Abstract:
Globalisation is having important effects on labour markets in OECD countries. The global supply of labour has increased enormously with the emergence of China and India. At the same time technological advances have contributed to heightened income inequality and changed the nature of globalisation itself, most vividly demonstrated by the rapid growth of offshoring of business services that were previously nontradable. It is argued in this paper that these developments are best characterized as an intensification and broadening of the process of globalisation rather than a fundamental change in the nature of globalisation. They will, nevertheless, have long-lasting effects on OECD labour markets, increasing the urgency of implementing the labour market policies set out in the Restated OECD Job Strategy. The paper concludes that the most important implication of the emergence of China and India in the context of widespread perceptions of increasing economic inequality may be to reduce support for globalisation in OECD countries.

The impact of shifting U.S. business operations to foreign countries on the nation's workforce and economy is not a new or unstudied issue. For decades, it has been central to the debate about the benefits and costs of economic growth and trade expansion. However, this debate has not produced consensus on the magnitude and significance of off-shoring, which occurs when companies contract out activities abroad, either to their own affiliates or to other firms.

This report examines the benefits and challenges of developing an effective adjustment policy for workers who lose their jobs because of outsourcing or any other adverse effects of trade. The statement, approved by CED's Research and Policy Committee states, "The most important next step is to recognize that adjustment policy is vital to achieving free trade - which, in turn, is vital to the nation's economic future." The statement concludes that America needs to develop the national will to devise and fund an adjustment policy that will get to "yes" on trade.

786. What Makes a Difference in Achieving Higher Labor Productivity? The Case of Low-Income Countries in Latin America

Abstract:
This paper uses firm level surveys from Ecuador, Guatemala, Honduras and Nicaragua to estimate the determinants of labor productivity. This study started out with the hypothesis that the adverse external business conditions that firms in poor Latin American countries face, may be an important explication of the generally low levels of productivity. However, the empirical results, based on the survey of more than 1300 businesses, do not confirm this hypothesis. Compared to all the variables that are under the firms control, such as capital intensity, energy use, and worker skills, the external business environment (macroeconomic instability and labor regulations) has very little impact on productivity.

787. Aspirations and Reality: British Muslims and the Labour Market

Abstract:
British Muslims face severe obstacles in the United Kingdom's labor market and have a disproportionately high rate of unemployment, according to this report from OSI's EU Monitoring and Advocacy Program (EUMAP). Aspirations and Reality: British Muslims and the Labour Market calls for more effort to meet the employment aspirations and needs of Muslims in the UK, especially Muslim women and young Muslims. "Government, the private sector, and Muslims themselves must ensure that British Muslims are not left out of the workforce," said the report's author, Zamila Bunglawala, who co-authored the Prime Minister’s Strategy Unit report on Ethnic Minorities and the Labour Market. British Muslims seeking employment face multiple obstacles, ranging from gaps in mainstream labor market policy and employer practices, poor service delivery and a lack of faith-friendly work environments. The extent to which Muslims face religious discrimination in the labor market is unknown; the report stressed that further analysis is needed to improve the understanding of the British Muslim group as a whole. Muslim youths are at particular risk of social exclusion. With Muslims set to comprise almost a quarter of the growth in the working age population in Britain between 1999 and 2009, integrating British Muslims into the mainstream labor market must now be a priority for the government, the report concludes.

Abstract:
Confronted with businesses facing a long-term shortage of skilled workers and evaluations showing that job training for the poor over the past 25 years had produced only meager results, a number of groups throughout the country have sought to find a more effective approach. The efforts of these partnerships, which editor Robert Giloth calls 'workforce intermediaries', are characterized by a focus on improving business productivity and helping low-income individuals not just find a job, but advance over time to jobs that enable them to support themselves and their families. This book takes stock of the world of workforce intermediaries: entrepreneurial partnerships that include businesses, unions, community colleges, and community organizations. Noted scholars and policy makers examine the development and effectiveness of these intermediaries, and a concluding chapter discusses how to provide a more coherent approach to increasing the viability and capacity of these important institutions.

Abstract:
This study focuses on analysing the linkages between output growth, employment and poverty, at both the macro and micro levels. At the macro level, the linkage between poverty and output growth is conceptualised in terms of the average productivity of the employed work force, which in turn gets reflected in low levels of real wages and low levels of earnings in self-employment. At the micro level of a household, the same linkage between poverty and employment operates through the type and productivity of economic activities in which the earning members of a household are engaged, the low level of human capital of the members of the workforce, the dependency burden that limits participation in the workforce, and the availability of remunerative employment.
