681. Youth integration and job creation in the Middle East

Abstract:
The Middle East and North African region is currently faced with one of the toughest socioeconomic challenges in its modern history: a "youth bulge" of almost 100 million young people, of which a quarter are unemployed. Between 40 and 50 million new jobs need to be created in the region's countries over the next decade, and this implies that governments in the region should embark on a labour-intensive and job-creating growth trajectory. Special attention should be given to reducing the unemployment and emigration of skilled youth, and to integrating young women into the labour market. Policies that tackle the institutional and structural impediments to meaningful job creation should be pursued, together with public interventions in social protection and housing programmes that would reduce youth's social exclusion in the region.

Abstract:
Haiti and the Dominican Republic (DR), the two adjacent countries that comprise the island of Quisqueya, have wide asymmetries and similarities. Due to poverty, nearly a third of Haitians migrate in search of work, including to the DR, and Haiti relies on foreign assistance for food security. The DR's economy exhibits considerable dynamism, but depends on cheap labour from Haiti and remittances from its own expatriates. Both countries have a common habitat and ecosystem, and their populations have a large proportion of youth.

Arizona's immigration laws have hurt its economy. The 2007 Legal Arizona Workers Act (LAWA) attempts to force unauthorized immigrants out of the workplace with employee regulations and employer sanctions. The 2010 Support Our Law Enforcement and Safe Neigh¬borhoods Act (SB 1070) complements LAWA by granting local police new legal tools to enforce Ari¬zona's immigration laws outside of the workplace.

Abstract:
Section 337 of the Tariff Act of 1930 gives the United States International Trade Commis¬sion (ITC) the power to exclude products from the United States that are imported pursuant to “unfair methods of competition.” The range of potential activities covered by the law is broad, but the most common claim brought before the ITC is patent infringement. In addition to fil¬ing a lawsuit in federal district court, U.S. pat¬ent holders can often use Section 337 to bring a second case over the same subject matter as long as the defendant imports the impugned product from abroad. This tactic has become increasing¬ly popular because the ITC renders its decisions relatively quickly and has the authority to order a very powerful remedy—total exclusion of the product from the U.S. market.

For years the EU has been fostering a common policy to integrate immigrants. Yet, whether its efforts have progressively created something like a homogeneous European model of integration remains an open question. An analysis of the approach to immigrant integration in the EU member states that receive the largest immigration flows, as well as of EU initiatives to promote greater policy harmonization among its member states, shows that partial convergence in national integration strategies is linked more to interstate emulation and parallel path development than to proactive EU legislation on the matter. This trend can be referred to as a process of “informal Europeanization”.

Siddharth Kara's Sex Trafficking has become a critical resource for its revelations into an unconscionable business, and its detailed analysis of the trade's immense economic benefits and human cost. This volume is Kara's second, explosive study of slavery, this time focusing on the deeply entrenched and wholly unjust system of bonded labor. Drawing on eleven years of research in India, Nepal, Bangladesh, and Pakistan, Kara delves into an ancient and ever-evolving mode of slavery that ensnares roughly six out of every ten slaves in the world and generates profits that exceeded $17.6 billion in 2011. In addition to providing a thorough economic, historical, and legal overview of bonded labor, Kara travels to the far reaches of South Asia, from cyclone-wracked southwestern Bangladesh to the Thar desert on the India-Pakistan border, to uncover the brutish realities of such industries as hand-woven-carpet making, tea and rice farming, construction, brick manufacture, and frozen-shrimp production. He describes the violent enslavement of millions of impoverished men, women, and children who toil in the production of numerous products at minimal cost to the global market. He also follows supply chains directly to Western consumers, vividly connecting regional bonded labor practices to the appetites of the world. Kara's pioneering analysis encompasses human trafficking, child labor, and global security, and he concludes with specific initiatives to eliminate the system of bonded labor from South Asia once and for all.

Abstract:
During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

Abstract:
In the United States, the aggregate vacancy-unemployment (V/U) ratio is strongly procyclical, and a large fraction of its adjustment associated with changes in productivity is sluggish. The latter is entirely unexplained by the benchmark homogeneous-agent model of equilibrium unemployment theory. I show that endogenous search and worker-side horizontal heterogeneity in production capacity can be important in accounting for this propagation puzzle. Driven by differences in unemployed and on-the-job seekers' search incentives, the probability that any given firm with a job opening matches with a worker endowed with a comparative advantage in that job exhibits a stage of procyclical slow-moving adjustment. Consequently, so do the expected gains from posting vacancies and, hence, the V/U ratio. The model has channels through which the majority of both the V/U ratio's sluggish-adjustment properties and its elasticity with respect to output per worker can be accounted for.
