but also do so with lower procurement, maintenance, and operational readiness costs than a traditional force would require. The Philippine government’s new capabilities-based defense budgeting process offers the country an opportunity to study and adopt this sort of defense architecture, which has become increasingly necessary as rising powers, such as China, have begun to test Philippine maritime sovereignty at places like Scarborough Shoal and the Spratly Islands.

Abstract:
Maritime security sector reform (MSSR) is a component of security sector reform (SSR). SSR is the complex task of transforming the institutions and organizations that deal directly with security threats to the state and its citizens. MSSR applies the same concepts to the maritime domain. It consists of comprehensive actions taken by littoral countries and a range of partners to improve the security, safety, and economic viability of maritime spaces by improving governance, infrastructure, and law enforcement capacity, creating a broader approach to SSR on the global stage. The globally connected economy relies on the oceans and adjoining littorals for fishing, access to natural resources, and the movement of much of the world's commerce. Effective governance of maritime spaces has become essential for both economic growth and regional security. Continued population growth in the coastal regions, or littorals, strains the maritime infrastructure and the capacity to govern, resulting in unmet security challenges from competing countries, transnational criminal organizations, and insurgent and terrorist groups that exploit instability in the maritime domain. MSSR may be undertaken to strengthen existing maritime governance, respond to specific instability or threats, or restore governance following conflict or natural disasters. MSSR involves a whole-of-government process to identify and address specific problems through collaborative approaches that coordinate the contributions of internal and external organizations. The MSSR process begins with a multidisciplinary assessment, ideally performed by representatives from private and public institutions. It must take into account a country's history, culture, and the aspirations of its citizens and government. MSSR is not the imposition of external organizations, plans, or processes. The U.S. government's role in MSSR, while often significant, must be closely coordinated with efforts by the United Nations, donor nations, nongovernmental organizations (NGOs), and the private sector. Achieving this level of coordination may be the most challenging aspect of successful MSSR.
